Summary: Engineering Division has reviewed the submitted plan review package including a copy of the grading plan. Engineering does not recommend approval until the following comments are addressed.

GRADING PLAN COMMENTS:
1) DS Sec 9-04.3: Provide the square footage of the total proposed disturbance area based on delineated grading limits. Delineate clear limits of disturbance on planview.
2) IBC 2006 1803: The side yard slope appears to be less than 10-feet from south corner of structure. Address the following comments:
a) Unless the geotechnical documentation supports other design, 10-ft at 5% earthen grade is required at minimum around foundations, or, an impervious surface (with positive gradient 0.5% away from structure) needs to be shown and labeled, adjacent to structure's foundation. Clarify with details and revise planview to provide positive drainage from structure and sufficient setback at south side yard.
b) Provide geotechnical report referenced in general note 4.
3) DS Sec.11-01.4.C: Provide the following clarification/notations that will be required to be shown on a grading plan:
a) Provide a scale for planview. 20-scale is acceptable (submitted plan does not appear to be scalable).
b) Provide benchmark elevation for project and show on planview. Basis of elevation shall be from an established entity near or on the lot, and the datum shall match the topo and WSEL.
c) DS Sec.11-01.10.5: Clarify proposed slopes at southwest, and northwest side yard areas to show how stormwater runoff flow is intercepted and directed around yard. Provide details or sections for interceptor swales and label erosion protection. Capacity for interceptors shall have a minimum of 30-in wide and 12-in deep. If retaining systems are proposed, label top & toe of wall elevations on the plan.
d) DS Sec.9-04.3.1.A.2, Land Use Code (LUC) Sec. 2.8.1-I: Assure sufficient grading area is provided for grading construction of lot 5. Revise grading limits to provide sufficient area for grading construction, grading disturbance, interceptor swales, construction staging area, any walls, driveway and utility line trenching within grading limits / disturbed area. In particular, the proposed slope runout is close to side yard lot boundaries; minimum setback of 2-ft is required to assure that there is no disturbance to adjacent lots. Dimension 2-ft setback, and / or adjust proposed slopes or add pony walls or retaining systems to assure sufficient construction area for grade change.
e) Label utility line trenches from street to house. Include trenches within disturbance limits.
f) DS Sec.2-02.2.11: Address the following driveway comments:
i) Label street monuments used for elevation in street at driveway entrance.
ii) Label width of driveway.
iii) Label and show erosion protection along edge of driveway.
iv) Label material of driveway.
4) S04-051: Address the following comments per the Final Plat:
a) A SWPP is indicated as being required per plat. Since the total disturbance area does not exceed 1 acre for this lot grading project, provide details, notes, and specific BMP's for interim erosion control measures on plan view.
b) DS Sec.10-02.2.2.5.B, 1.3.1: Provide with resubmittal a Floodplain Use Permit application.
c) Consider adjusting proposed PAD elevation - call to discuss.
d) Regarding the AWA access for this lot, address the following comments:
i) Culvert design, in the drainage statement provided in the submittal, shall be revised so that there is no adverse impact to adjacent properties. Address the following comments:
ii) Explain contributing Area Factor in statement. Generally a factor less than 100% is accepted when the lot has water harvesting, large wall-enclosed area, or other justification.
iii) Assure 100-year proposed conditions are kept within property boundary. Check calculation for CMP capacity; with 2.3% slope a 24-in CMP should have a capacity of 18 cfs.
5) Clarify and label dimensions for the following items within lot boundary, to match Final Plat:
a) 16-ft Public Slope Maintenance Easement
b) 10-ft Public Utility Easement
c) 100-year WSEL (2230.69)
d) Line data for flood limits
e) Bearing/distance data for Erosion Setback
f) Bearing/distance data for Natural Undisturbed Open Space
g) Check pages from Final Plat including page 8 to assure all recorded dimensions are included for the lot on the grading plan (dimensions assist Inspector to assure grading within limits).
6) See redlines for clarification of comments. Include redline copy in resubmittal.

12/14/2011 ANDREW CONNOR NPPO REVIEW Denied Add note to the grading plan: Fencing shall be required during construction per DS 2-06.8.0 Fig.1 for all undisturbed natural desert areas of Protected Native Plants and for individual Protected Native Plants to be preserved-in-place. The area to be fenced shall be beyond the "drip-line" of the vegetation by one-half (½) the distance of the "drip-line" radius. For Saguaros and cacti, the area to be fenced shall be equal to the distance of one-half (½) the height of the plant per DS 2-15.6.0

Add note to grading pertaining to: NPPO pre permit inspection is required prior to grading inspection can be scheduled by calling IVR system and entering inspection code 09015 or calling Landscape Field Representative directly @ 520- 837-4950

Ensure that all Engineering comments and concerns are addressed prior NPP / Landscape approval stamp.
