| 08/15/2011 | STEVE SHIELDS | ZONING | REVIEW | Denied | PDSD TRANSMITTAL FROM: Steve Shields Lead Planner PROJECT: Circle K @ Miracle Mile & Flowing Wells T11CM02497 Site Plan (2nd Review) TRANSMITTAL DATE: August 15, 2011 COMMENTS: Please resubmit revised drawings and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed. 1. This site plan was reviewed for compliance with the City of Tucson Development Standards (D.S.) and Land Use Code (LUC) for full code compliance for the entire site. 2. D.S. 2-02.2.1.A.5 Zoning acknowledges that a lot split and combo is proposed. Based on the Assessor's information the parcel to the south, 107-06-040B, was spilt in February of 2011 but not processed through City of Tucson Planning and Development Services. That said, the previous split and the proposed split/combo would need to be processed and approved prior to approval of the site plan. 3. D.S. 2-02.2.1.A.9 Bicycle parking is no longer classified as "TYPE 1 or TYPE 2" Revise all notes and calculation to reflect "SHORT-TERM and LONG-TERM". 4. D.S. 2-02.2.1.A.9 For the proposed Short-Term bicycle parking provide a detail that includes; materials for lighting, paving, and security; fully dimensioned layout; specific type of rack. See LUC Section 3.3.9.2.B for layout requirements. 5. D.S. 2-02.2.1.A.9 The proposed Short-Term bicycle parking location does not meet the requirements of LUC Section 3.3.9.3.B 3 as it is not clearly visible to Flowing Wells Road. 6. D.S. 2-02.2.1.A.9 Per LUC Section 3.3.8.2.B two (2) Long-Term bicycle parking spaces are required. Demonstrate on the plan how the requirements of LUC Section 3.3.9.4.B are met. 7. D.S. 2-02.2.1.A.12 Demonstrate on the plan how parking vehicles will be prevented from overhanging any sidewalk that is less than 6'-6" wide, along the north side of the building. 8. D.S. 2-02.2.1.A.28 Provide the zoning for the parcels north of Miracle Mile. 9. D.S. 2-02.2.2.A.3 The proposed Floor Area Ratio (FAR) does not include the Fuel Canopy. Revise the FAR calculation. 10. D.S. 2-02.2.2.A.4 The bicycle parking space calculation is not correct. See LUC Section 3.3.8.2.B for the required number of Short-Term & Long-Term bicycle parking spaces. 11. For your information the propose sign location within the future right-of-way and future sight visibility triangle does not require a Development Standards Modification Request. Provide a note on the plan stating "ALL IMPROVEMENTS WITHIN THE MS&R AREA (FUTURE RIGHT-OF-WAY) MUST BE REMOVED AT THE TIME OF STREET WIDENING AT NO EXPENSE TO THE CITY OF TUCSON, AS REQUIRED BY ARTICLE 1, DIVISION 26 OF THE TUCSON ZONING CODE." 12. Depending on how the above comments are addressed additional comments may be forth coming. If you have any questions about this transmittal, please contact me at Steve.Shields@tucsonaz.gov or (520) 837-4956. | 08/25/2011 | PAUL MACHADO | ENGINEERING | REVIEW | Denied | To: Star Consulting DATE: August 31, 2011 5405 E. Placita Hayuco Tucson, Arizona 85718 Subject: Circle 'K', 1395 W. Miracle Mile (SR 77) Site plan T11CM02497 (First Review) T13S, R13E, Section 35 RESUBMITTAL REQUIRED: Site Plan and Hydrology Report. The Site Plan (SP) and Hydrology Report (HR) cannot be approved as submitted. Please address the following review comments prior to the next submittal. Site Plan: 1. Please include a response letter to the comments along with the corrected copies of the SP. 2. It has been determined and violations have been issued, and through numerous site visits by several individuals in the engineering section that the floodplain has been adversely diverted by the adjacent property to the South. Because of this non-permitted fill, the design of the project must incorporate inundation of the stormwater which now traverses the site. The majority of my comments assume the drainage patterns have changed and impact the site. Knowing this, my comments were limited. When the site is re-designed to accept the diverted flow, many of the comments posted will not pertain and new comments may be generated. 3. It is the City of Tucson intention to work with you to find a solution that will satisfy the drainage issues at hand and we will entertain any suggestions you bring to the table. Perhaps a meeting with the floodplain manager and me to go over the project with you would be beneficial to both parties. Contact Paul P. Machado @ 837-4932 if and when you would like to set up a meeting. 4. Edit notes 11, 35 and 38. See redlines. 5. Title each plan as the "Site Plan" and "Grading Plan" separately, not just in the title block. 6. 7. Provide all existing and proposed buildings and structures, including location, size, height, overhangs, canopies, and use per D.S. 2-02.2.1.6. 8. Show the limits of the 100-year floodplain and water surface elevation per D.S. 2-02.2.1.15. 9. Please provide Drainage patterns and finished grades per D.S. 2-02.2.1.16. Drainage patterns and finished grades shown do not depict actual field conditions. 10. Please show dimensioned right-of-way, including any applicable Major Streets and Routes (MS&R) Plan right-of-way per D.S. 2-02.2.1.19. Show intersection widening for Flowing Wells Rd. 11. Add the basin(s) maintenance responsibility note per S.M.D.D.F.M. 2.3.1.6 C 1 and 2 to the SP. 12. Dimension from street monument lines to existing and proposed curbs, sidewalks, driveways, and utility lines per D.S. 2-02.2.1.21. 13. Location and orientation of existing major physical features, such as railroad tracks and drainageways per D.S. 2-02.2.1.22. 14. Please provide existing topographic contours at intervals not exceeding two (2) feet and/or spot elevations as pertinent and Bench Mark based on City of Tucson Datum, including City Field Book and page number per D.S. 2-02.2.1.23. The contours shown on the plan do not accurately depict the existing conditions. Provide the correct contours or provide additional spot elevations (Show elevations within the first 100 feet from the property lines) to correctly show the current conditions. 15. Show all fences, walls, or vegetation for screening and sight visibility by type, material, height, location and spacing per D.S. 2-02.2.1.27. 16. Complete Site plan number (T11CM02497) on all sheets per D.S. 2-02.2.1.29. 17. Show refuse container location, size, and access thereto fully dimensioned per the new D.S. 2-02.2.1.32 and D.S. 6-01.0. 18. A permit or a private improvement agreement will be necessary for any work performed within the Right-of-way. Contact Permits and Codes at (520) 791-5100 for permit information. 19. Please show typical cross sections of the site and call out the percentage of all slopes. See redlines for optimal locations of the cross-sections. Call out the GB at the D/W, if applicable. Drainage Report: 1. Please include a response letter to the comments along with the corrected copies of the DR. 2. Per SP comment no 2, the DR will need to be modified to reflect the necessary re-design of the project. 3. The hydrologic data sheets appear to be from different submittal; the Circle 'K' at Valencia Rd. and Midvale Park Road. Replace with the correct data sheets. 4. A Hydrology Report does not apply to this project: " A Hydrology report is required for developments which are not subject to detention requirements, nor which require extensive structural improvements for handling drainage; but which are impacted by flows from significant watercourse and/or affected by 100 year flows of 100 cfs, of more….. per S.M.D.D.F.M., chap. II, 2.2. " It appears that this project in order to satisfy floodplain requirements will "require extensive structural improvements for handling drainage", thus a DR is required. 5. A Drainage report is required for any site greater than one acre in size or for any site subject to detention requirements…..per S.M.D.D.F.M., chap. II, 2.1.2. 6. The content and format of the Drainage Report should follow S.M.D.D.F.M., chap. II, 2.2. 7. For all commercial or industrial developments larger than one acre in size, shall provide 5-year threshold retention per the Stormwater Det./Ret. Manual, Chapter II, 2.2. 8. Add the basin(s) maintenance responsibility note and checklist per S.M.D.D.F.M. 2.3.1.6 C 1 and 2 to the DR.
