10/17/2011 | STEVE SHIELDS | ZONING | REVIEW | Denied | PDSD TRANSMITTAL FROM: Steve Shields Lead Planner PROJECT: Parking Lot Expansion @ St. Mary's Road and I-10 T11CM03211 Site Plan (1st Review) TRANSMITTAL DATE: October 17, 2011 COMMENTS: Please resubmit revised drawings and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed. 1. This site plan was reviewed for compliance with the City of Tucson Development Standards (D.S.) and Land Use Code (LUC) for full code compliance for the area of parking expansion and any changes to the site. 2. D.S. 2-02.2.1.A.3 Provide a project address on the site plan. 3. D.S. 2-02.2.1.A.5 It is Zoning understanding that a Temporary Revokable Easement (TRE) is in process for the use of the COT owned parcel, 116-19-3780. Until the TRE is approved and all conditions of the TRE are addressed Zoning will not be able to approve this site plan. 4. D.S. 2-02.2.1.A.8 Per LUC Section 3.3.6.8.A Barriers, such as post barricades or wheel stop curbing, are required in a vehicular use area to prevent vehicles from extending beyond the property lines, damaging adjacent landscaping. That said demonstrate on the plan how vehicles will be prevented from damaging the proposed landscape around the perimeter of the parking area. 5. D.S. 2-02.2.1.A.8 There is an entrance aisle that exits on to an unimproved access road. Provide some type of barrier to prevent use of this entrance aisle until the road has been improved. 6. D.S. 2-02.2.1.A.8 On detail 5 sheet 4 provide a dimension for the location of the concrete wheel stop, see LUC Section 3.3.6.8.C. 7. D.S. 2-02.2.1.A.8 On detail 2 sheet 4 the 3'-0" overhang is only required to be 2'-6". Also show where this detail applies to the plan. 8. D.S. 2-02.2.1.A.8 & 2-02.2.1.A.12 Along the northwest side of Building 1 there is a reconfigured parking area. It appears that vehicles will be allowed to overhang the sidewalk in this area. Either show the 2'-6" overhang and 4'-0" clear sidewalk or provide wheel stops to prevent vehicles from overhanging the sidewalk. 9. D.S. 2-02.2.1.A.12 There is a sidewalk that runs northwest through the parking area and ends at what will be a greenway at some time. Provide some type of temporary barring at the northwest end of the sidewalk. 10. Depending on how the above comments are addressed additional comments may be forth coming. If you have any questions about this transmittal, please contact me at Steve.Shields@tucsonaz.gov or (520) 837-4956. RESUBMITTAL OF THE FOLLOWING IS REQUIRED: Revised site plan. |
10/18/2011 | RONALD BROWN | H/C SITE | REVIEW | Denied | 1. The two curb ramps shown in the accessuble route are non-compliant with ICC-ANSI 117.1, Section 406; flared sides can be no more than 1:10 slope. An alternate approach would be to return the curbs on either side of a side walk ramp. 2. Please place a temporary bollard in the middle of the accessible route where it ends at the North West side of the site until the accessible route can be extended to the right of way accessible route. 3. Please continue the painted stripes over the concrete walkway between the accessible parking aisles. END OF REVIEW |
10/20/2011 | JOE LINVILLE | LANDSCAPE | REVIEW | Denied | 1) The project is at least partially governed by the La Entrada Redevelopment Plan/PAD 2. Proposed changes are to be reviewed by the Redevelopment Entity and the Planning Director per the 1984 plan. http://cms3.tucsonaz.gov/sites/default/files/planning/La%20Entrada%20PAD.pdf Contact John.Beall@tucsonaz.gov or David.Rivera@tucsonaz.gov for plan compliance questions. 2) All portions of a site including common areas, natural areas, and revegetated or landscaped areas are to continuously be maintained to remove populations of buffelgrass (Pennisetum ciliare) per LUC 3.7.2.7.B. Revise the landscape plans to include the preceding LUC note. 3) Clarify via specs. and/or details that the irrigation system includes a rain shut-off device (weather sensor) and indicate the location. "The irrigation technology chosen should be capable of preventing the irrigation system from running if sufficient soil moisture is present to support the vegetation. All systems shall include rain shut-off devices" per DS 10-03.5.2.A 4) Revise the Rainwater Harvesting Plan to correct the plant water demand for the site. This would likely involve inclusion of the plant canopy for the interior landscape islands. The WHIA areas also require revision to incorporate the interior planter areas. DS 10-03 5) Show any access easements on the plans. The project occurs across 2 adjoining parcels. 6) Revise the plans to reflect that parcel 116-19-3780 is owned by the City of Tucson. |

10/31/2011 | ELIZABETH LEIBOLD | ENGINEERING | REVIEW | Approv-Cond | DATE: October 31, 2011 TO: John Holley, P.E., WLB SUBJECT: St Mary's / I-10 Parking Lot Expansion Site/Grading Plan Engineering 1st submittal Review LOCATION: 116-19-3780 ACTIVITY NUMBERS: T11BU01310, T11CM03211 SUMMARY: Engineering has reviewed the submittal package including drainage statement. The following comments are conditions of approval that must be addressed at next submittal. SITE/GRADING CONDITIONS OF APPROVAL: 1) DS sec.10-02.2.3.2: Address the following items for the drainage statement: a) Correct parcel number on cover sheet, and add address to cover page. b) Correct Manning's value for concentration point 1.0 and associated calculations. For determining capacity of pavement areas, revise worksheet(s) for to reflect a roadway Manning's coefficient of .020 for the maximum value for asphalt when cars are present, per this section of the standards: DS Sec.10-02 page 8.06, Table 8.1. 2) DS Sec.2-02.2.1.A: Address the following site plan related items: a) Parcel shape does not appear to match the project boundary limits. In particular, the east corner area does not recorded parcel limits for 116-19-3780. Show 116-19-3780 parcel limits on sheet 1 of Site, Paving, Grading Plans. b) Add PAAL width dimensions to sheet 3 of the Striping and Signing Plan. c) Provide a note to the site plan stating compliance with the La Entrada PAD. d) State in response letter whether all utilities are shown. In particular, assure that all utility poles identified with project limits. e) Provide copy of agreement, TRE, or other documentation approved by City of Tucson Real Estate for this project as discussed in meeting 12OCT11. 3) DS Sec.11-01.9: Address the following grading and offsite improvements: a) On sheet 2, at northeast corner of project clarify end of curb location to assure connection to existing pavement. b) Add bleed pipes or Type 1 scupper at sidewalk crossing for water harvest areas; assure no ponding issues occur at this site. c) The proposed slope along the west project limits appears to lie within the parcel limits, however is beyond the project limits. This slope may be described in the agreement or also documented in a temporary or other slope easement. d) Along the north boundary there is a slope and grading proposed that exceeds the limits of the project boundary. Typically this shall be shown in the form of a slope easement. Otherwise, adjust proposed grading along this portion of the project as this slope appears to be adjustable and may be pulled within the project limits. Please call me for clarifications at 837-4934.
