Expansion TRANSMITTAL DATE: May 3, 2011 COMMENTS: Please resubmit revised drawings along with redlines and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed. 01. This plan has been reviewed as a site plan under DS 2-02. The following comments have been made based on current code requirements and includes any applicable development standards. 02. Under the location map label the section, township, and range for this site. 03. The legal description as listed on the site plan describes the entire parcel. Per the Pima County Assessor's online information the legal description describes the northern portion of the parcel. In order to have accurate and current information the legal description as noted on the Pima County Assessor's info should be listed under the overall legal description further indicating the separate parcels. Include the tax code numbers of each parcel. 04. Revise the parking calculations as follows: While this expansion is less than 25% in building expansion the parking calculation should be revised to the most current requirements. The old parking calculation can be noted but only as previously approved under the old code. Verbiage related to the old parking calculation should be added. See below for an example. The previous parking calculations should be noted or labeled as "Approved parking calculations per the last approved site plan dated 4/13/77." The current parking ratio for a Medical Outpatient use is 1/200 (one space per 200 sq. ft. of total GFA). Based on the total GFA listed on the previously approved site plan and the proposed expansion square footage a total of 59 parking spaces is required. Per the revised site plan 59 parking spaces have been provided of which 2 spaces are H.C. spaces. The number of spaces is sufficient to cover the required number of spaces based on the new parking ratio. Revise the parking calculations as requested. 05. Label the building dimensions of the proposed expansion area. 06. As part of the new parking ordinance the bicycle parking requirements have been revised in the LUC as well. Based on the new code sections 3.3.3.5.A compliance with the vehicle and bicycle parking requirements only apply to the expansion area(s) if less than 25%. In this case the expansion is less than 25% building area expansion but the overall building area is greater than 2,500 square feet. Therefore a minimum of 2 short term spaces and 2 long term spaces are required for the expansion. See LUC section 3.3.8.2 for design and location requirements. Draw, label and dimension both type of bicycle parking facilities on the site plan. Add dimensioned detail drawings for both short and long term facilities. Add a bicycle parking facility calculation under the code requirements section. 07. Label the width of the new sidewalk next to the proposed parking spaces. 08. It is not clear if the previous plan had a requirement for a loading zone. If a loading zone was required draw, dimension and label the loading zone. 09. Label the dashed line adjacent to the street property line. If this is a setback line label as such, if this line is an easement line label as easement with the purpose and recording information. 10. Label the zoning adjacent to the property on all four sides. 11. Label the refuse location. 12. Refer to the landscape reviewer comments related to landscape and screening requirements. If applicable include a landscape plan sheet with the next submittal. 13. While this expansion does note require that full code compliance be met it is necessary to provide the following current zoning code information. The following zoning info or data to be listed includes the allowed and proposed or required and provided. Land Use and development designator, Required and provided vehicle and bicycle parking (include H.C. parking), Building height, Floor Area Ratio, Expansion calculation, Interior perimeter building yard setbacks indicator - street perimeter building setbacks Loading zone (if applicable) Lot area 14. Additional comments may be forthcoming based on responses to the zoning comments and revisions to the drawings. Revise the site plan and re-submit for review. ACTIVITY NUMBER: T11CM01170 SUMMARY: The submittal was received and reviewed by Engineering Division. Engineering does not recommend approval of the project until the following comments are addressed. COMMENTS: 1) DS Sec. 10-02.2.3.1.4.C.1: Submit a drainage report showing water surface elevation for 100-yr event, flow rate, and adjacent 100-year floodplain limits and discussion regarding whether the existing structure to be improved is in or out of a jurisdictional floodplain. State FFE for the existing structure. Discussion: There is a drainageway to the west of this project with the potential to convey a jurisdictional floodplain. Any improvements to the structural building for this project may be considered a substantial improvement to an existing floodprone structure if the value of this new improvement is 50% or more than the value of the existing structure in present day value. If the project is determined to be a substantial improvement, and, if it is determined that the lowest floor elevation is below the regulatory floor elevation, a design submittal, and review and acceptance of the submittal for floodproofing will be required and shall conform to City of Tucson and FEMA floodplain development requirements. Cumulative values will be accounted for each building structure, so that tracking of the 50% status is current. Valuation of the improvements at minimum is required for this project. 2) Submit Floodplain Use Permit Application, an application/processing fee of $50.00 (submittal fee). Engineering study review fees of $150.00 may be imposed for the drainage report review. 3) Submit 2 copies of the cost of improvement in U.S. Dollars, type of assessment used for valuation, calculated percent improvement, market value of the existing structure, title of the improvement, description of improvement, provide 8-1/2" x 11" map locating improvement, provide permit activity number(s) for related permits for this project (T11CM01170).
