C-2, Special Exception General Plan 11/05/10 msp This proposal is for a special exception use in the C-2 zone, to allow a wireless communication (monopalm) facility on a 0.63-acre site at 2333 South Craycroft Road, located between Golf Links and 29th Street. The applicant is proposing a 65-foot high monopalm and associated ground equipment in a 35' x 15' lease area. The ground equipment will enclosed within a 20' X 15' X 10' tall shelter. Access is proposed from Craycroft Road via a 12-foot wide ingress/egress easement. According to the Major Streets and Routes Plan, Craycroft Road is an arterial street and Golf Links Road a gateway arterial located approximately one-quarter mile to the south. The parcel is developed for auto sales Surrounding Zoning and Land Uses: The special exception site is zoned C-2, commercial and developed for auto sales; to the west across Craycroft Road are commercial uses zoned C-2 and a City Regional Sports Park zoned R-1 residential, which extends south to Golf Links Road; to the north and south of the site, along Craycroft Road, from 29th Street to Golf Links Road all parcels are zoned C-2 commercial and developed with commercial businesses; to the east across the alley is a neighborhood developed with single story, single-family residential units, zoned R-1 residential. Land Use Policies: Policy direction is provided by the General Plan. Element 4, Policy 3.7 requires that, if possible, telecommunications facilities be located, installed and maintained to minimize visual impacts and preserve views. Visual impacts are a key consideration during the review process. Policy 4.6 promotes the coordination of efforts of government, private developers and utility firms to improve the appearance of above-ground utilities and structures. Action 5.5A is to consider incentives for telecommunications providers to install infrastructure not only in newer areas, but also in older neighborhoods to increase opportunities for all citizens to have access to high-tech telecom services. Sufficiency of Information to Determine Plan Compliance - The applicant attended a City of Tucson rezoning pre-submittal meeting on August 25, 2010. Staff advised the applicant to consider redesigning the proposed location of the monopalm to allow adequate on-site traffic circulation. In addition, staff recommended a cluster of a minimum of two forty (40) foot tall live palms be planted next to the monopalm to improve the stealth design. In addition, staff will review the proposed palm frond density/design to evaluate stealth design in screening the antenna arrays. The applicant held the required neighborhood meeting on September 30, 2010. The minutes of the meeting indicate there were no attendees. One follow up call came from a property owner to the north of the site stating they were interested locating a cell tower on their property. Summary - A plan amendment is not required; the applicant has provided sufficient information to demonstrate compliance with the land use plan policies. It is recommended that this application be accepted for processing. Plan Policy The General Plan: Element 2 Policy 3 is to protect established neighborhoods by supporting compatible development. " Supporting Policy 3.9 is to support nonresidential uses, where the scale and intensity of use will be compatible with adjacent uses, including residential development, neighborhood schools and businesses. Element 4, Supporting Policy 3.7 requires that, whenever possible, telecommunication facilities be located, installed and maintained to minimize visual impact, preserve views, and be consistent with the City's adopted land use plans and policies. Cabling and fiber optics should be installed underground where possible, and the visual impact of cellular towers will be a prime consideration in the City's acceptance and approval. " Policy 4 is to design and maintain streets to enhance their overall functional and aesthetic quality. Supporting Policy 4.6 is to promote the coordination of efforts of government, private developers, and utility firms to improve the appearance of necessary above ground utility lines and structures. " Policy 5 is to promote neighborhood identity and visual character. " Action 5.5.A is to consider incentives for telecommunications providers to install infrastructure, not only in newer areas, but also in older neighborhoods to increase opportunities for all citizens to have access to high-tech telecom services. There is a cell tower site across the street on a baseball field light pole. It is suggested and encouraged that prior to moving forward with the special exception for this site that the possibility of collocation on the existing pole across the street be evaluated and considered as a viable alternative to another pole within 500 feet.
