RESUBMITTAL REQUIRED: Site Plan and Drainage Statement.

The Site Plan (SP) and Drainage Statement (DS) cannot be approved as submitted. Please address the following review comments prior to the next submittal.

Site Plan:

1. Please include a detailed response letter to the comments along with the corrected copies of the SP.
2. Provide all existing and proposed buildings and structures, including location, size, height, overhangs, canopies, and use per D.S. 2-02.2.1.6.
3. Label existing and future sight visibility triangles per D.S. 2-02.2.1.10.
4. Show all points of egress and ingress including locations and width of driveways and parking area access lanes (P.A.A.L.) per D.S. 2-02.2.1.11.
5. Please label all vehicular, bicycle, pedestrian, and handicapped circulation clearly identified per D.S. 2-02.2.1.12.
6. Fully dimensioned loading space(s) and maneuvering area(s) per D.S. 2-02.2.1.14. The P.A.A.L. leading into the existing access easement (Dkt. 3368, Pg. 76) indicates that is for 2-way traffic. However there is no turn-around area or a way for a vehicle to exit the easement (no D/W on Swan Rd.) once it has entered the easement. If this easement is to be used as access, demonstrate vehicular circulation.
7. Please provide Drainage patterns and finished grades per D.S. 2-02.2.1.16.
8. Please list estimated cut & fill quantities per D.S. 2-02.2.1.17. If both are 0 cy, list cut and fill as 0 cy.
9. Please show dimensioned right-of-way, including any applicable Major Streets and Routes (MS&R) Plan right-of-way per D.S. 2-02.2.1.19.
10. Dimension from street monument lines to existing and proposed curbs, sidewalks, driveways, and utility lines per D.S. 2-02.2.1.21.
11. Please provide existing topographic contours at intervals not exceeding two (2) feet and/or spot elevations as pertinent and Bench Mark based on City of Tucson Datum, including City Field Book and page number per D.S. 2-02.2.1.23.
12. Show all fences, walls, or vegetation for screening and sight visibility by type, material, height, location and spacing per D.S. 2-02.2.1.27.
13. Show Site plan number (T11CM00518) on all sheets per D.S. 2-02.2.1.29.
14. Show refuse container location, size, and access thereto fully dimensioned per D.S. 2-02.2.1.32 and D.S. 6-01.0.
15. A permit or a private improvement agreement will be necessary for any work performed within the Right-of-way. Contact Permits and Codes at (520) 791-5100 for permit information.
16. Please show a typical cross section of the P.A.A.L. or call out the percentage of slopes. Call out the GB at the D/W, if applicable.
17. Please show the proposed roof drainage patterns, 100% of the 10-year flow must be conveyed under the sidewalks including any other site drainage as well. Please provide supporting calculations to demonstrate compliance with D.S. 3-01.4.4. If the location(s) of the roof scuppers and/or sidewalk scuppers have not yet been decided, a general note indicating sidewalk scuppers will be used when the roof drain/sidewalk scupper locations have been designed and located and that the 10-year flow must be conveyed under any other sidewalks and/or pedestrian paths will suffice.
18. Add note: "Depress all landscaped areas 6" maximum for water harvesting".

Drainage Statement:
1. Please include a response letter to the comments along with the corrected copies of the DS.
2. A Drainage Statement is a brief description of drainage conditions applicable for a site which are not affected by 100 year flows of 100 cfs, of more……per S.M.D.D.F.M., chap. II, 2.1.2. The DS must be submitted along with the site plan and accepted with the approval of the grading plan.
3. The content and format of the Drainage Statement should follow S.M.D.D.F.M., chap. II, 2.2.
4. Show the project address or administration address on the cover sheet of the DS.
5. If applicable, add the basin(s) maintenance responsibility note and checklist per S.M.D.D.F.M. 2.3.1.6 C 1 and 2 to the DS.

TRANSMITTAL DATE: February 25, 2011

COMMENTS: Please resubmit revised drawings and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

1) This site plan was reviewed for compliance with the City of Tucson Development Standards (D.S.) and Land Use Code (LUC). This project has been reviewed for full code compliance due to building area expansion exceeding 25%.

2) D.S. 2-02.2.1.A.6 Based on the most current aerial photos there are two (2) structures located along the east end of Building #1 that are not shown on the plan. Show these structures on the plan and provided size, height and use on the plan.

3) D.S. 2-02.2.1.A.6 There are two (2) structures located along the east end of Building #2 provided size, height and use on the plan.

4) D.S. 2-02.2.1.A.6 Provide the size of the shed called out under keynote 10 on the plan.

5) D.S. 2-02.2.1.A.11 per D.S. 3-05.2.2.B.2 A minimum distance of one (1) foot must be maintained between any open structure, such as a carport, and a PAAL. That said show the required one (1) foot setback from the covered parking called out under keynote 14 to the PAAL.

6) D.S. 2-02.2.1.A.12 Per D.S. 2-08.3.1 the striped area shown north of the proposed accessible vehicle parking space is required to be a 4' wide sidewalk that is physically separated from the vehcile use areas. This sidewalk is required from the sidewalk located in the right-of-way along Swan Road to Building #1.

7) D.S. 2-02.2.1.A.12 Per D.S. 3-05.2.2.B.1 A minimum setback distance of five (5) feet for a pedestrian refuge area must be maintained between any enclosed structure and a PAAL and per D.S. 2-08.4.1.B A sidewalk will be provided adjacent to and parrallel to any PAAL on the side where buildings are located. That side a minumum four (4) foot sidewalk and a five (5) foot pedestrian refuge area is required at the following areas:
a) East end of building #1
b) South side of building #1, west of the gate and fence called out under keynote #9. This sidewalk is required to be a continuos sidewalk around the building and must connect to the sidewalk in the right-of-way along Swan Road.

8) D.S. 2-02.2.1.A.12 Per D.S. 3-05.2.2.B.1 A minimum setback distance of five (5) feet for a pedestrian refuge area must be maintained between any enclosed structure and a PAAL. That said a striped five (5) pedestrian refuge area is rquired at the following areas:
a) South side of building #1 running the entire distance of the bay doors and connecting to the required sidewalk at the east and west end of buidling #1.
b) North side of building #2.

9) D.S. 2-02.2.1.A.12 Keynote 6 calls out a gate near the east end of Building 1. Either provide a note on the plan that states "THIS GATE TO REMAIN OPEN DURNING BUSINESS HOURS" or provide a backup spur that meets the requirements of D.S. 3-05.2.2.D at the north end of the PAAL.

10) D.S. 2-02.2.1.A.12 For the gate called out under keynote 9 rovide a note on the plan that states "THIS GATE TO REMAIN OPEN DURNING BUSINESS HOURS" as the gate provides access to required parking.

11) D.S. 2-02.2.1.A.12 Based on the most current aerial photos there is an area under the covered parking, called out under keynote 14, that is enclosed. Demonstrate on the plan how vehicles will access the enclosed area.

12) D.S. 2-02.2.1.A.12 Per LUC Section 3.3.3.9 Parking spaces shall not be located under, or within five (5) feet of, a vertical line intersecting the ground and any structural element
13) extending from a billboard, including, but not limited to, overhangs, cantilevered beams, and elevated walkways. That said the proposed vehicle parking spaces located just to the north of the billboard may not be located as shown.

14) D.S. 2-02.2.1.A.13 For all existing and proposed signs provide the following information; type, size, and height.

15) D.S. 2-02.2.1.A.31 Add "SUBJECT TO: SEC. 3.5.13.5" to the use listed under "PROJECT DATA".

16) D.S. 2-02.2.2.A.2 Provide the floor area for all structures on site including any size sheds.

17) D.S. 2-02.2.2.A.3 Provide a Floor Area Ratio (FAR) calculation on the plan that includes the allowed and proposed FAR.

18) D.S. 2-02.2.2.A.4 The vehicle parking space calculation is not correct. Automotive Service and Repair Major is parked at One (1) space per one thousand (1,000) sq. ft. of gross lot area not lot area minus an easement area. That said based on a lot area of 18,550/1000 = 18.55 or 19 vehicle parking spaces required. As this is a full code compliant review LUC Section 3.3.8.3 does not apply.

19) D.S. 2-02.2.2.A.5 Provide a loading space calculation that includes the number of required and provided. Per LUC Section 3.4.5.3 one (1) 12' x 35' is required for the Automotive Service and Repair Major use and per 3.4.5 one additional (1) 12' x 35' is required for the billboard.

03/03/2011 ANDREW CONNOR LANDSCAPE REVIEW Denied 1. Street landscape borders shall be located entirely on site, except that, if approved by the City Engineer or designee, up to five (5) feet of the required ten (10) foot width be placed within the adjacent right-of-way area or within the Major Streets and Routes (MS&R) right-of-way area on MS&R streets. Obtain permission for use of ROW.

2. On a project with an existing or a proposed new billboard on site, the loading space required for the billboard must be located immediately adjacent to the billboard and outside the area defined by a vertical line intersecting the ground and any structural element extending from the billboard, including, but not limited to, overhangs, cantilevered beams, and elevated walkways.

3. A 6' continuous screen along street frontages for billboards must be provided per LUC Table 3.7.2-I.

4. The LUC for trees within a vehicular use area is as follows:

One (1) canopy tree is required for each four (4) motor vehicle parking spaces or fraction thereof.

a. The canopy trees must be evenly distributed throughout the vehicular use area. Every parking space shall be located within forty (40) feet of the trunk of a canopy tree (as measured from the center of the tree trunk).

b. In areas where a required landscape border falls within the vehicular use area, up to 50% of the canopy trees may be counted towards both the minimum parking lot canopy tree requirement and the landscape border canopy tree requirement. Change note pertaining to tree requirement on landscape plan as necessary.

5. All landscape areas will be depressed to accept water flow from roofs, PAAL, and parking areas. Show by detail or spot elevations how landscape areas will accommodate water harvesting.

6. The site plan and landscape plan must show identical site layout to avoid conflict between the two plans. Ensure that all changes to the site plan are reflected on the landscape plan.
