| 08/25/2011 | PAUL MACHADO | ENGINEERING | REVIEW | Denied | To: Star Consulting DATE: August 31, 2011 5405 E. Placita Hayuco Tucson, Arizona 85718 Subject: Circle 'K', 1395 W. Miracle Mile (SR 77) Grading plan T11BU01043 (First Review) Floodplain Use Permit T11OT01564 (First Review) T13S, R13E, Section 35 RESUBMITTAL REQUIRED: Grading Plan, Floodplain Use Permit, Hydrology Report and SWPPP The Grading Plan (GP), Floodplain Use Permit (FUP), Hydrology Report (HR) and Stormwater Pollution Prevention Plan cannot be approved as submitted. Please address the following review comments prior to the next submittal. Grading Plan: 1. Grading plan clearly marked "GRADING PLAN". 2. Please include a response letter to the comments along with the corrected copies of the GP. 3. It has been determined and violations have been issued, and through numerous site visits by several individuals in the engineering section that the floodplain has been adversely diverted by the adjacent property to the South. Because of this non-permitted fill, the design of the project must incorporate inundation of the stormwater which now traverses the site. The majority of my comments assume the drainage patterns have changed and impact the site. Knowing this, my comments were limited. When the site is re-designed to accept the diverted flow, many of the comments posted will not pertain and new comments may be generated. 4. It is the City of Tucson intention to work with you to find a solution that will satisfy the drainage issues at hand and we will entertain any suggestions you bring to the table. Perhaps a meeting with the floodplain manager and me to go over the project with you would be beneficial to both parties. Contact Paul P. Machado @ 837-4932 if and when you would like to set up a meeting. 5. Title each plan as the "Site Plan" and "Grading Plan" separately, not just in the title block. 6. Complete Grading plan number (T11BU01043) on all sheets per D.S. 2-02.2.1.29. 7. Show cross sections with transverse and longitudinal slopes. See redlines for optimal locations of the cross-sections. Call out the GB at the D/W, if applicable. 8. Show details of all surface materials not called out by notes or by standard detail no. 9. A permit or a private improvement agreement might be necessary for any work performed within the Right-of-way. Contact Permits and Codes at (520) 791-5100 for permit information. 10. Delineate 100-year W.S.E.L., Floodplain and erosion hazard setback. 11. Drainage patterns with percent slopes (Show patterns within the first 100 feet from the property line). 12. Flow arrows, grades and flow rates within and adjacent to site to show drainage scheme. 13. If a basin is needed, the following may apply: Detention/Retention: " Match Drainage report. " Inlet/Outlet structural details (Weir design). " Provide cross-sections " Dimension basin and provide spot elevations. " Security barriers are required if ponding depth exceeds 2 feet, if slopes are greater than 4:1 and/or if pedestrian access is adjacent to basin. " Water surface elevations. " Peak discharge at basin's outlet and inlet. Drainage Report: 1. Please include a response letter to the comments along with the corrected copies of the DR. 2. Per SP comment no 2, the DR will need to be modified to reflect the necessary re-design of the project. 3. The hydrologic data sheets appear to be from different submittal; the Circle 'K' at Valencia Rd. and Midvale Park Road. Replace with the correct data sheets. 4. A Hydrology Report does not apply to this project: " A Hydrology report is required for developments which are not subject to detention requirements, nor which require extensive structural improvements for handling drainage; but which are impacted by flows from significant watercourse and/or affected by 100 year flows of 100 cfs, of more….. per S.M.D.D.F.M., chap. II, 2.2. " It appears that this project in order to satisfy floodplain requirements will "require extensive structural improvements for handling drainage", thus a DR is required. 5. A Drainage report is required for any site greater than one acre in size or for any site subject to detention requirements…..per S.M.D.D.F.M., chap. II, 2.1.2. 6. The content and format of the Drainage Report should follow S.M.D.D.F.M., chap. II, 2.2. 7. For all commercial or industrial developments larger than one acre in size, shall provide 5-year threshold retention per the Stormwater Det./Ret. Manual, Chapter II, 2.2. 8. Add the basin(s) maintenance responsibility note and checklist per S.M.D.D.F.M. 2.3.1.6 C 1 and 2 to the DR. Stormwater Pollution Prevention Plan: 1. The SWPPP will be re-reviewed when the new design has been accepted and submitted for review. If you have any questions, I can be reached at 837-4932 or Paul.Machado@tucsonaz.gov Paul P.
