Engineering Division does not recommend approval of the grading plan application at this time. The following items need to be addressed: GRADING PLAN COMMENTS: 1) The grading plan can not be approved until verification that the site layout, details, locations, dimensions, and plan profiles match an approved development plan. The development plan (D11-0013) must be approved prior to the approval of the grading plan application. Further comments may be forthcoming after review of the grading plan with the submittal of the approved development plan sheets. 2) Revise the grading plan sheets to include the recordation information for all proposed easements as shown in plan view. Specifically the electrical easement. 3) Revise the grading plan sheets to include the PIA # for the proposed cul-de-sac design as shown in plan view. 4) DS Sec.6-01: Revise Detail 7 on Sheet C5.0 to accurately reflect all dimensions and construction details for the proposed refuse container per the new DS Sec.6-01 Figures 2 and 3A dated April 4, 2011. Specifically the concrete thickness and the overall wall dimensions. 5) DS Sec.3-05 Sup #3: It is recommended to revise the detail for the standard angled parking space, Detail 6 so that the dimensions and corresponding letter designations reflect the referenced Supplement #3 for review and inspection purposes. 6) DS Sec.3-05 Sup #3: Revise the detail for the handicap angled parking, Detail 3 to provide the dimensions and corresponding letter designations per the referenced Supplement #3. 7) Revise the wall opening detail, Detail 17 on Sheets C5.1, to reference the rock riprap detail as shown on Sheet C5.2 for construction purposes. 8) Revise Detail #18 to provide the minimum dimensions for the sidewalk locations adjacent to the canopy columns and the sidewalk located adjacent to the PAAL. 9) Refer to comments from Ron Brown, RA Structural Plans Examiner for any handicap accessibility comments that maybe associated with this project. 10) A right-of-way use permit application will be required prior to construction for all improvements within the public right-of-way. STORMWATER POLLUTION PREVENTION PLAN: The SWPPP does not meet the minimum requirements of the AzPDES Construction General Permit (CGP). Revise the SWPPP according to these comments: 11) Part III.C.3.b: Show areas of soil disturbance and areas that will not be disturbed. Specifically provide on the Exhibit the area for the parking lot located along the east side of the site located within the 100-year floodplain limits. Provide temporary BMP's on the exhibit to verify that pollutants do not enter the regulatory flow within Richey Blvd. GENERAL COMMENTS: Please provide a revised grading plan, last approved development plan and SWPPP that addresses the comments provided above. Include a comprehensive response letter addressing in detail responses to all of the above comments. Enclose "redlines" with the resubmittal package.
