University Area Plan

This proposal is for a special exception use in the C-1 zone, to allow an existing restaurant/bar to include a microbrewery to the business. The site is located at 1701 E. Speedway Boulevard, and within the boundaries of the University Area Plan.

Surrounding Land Uses and Zones: To the north, across Speedway Boulevard are commercial uses in C-1 zone. To the east, are commercial and retail uses in the C-1 zone, to the south and west are multiple Arizona Board of Regents properties which are integrated with private university associated uses such as churches, alumni associations and student housing, all zoned R-3.

Policy Summary: Policy direction is provided by the University Area Plan and the General Plan. The University Area Plan, under Office/Commercial Policy 1 supports the maintenance and intensification of neighborhood and UA campus-oriented commercial services. The site is located within a Pedestrian Commercial District and the Plan supports Office/Commercial Development under Policy 2.4 to design a well-defined pedestrian system linking adjacent uses, convenient access to transit facilities, and secure bicycle parking areas as integral components of new office/commercial development. Environmental Policy 3 encourages the use of drought-tolerant and low pollen-producing plants in the landscape of new development. Landscape should be compatible in scale, character, and use pattern with established neighborhood/streetscape themes. General Design Guideline, Policy 6 states that outdoor storage and trash collection areas to be within screened enclosures.

General Plan Element 2, Policy 5 supports commercial within existing urbanized areas in the Central Core Area to increase pedestrian activity and transit use, and to meet resident's needs for goods and services in a cost-effective and equitable fashion. Policy 5.1 further emphasizes by supporting commercial uses along major transportation corridors and in or adjacent to regional activity centers and employment centers.

Sufficiency of Information to Determine Plan Compliance: The applicant attended a rezoning pre-submittal meeting with staff on July 14, 2010. Staff commented that at the time of a full review, the following would be looked at: to further soften the existing Speedway Boulevard streetscape some additional planting on portable containers could be placed near the store front, due to area student housing any future outdoor activity shall address potential noise generated activities, and address pedestrian circulation with the adjacent University of Arizona land uses.

The applicant held a neighborhood meeting on August 22, 2010. The meeting sign-in sheet indicates that there were six people in attendance. The minutes indicate the applicant addressed the questions posted to them. The questions listed and addressed were related to type of beers to be brewed, length of time to brew the beers, number of taps dedicated to the in-house brews, and are in-house brews being sold on-site only. Neighborhood meeting took approximately thirty minutes to complete.

Summary -
A plan amendment is not required; the applicant has provided sufficient information to demonstrate compliance with the land use plan policies. It is recommended that this application be accepted for processing.
