The existing right-of-way exceeds the proposed MS&RP right-of-way. The posted speed limit is 40 mph and access to the site is via an existing driveway.

The site lies within the Tucson Arroyo watershed. Since this is a non-designated watershed and the parcel size is less than 1 acre, neither detention nor threshold retention is required. Drainage is generally toward the northwest and toward the existing storm drain located within Craycroft Road. The site does not lie within a mapped floodplain or erosion hazard area.

This proposal is for a special exception use in the C-2 zone, to allow a wireless communication (monopalm) facility on a 0.63-acre site at 2333 South Craycroft Road, located between Golf Links and 29th Street. The applicant is proposing a 65-foot high monopalm and associated ground equipment in a 35' x 15' lease area. The ground equipment will be enclosed within a 20' X 15' X 10' tall shelter. Access is proposed from Craycroft Road via a 12-foot wide ingress/egress easement. According to the Major Streets and Routes Plan, Craycroft Road is an arterial street and Golf Links Road a gateway arterial located approximately one-quarter mile to the south. The parcel is developed for auto sales

Surrounding Zoning and Land Uses: The special exception site is zoned C-2, commercial and developed for auto sales; to the west across Craycroft Road are commercial uses zoned C-2 and a City Regional Sports Park zoned R-1 residential, which extends south to Golf Links Road; to the north and south of the site, along Craycroft Road, from 29th Street to Golf Links Road all parcels are zoned C-2 commercial and developed with commercial businesses; to the east across the alley is a neighborhood developed with single story, single-family residential units, zoned R-1 residential.

Land Use Policies: Policy direction is provided by the General Plan. Element 4, Policy 3.7 requires that, if possible, telecommunications facilities be located, installed and maintained to minimize visual impacts and preserve views. Visual impacts are a key consideration during the review process. Policy 4.6 promotes the coordination of efforts of government, private developers and utility firms to improve the appearance of above-ground utilities and structures. Action 5.5A is to consider incentives for telecommunications providers to install infrastructure not only in newer areas, but also in older neighborhoods to increase opportunities for all citizens to have access to high-tech telecom services.

Analysis:

The applicant is proposing to construct a 65-foot high monopalm wireless communication facility on a commercial site with an existing building and a parking lot located at 2333 S. Craycroft Road. According to the Major Streets and Routes and Plan, Craycroft Road is an arterial street. The stealth design concept consists of a proposed 65-foot high monopalm with top of antenna height of 62-feet. The monopalm will be set back from Craycroft Road approximately 151-feet to the east, adjacent to the north property line. The lease area will be approximately 35' x 15', with an ingress-egress easement provided from the southwest corner of the site to the monopalm and includes an on-site parking space for the service technician vehicle.

The proposed monopalm wireless communication facility is planned within a commercial corridor fronting Craycroft Road that has a depth of 221 feet and abuts a residential neighborhood along its eastern boundary. The nearest residential unit is approximately 130 feet to the east. It is approximately a quarter mile north of Golf Links Road, a Gateway Arterial. The proposed height of 65 feet will be visible from the surrounding areas and therefore the applicant is proposing a stealth monopalm cell tower design to mitigate visual impacts. Staff is concerned with the spacing of the antennas arrays in relation to the fronds and support this request if the arrays can be concealed from all views by the frond density and positioning. Aside from the ten-foot wide street landscape with small shrub material and a couple of small trees adjacent to the building, the remainder of the site is covered in asphalt and concrete. To promote neighborhood character, staff recommends that a cluster of palm trees be part of the proposed monopalm design to soften the existing hard surface visual and further improve the stealth design of the communication tower. In addition, staff recommends the applicant be responsible to remove any graffiti on the proposed ground equipment wall enclosure shall within ten working days of the violation. The proposed cell tower will help improve telecom services to the established neighborhoods and businesses in the area. The General Plan calls for telecommunications providers to install infrastructure, not only in newer areas, but also in older neighborhoods to increase opportunities for all citizens to have access to high-tech telecom. The proposal is consistent with General Plan policies, and does not require a plan amendment

The General Plan supports telecommunication service improvements to the City's core when visually appropriate design elements are implemented. The proposed wireless communication facility site has insufficient landscape borders and trees to help buffer the cell tower and staff supports additional palm trees to soften the hardscape of the site and help improve the stealth design of the monopalm cell tower structure.


Recommendation:
The proposed special exception land use for an unmanned AT&T monopalm wireless communication facility can be supported and is in general compliance with applicable policy and goals of the General Plan. The following special exception conditions are recommended in support of applicable policies.


1. Ground equipment wall shelter enclosure to be textured and colored to blend with the existing onsite buildings. Development plan to include detail showing all four-sides, identifying dimensions and colors, graffiti resistant.

2. Monopalm wireless communication tower not to exceed 65-feet in height. Entire length of monopalm pole not covered by fronds shall be finished in faux bark.

The General Plan:

Element 2 Policy 3 is to protect established neighborhoods by supporting compatible development. " Supporting Policy 3.9 is to support nonresidential uses, where the scale and intensity of use will be compatible with adjacent uses, including residential development, neighborhood schools and businesses.

Element 4, Supporting Policy 3.7 requires that, whenever possible, telecommunication facilities be located, installed and maintained to minimize visual impact, preserve views, and be consistent with the City's adopted land use plans and policies. Cabling and fiber optics should be installed underground where possible, and the visual impact of cellular towers will be a prime consideration in the City's acceptance and approval. " Policy 4 is to design and maintain streets to enhance their overall functional and aesthetic quality. Supporting Policy 4.6 is to promote the coordination of efforts of government, private developers, and utility firms to improve the appearance of necessary above ground utility lines and structures. " Policy 5 is to promote neighborhood identity and visual character. " Action 5.5.A is to consider incentives for telecommunications providers to install infrastructure, not only in newer areas, but also in older neighborhoods to increase opportunities for all citizens to have access to high-tech telecom services.
