SUMMARY: Engineering Division of Planning & Development Services Department has received and reviewed the proposed grading plan (T11BU01702), Drainage Report (Optimus Civil Design Group, 31JUL11), and Stormwater Pollution Prevention Plan (Optimus Civil Design Group, 14DEC11) for the above referenced property. Engineering Division does not recommend approval of the grading plan application at this time. The following items need to be addressed:


GRADING PLAN COMMENTS:

1) The grading plan can not be approved until verification that the site layout, details, locations, dimensions, and plan profiles match an approved tentative plat/development plan and landscape plan. The tentative plat/development plan (S10-051) must be approved prior to the approval of the grading plan application. Further comments may be forthcoming after review of the grading plan with the submittal of the approved tentative plat/development plan sheets.

2) Revise Sheet G-2 to correct the following items:

a) Clarify the reference to Keynote #13 along the southeast side of the proposed wall that labels wall heights. Per the Keynote legend it appears that the correct references should be Keynote #29, revise.

b) Clarify the reference to Keynote #39 located adjacent to the 18" RGRCP. The Keynote references an invert elevation in plan view however the Keynote legend states that it's to protect a tree in place, clarify.

c) Revise Keynote #20 or Detail 4/G-5 to label the length of both proposed headwalls that are located at the basin outlet and the outlet of the 18" HDPE into the basin.

d) Revise Keynote #23 or plan view to label the required minimum 15-foot width for the basin access ramp.

3) Revise Sheet G-3 to correct the following items:

a) Revise the reference to Keynote #3 at the proposed basin access ramp. Access to the basin must be provided through a removable barricade (i.e. removable post barricade per PC/COT St Detail #107). The proposed curb stop per the referenced detail shows that it will be anchored by a #4 rebar at 3' which will impede access to the basin ramp, revise.

b) Provide a reference to the required 3-foot curb opening adjacent to the east side of the basin access ramp. Keynote #5 should be labeled in plan view to provide for the required curb opening to allow storm runoff from the vehicular use area into the basin.

c) Clarify the reference to Keynote #30 located to the north of the proposed pedestrian access ramp along the east side of the property. The keynote references an 18-inch stub to be installed. Clarify what the stub out is for and provide any applicable invert elevations.

d) Revise the plan set to label the required 25-foot radii for the proposed driveway location along Silverbell Road per City of Tucson Transportation Access Management Guidelines (TAMG), Section 5.5. Refer to DS Sec.3-01.3.2.C for street development standards. For further information contact the Tucson Department of Transportation, Jose Ortiz, P.E. at 837-6730.

e) Revise the plan set to label all required curb openings into the proposed landscape areas within the vehicular use area per the Development Plan. Verify all locations and provide a Keynote reference for the curb openings labeling width and construction.

f) Revise the plan set to provide a label for the vertical curb transition for the landscape planter located in the northwest corner of the project. Keynote #2 should be labeled to clearly show the transition from vertical curb to vertical curb and gutter.

g) Revise the plan set to clarify the Keynote #38 label directly adjacent to the north side of the building adjacent to the refuse area. Keynote #38 is for offsite improvements and is not applicable, clarify.

h) Provide a copy of the approved Landscape Plan to verify conformance of the proposed underground water harvesting tank. Per Keynotes #21 and #22 it references the Landscape Plan for all details associated with construction of the underground tank, verification is required to verify construction purposes.

i) Clarify the Keynote #24 label adjacent to the north side of the building. There are 2 keynote labels shown for the proposed refuse area, one correctly labels the area the other one points to an area that does not appear to be part of the refuse enclosure.

4) Revise Sheet G-5 to correct the following item:

a) Revise Detail 4/G-5 to label the length of both proposed headwalls that are located at the basin outlet and the outlet of the 18" HDPE into the basin. The Detail is specific to the outlet however both headwalls need to provide all dimensions for construction purposes.

5) Revise Sheet G-6 to correct the following items:

a) Revise the Source Identification-Site Description Section on the SWPPP Exhibit to correctly label the description of the property. The section currently describes Mission View & the Bridges which is not part of this project.

b) Revise the Source Identification-Site Description Section on the SWPPP Exhibit to correctly label the watershed that the subject property falls within. The project is within a balanced basin and needs to be correctly described.

6) Revise General Note #6 to include the reference to the Geotechnical Report and any addendums prepared for this project specifically. Provide the date, job number, engineer who prepared the report, etc. The note currently on the plan is for the Walmart at El Con Mall not the proposed Walgreens project.

7) Provide a note on the grading plan to state, "Call for a Pre-construction meeting prior to start of earthwork. To schedule a PDSD Pre-construction meeting, SWPPP inspection or general Engineering Inspections, call IVR (740-6970), or schedule with a Customer Service Representative at the Planning & Development Services Department, or contact PDSD Engineering at 791-5550 extension 2101, or schedule inspections online at: http://www.ci.tucson.az.us/dsd/Online_Services/Online_Permits/online_permits.html

8) DS Sec.10-02.14.3.2: Provide a note on the grading plan to state that, "(a) the owner or owners shall be solely responsible for operation, maintenance, and liability for all detention/retention basins, drainage infrastructure, drainage channels and water harvesting areas; (b) that the owner or owners shall have an Arizona Registered Professional Civil Engineer prepare a certified inspection report for the drainage and detention/retention facilities at lease once every 12-months, and that these regular inspection reports will be on file with the owner for review by City staff, upon written request; (c) that City staff may periodically inspect the drainage and retention/detention facilities to verify that scheduled and unscheduled maintenance activities are being performed adequately; and (d) that the owner or owners agree to reimburse the City for any and all costs associated with the maintaining of the detention/retention basins and drainage structures should the City find the owner or owners deficient in their obligation to adequately operate and maintain their facilities."

9) Refer to comments from Ron Brown, RA Structural Plans Examiner for any handicap accessibility comments that maybe associated with this project.

10) A right-of-way use permit application and offsite improvement plans will be required prior to construction for all improvements within the public right-of-way. Contact TDOT Permits and Codes for further clarification.


STORMWATER POLLUTION PREVENTION PLAN: The SWPPP does not meet the minimum requirements of the AzPDES Construction General Permit (CGP). Revise the SWPPP according to these comments:

11) Per City of Tucson Code Ordinance 10209, Chapter 26 Section 26-42.2: "For land disturbing activities that fall under the jurisdiction of this Article, a Stormwater Pollution Prevention Plan must be prepared and certified by an engineer, or a landscape architect and submitted along with the application for a grading permit to the City of Tucson Development Services Department." The SWPPP report must be signed and sealed by the engineer of record or by a Registered Landscape Architect, revise.

12) Revise the Source Identification-Site Description Section on the SWPPP Exhibit to correctly label the description of the property. The section currently describes Mission View & the Bridges which is not part of this project.

13) Revise the Source Identification-Site Description Section on the SWPPP Exhibit to correctly label the watershed that the subject property falls within. The project is within a balanced basin and needs to be correctly described.


GENERAL COMMENTS:

Please provide a revised grading plan, last approved tentative/development plan and SWPPP that addresses the comments provided above. Include a comprehensive response letter addressing in detail responses to all of the above comments. Enclose "redlines" with the resubmittal package.

Further comments may be generated upon resubmittal of the grading plan and SWPPP review.

Comments:

1. The grading plan has been reviewed by Zoning Review Section but cannot approve the plan until it has been approved by the Engineering, and Landscape Review Sections and until all zoning comments or concerns have been addressed.

2. Zoning could not verify that the grading plan was in compliance with the approved tentative plat. (The tentative plat has been approved by Steve Shields for the zoning review section.) Please submit one copy of the CDRC approved and stamped tentative plat, landscape, and NPPO plans with the next grading plan submittal.

3. Zoning will re-review the grading plan on the next submittal to ensure compliance with the CDRC approved and stamped tentative plat. Additional comments may be forthcoming.
