01/20/2011 ROBERT SHERRY WATER REVIEW Denied 1. Determine which water meter is serving the building; Tucson Water shows both a 2" meter and a 1" meter on the property. Correct and coordinate the Fixture Unit Calculation chart (shows a 1" meter) and the Water Calculation chart (shows a 1-1/2" meter), both of which are on sheet P4.1
2. According to Tucson Water, the water pressure range for the property is from 72 to 79 PSI, not 83 PSI. Water pressure calculations shall be made using the minimum daily water pressure. Reference: Sections 610.7 and A1.1, UPC 2006.
01/24/2011 ROBERT SHERRY PLUMBING-COMMERCIAL REVIEW Denied 1. Clarify which plumbing code is being used for this activity; the Architect's code analysis on sheet T1.1 calls out the 2006 UPC but sheet P4.1 shows calculations based n the 2006 IPC. This review is based on the 2006 UPC, as adopted by the City of Tucson.
2. Revise the font size used on the drawings to a minimum of 3/32-inch (all upper case). Reference: Section 106.1.1, IBC 2006.
3. Correct and coordinate details 3/P3.1 and 4/P3.1 with regard to the sizes of the gas piping. Reference: Sections 103.2.3 and 1217.1, UPC 2006.
4. The maximum flow rates for plumbing fixtures shall be consistent with ARS Title 45, Chapter 1, Article 12. (See text at: http://www.azleg.state.az.us/ArizonaRevisedStatutes.asp). In addition, accessible metering faucets shall remain open for a minimum of 10 seconds. Reference: Section 402.1, UPC 2006, as amended by the City of Tucson and Section 606.4, ICC/ANSI A117.1-2003.
5. An approved 2-way cleanout fitting is a single fitting, not a field-assembled group of individual fittings. The Zurn model number shown in the plumbing fixture schedule on sheet P4.1 appears to be an obsolete number that is no longer recognized by Zurn. Also, the schedule cals for three 2-way cleanouts but only two 2-way cleanouts are shown on the drawings. Reference: Section 707.4, UPC 2006.
6. Show how the temperature of the hot water supply to the public lavatories is controlled. Reference: Section 413.1, UPC 2006 and Section 504.3, IECC 2006.
7. Appliances (e.g. ovens, ice makers, etc) to be directly connected to the water supply system that do not have listed, integral backflow preventers or integral air gaps conforming to Table 6-3, UPC 2006 require backflow prevention. Specify the type of backflow prevention device required for each water connection. Reference: Sections 602.3, 603.0, and Table 6-2, UPC 2006.
8. Each piece of equipment requiring backflow protection shall be independently protected. Reference: Sections 602.2 and 603.0, UPC 2006, as amended by the City of Tucson.
9. Provide a direct waste connection for the wash and rinse sections of the 3-compartment sink, with an indirect connection for the sanitizing compartment only. Reference: Sections 304.0, 704.3, and 801.2.3, UPC 2006.
10. Provide information to show that the cleanouts have been sized per Section 707.11, UPC 2006 (see the 4" drain lines in the cooking area and the prep area).
11. Provide roof drainage calculations and plans. All roof areas shall be drained by roof drains, scuppers, or gutters. Reference: Section 1101.11.1, UPC 2006.
01/25/2011 ROBERT SHERRY MECHANICAL-COMMERCIAL REVIEW Denied 1. Provide energy code compliance calculations using the correct climate zone for Pima County < 4,000 feet (Pima, Arizona is a small town in Graham County, northwest of Safford, Arizona). Provide sufficient detail on the drawings to evaluate the energy compliance of the building envelope. The information shall, as a minimum, include U-factors of the envelope systems and fenestration components, along with the R-values of the insulation and the SHGC for the fenestration. Reference: Sections 101.4 and 104.2, International Energy Conservation Code 2006.
2. Show that the dimensions and construction of the roof access ladder comply with Section 306.5, IMC 2006.
3. Show the size, routing, and termination of the condensate drains from the new rooftop units. Reference: Section 307.2, IMC 2006 and Section 814.0, UPC 2006.
4. Provide calculations demonstrating adequate ventilation. Reference: Section 403.3, IMC 2006, as amended by the City of Tucson.
5. Revise the sequence of operation for the restroom exhaust fan, EF-3, to show that all of the air supplied to the restrooms will be exhausted (i.e. the exhaust fan shall operate whenever supply air is being introduced into the restrooms). Reference: Section 403.2.1 (4), IMC 2006.
6. Clarify note #14 in the exhaust fan schedule; where are exhaust fans EF-4 and EF-5 located? Reference: Section 106.3.1, IMC 2006.
7. Show the location of the grease exhaust duct for the griddle hood, KH-1, and indicate the size of the duct. Reference: Sections 106.3.1 and 506.3.4, IMC 2006, as amended by the City of Tucson.
8. Revise the size of the grease duct for the fryer hood, KH-2, to provide a minimum velocity of 1500 feet per minute (the mechanical floor plan shows a 14" x 12" duct and an exhaust flow rate of only 800 CFM). Reference: Section 506.3.4, IMC 2006, as amended by the City of Tucson.
9. Provide the listing information, operating parameters, and the installed weight of the two Type I hoods. Reference Sections 301.4, 507.1, and 507.6, IMC 2006.
10. Show that installation of both Type I hoods complies with Section 507.9, IMC 2006 for clearances from combustibles.
11. Provide information to show that the operation of the Type I hoods and the hood exhaust fans comply with Section 507.2.1.1, IMC 2006.
12. Coordinate the air balance schedule with the exhaust air flow quantities shown in the exhaust fan schedule. Reference: Section 508.1, IMC 2006.
13. Clarify note #10 on the rooftop HVAC unit schedule and note #8 on the mechanical floor plan to clearly indicate that both RTU-1 and RTU-2 are to be interlocked with the two Type I hoods. Reference: Section 508.1, IMC 2006.
14. Provide the size of the restroom exhaust duct in room 101. Reference: Section 106.3.1, IMC 2006.

SUMMARY: Engineering Division of Planning and Development Services Department has received and reviewed the Site/Building plan (T11CM00085) for the above referenced property. Engineering Division does not recommend approval of the site or building plan at this time. The following items need to be addressed:


SITE PLAN COMMENTS:

1) DS Sec.2-02.2.1.A.6: Revise the site plan to label and dimension in plan view the monument sign that is shown on Sheets C-1.0 and C-1.1. Per Sheet AO.2 a detail is provided for the construction of the sign. If this is the case then the sign should be keynoted and dimensioned in plan view on the site plan. Verify that the location of the sign does not obstruct the required clearance adjacent to the existing parking space per DS Sec.3-05.2.1.B.3 or is within the sight visibility triangles per DS Sec.3-01.5.1.

2) DS Sec.2-02.2.1.A.8: Revise the site plan to Keynote all areas of the proposed vertical curbing within the vehicular use area. Specifically the area adjacent to the new handicap parking spaces.

3) DS Sec.2-02.2.1.A.8: Revise the site plan to dimension the parking spaces located along the southwest corner of the site where the proposed 6-foot precast concrete wheel stops are being installed. Specifically the 2.5-foot over hang from the face of the wheel stops to the property line and the 8.5-foot width for each space.

4) DS Sec.2-02.2.1.A.8: Revise the site plan to dimension the minimum width of the proposed drive thru access point per DS Sec.3-05.2.1.C.2.

5) DS Sec.2-02.2.1.A.8: Revise Detail 02/A0.1 or Keynote #4 to clearly state the minimum height clearance required at the proposed menu board canopy per DS Sec.3-05.2.1.4.a.

6) DS Sec.2-02.2.1.A.8: Revise the site plan to correctly show the location of Demolition Keynote #20 for the removal of the existing vertical curbing. Currently the Keynote in plan view shows a portion of the required vehicular use area to be removed, however it appears that the keynote should be pointing to the area adjacent to the south side of the proposed dry storage enclosure, clarify or revise.

7) DS Sec.2-02.2.1.A.9: Revise the site plan to verify that all Keynotes shown in plan view depict what is proposed to be constructed. Specifically the bicycle parking space should be denoted as Keynote #13, however plan view shows Keynote #14 which per the legend is not used.

8) DS Sec.2-02.2.1.A.12: Revise the site plan to dimension the required 4-foot width for the pedestrian circulation path that connects the refuse/dry storage enclosures to the building. The pedestrian access to the proposed dry storage enclosure is required to meet the minimum width requirements, revise.

9) DS Sec.2-02.2.1.A.12: Revise the site plan and Keynote #9 to show conformance with onsite handicap and ANSI Standard requirements, specifically PC/COT Std Detail #207 may only be used within the public right-of-way not onsite. Refer to comments from Ron Brown, RA Structural Plans Examiner for all onsite handicap and ANSI Standard requirements that may apply to this project.

10) DS Sec.2-02.2.1.A.14: Revise the site plan to label and dimension the proposed loading space on the south side of the building.

11) DS Sec.2-01.2.1.A.19: Revise the site plan to label and dimension the right-of-way for both public roads. Dimension both the existing and future right-of-way for Speedway Blvd. Label Speedway Blvd as an MS&R road.

12) DS Sec.2-01.2.1.A.21: Revise the site plan to label the dimensions from street monument lines to the existing curb, property line, sidewalk widths, and utility lines.

13) DS Sec.2-02.2.1.A.32: Revise the site plan, Keynote #7 and General Note #18 associated with the refuse enclosure for the compressive strength of the proposed concrete apron. Per DS Sec.6-01 Figure 3 the minimum compressive strength for the approach apron and refuse location is required to be 3,000 psi, not the referenced 2,500 psi, revise.

14) DS Sec.11-01.9: Revise the site plan and/or provide a separate detail to clearly show the minimum 2-foot setback from the property boundary to the proposed limits of grading and/or any proposed improvements, specifically the area to the east of the proposed refuse container and the property line. Or provide a notarized letter of approval from the adjacent property owner along with the required temporary construction easements for all proposed offsite improvements and/or grading activities associated with constructing the concrete sidewalk.


BUILDING PLAN:

15) Engineering will re-review the building plan with the next site plan submittal to insure compliance with the approved and stamped Site Plan. A Building Plan can not be issued prior to all Site Plan comments being addressed.


GENERAL COMMENTS:

Please provide a revised site plan that addresses the comments provided above. Include a comprehensive response letter addressing in detail responses to all of the above comments. Enclose "redlines" with the resubmittal package.
