This site is located in the R-1 zone (LUC Section 2.3.4). The Development Designator for a single-family residence (SFR) is "G" (LUC Section 2.3.4.2.A.1). The minimum lot size for a SFR is seven thousand (7,000) square feet (LUC Section 3.2.3.1.B). The Development Designator for a site with two units is "H" (LUC Section 2.3.4.2.A.2). The minimum lot size for a lot with two units is ten thousand (10,000) square feet (LUC Section 3.2.3.1.B). The perimeter yard indicator is AA in both instances (LUC Section 3.2.6.4). (The following comments pertain to the residential plot plan instruction sheet. You may also follow Development Standards 2-02.) 1) Provide the lot coverage calculation on the site plan (DS 2-02.2.A and LUC Section 3.2.3.1.B). 2) Provide the zoning information for this site and all the adjacent lots on the site plan (DS 2-02.1.A.28 and LUC Sections 3.2.3.1.B and 3.2.6.4). 3) Provide the height dimension (usually listed) for each structure on the site plan that are relative to setback requirements (LUC Section 3.2.6.4). 4) Correctly identify the "guest house" as a second unit on the plan and in the "Description of Project" and remove the reference to "existing" as it was never permitted (DS 2-02.1.A.6). 5) Include the carport conversion to a living room on the site plan and the "Description of Project" (DS 2-02.1.A.6). (The following comments are relative to the requests for variances from the Board of Adjustment.) 1) The minimum lot size for two units on a lot in the R-1 zone is ten thousand (10,000) square feet (LUC Sections 2.3.4.2.A.2 and 3.2.3.1.B). The lot size for this site is calculated as eight thousand, nine hundred sixty, point eight seven (8960.87) square feet. The second unit appears to have been built in 2007 (Pima County Assessor's records). This site is undersized for two units in this zone. 2) The first unit has a carport enclosed to a living room and a bedroom addition (LUC Section 6.2.2 Bedroom) identified as an office, built on the front of the house. The office constitutes the fifth bedroom on the principle unit and is therefore subject to LUC Section 3.5.7.1.G. Three (3) parking spaces are required (LUC Section 3.5.7.G). 3) The parking and maneuvering areas must be located in either the side or rear perimeter yard. "The vehicle use area must be improved, which includes surfacing, striping, and provision of barriers, in conformance with the Motor Vehicle Use Area Design Criteria (LUC Section 3.3.6). Parking spaces may not be located in a vehicular use area in any front street perimeter yard." (LUC Section 3.5.7.1.H) 4) The minimum setback to the front property line is the greater of twenty (20) feet, or one and one-half (1 ½) the height of the structure, measured from design grade to the highest point (LUC Section 3.2.6.3), facing the front property line (LUC Section 3.2.6.5.A). The required setback is twenty (20) feet (LUC Section 3.2.6.5.A). The proposed setback is twelve (12) feet to the front property line. 5) The minimum setback to the street property line for the side yard is ten (10) feet (LUC Section 3.2.6.5). The propose side yard setback to the street property line is three (3) feet for the addition to the first unit. The proposed side yard setback to the street property line is zero (0) feet for the second unit. 6) The minimum setback to an interior lot line is the greater of six (6) feet, or two-thirds (2/3) the height of the structure, measured from design grade to the highest point (LUC Sections 3.2.6.3 and 3.2.6.4). The required setback to the north property line is six (6) feet (LUC Section 3.2.6.4). The proposed setback to the north property line for the second unit is three (3) feet. 7) The maximum height for a solid perimeter yard wall is six (6) feet (LUC Section 3.2.5.2.H). The proposed height for the perimeter yard wall along the east property line is seven (7) feet. |
