The 1.18-acre parcel lies over 300 feet west of Country Club Road along the southern side of Silverlake Road. Silverlake Road is a paved local street with wedge curbing and no sidewalk. The roadway terminates in a cul-de-sac adjacent to the Tucson-Barraza Aviation Parkway (SR 210).

The communications site does not lie within a mapped floodplain or erosion hazard area. Portions of the site, not affecting the communication site, lie within COT-mapped regulatory flood hazard areas. Since the site lies within a non-designated watershed (Tucson Arroyo Watershed) and adds minimal imperviousness, neither threshold retention nor detention of the 2-, 10- and 100-year flow is warranted.

The proposed use falls under the LUC Sec. 2.7.2.3 Special Exception Land Uses, Commercial Services Use Group, Sec. 6.3.5. Communications "36", subject to: Sec. 3.5.4.20.B, .C, and .G

1. Show how this project meets the requirements of LUC Sec. 3.5.4.20.G.1.c All appropriate measures shall be taken to conceal or disguise the tower and antenna from external view.

2. The submitted documents do not address the previous comment. It is a standard requirement to provide the Mean Sea Level elevations along with actual overall heights for all projects within the AEZ overlay. While it is acknowledged the height allowed within this area will exceed the overall height of the tower this requirement should be demonstrated on the site plan. Zoning will continue to request this information at time of plan submittal for permits.

Previous Comment: Clearly indicate how this project meets the requirements of the AHD (Airport Hazards District) for maximum height criteria in the AEZ (Airport Environs Zone) LUC Sec. 2.8.5.11.

Arroyo Chico Area Plan and the General Plan

This proposal is for a special exception use in the I-1 zone, to allow a height extension to an existing monopole and include an additional antenna array at the top of the extension. Existing height of monopole is sixty two feet and six inches (62'.6"). The proposed monopole height will be seventy six (76.') feet and top of new antenna array at eighty (80.') feet.

Surrounding Land Uses and Zones:
To the north of the site, across Silverlake Road is R-2, a residential zone with site built single family development; to the east is I-1, Industrial zone; with industrial uses; to the south is the Barraza-Aviation Parkway zoned I-1, an Industrial zone; and to the west is a vacant State of Arizona parcel zoned I-1, an Industrial zone.

Both Silverlake Road and Country Club Road function as a boundary between the industrial uses to the south and southwest from the Plumber-Country Club Residential Neighborhood located north and east of Silverlake Road and Country Club, respectfully. The proposed site is located within a pocket of three industrial zoned parcels wedged between Silverlake Road, Country Club Road, and Barraza Aviation Parkway. The three industrial parcels are adjacent to the larger Industrial Area #3 of the Chico Area Plan, which is an industrial corridor that includes the Union Pacific Railroad and the Barraza-Aviation Parkway, State Route-210.

Land Use Area Plan Summary:
The site is within the bounds of the Arroyo Chico Area Plan. Although, no specific policy direction is provided for wireless communication proposals, a Plan goal is to encourage a complex mix of residential, industrial, and business uses in the Plan area, while protecting the integrity of existing neighborhoods. More specific policy direction is provided by the General Plan, in Element 4, Character and Design, under supporting Policy 3.7 that requires, if possible, telecommunications facilities be located, installed and maintained to minimize visual impacts and preserve views. Visual impacts are a key consideration during the review process. General Plan, Element 4, under Policy 4.6 promotes the coordination of efforts of government, private developers and utility firms to improve the appearance of above-ground utilities and structures. Action 5.5A is to consider incentives for telecommunications providers to install infrastructure in older as well as newer neighborhoods, to increase opportunities for all citizens to have access to high-tech telecom services.

The site is also within the Davis-Monthan Airport Environs Zone (AEZ), which also encourages a compatible mix of land uses. Policy 1 and 2 is to ensure that new development is compatible with existing and future air force base operations of the Davis-Monthan Air force Base (DMAFB).



Summary:

Background History
The existing wireless communication facility was approved with condition in October of 2008, followed by a modification to the approval in December of 2008. The approved modifications include the following:

The existing chain link fence around the lease area to be replaced with a steel screen wall of sufficient height to block the view and noise of the equipment from adjacent residential uses to the north. It also required the steel screen wall around the lease area to be graffiti resistant and painted to match existing buildings in the surrounding area and to include drought-tolerant landscaping around the perimeter of the steel screen wall.

To date the above referenced modifications have not been installed and are a separate issue to be processed through a forum of appeals and does not impede the request to collocate on this site.

AT &T
The site is located at 2950 E. Silverlake Road, between Barraza-Aviation Parkway/State Route-210 and Country Club Road. The Special Exception request is to collocate AT&T wireless communication services on an existing T-Mobile wireless communication facility. This will require the height of the existing monopole to be extended from sixty-seven (67) feet to eighty (80) feet to mount the new antenna arrays and include a 30' x 15' lease area shown to be encased within a wall enclosure. Said wall enclosure of AT&T ground equipment screens the equipment from the adjacent residential neighborhood to the north. Again, as with the original approval of the site for wireless communication facility, staff recommends a drought-tolerant landscape border along the northern overall wireless communication facility boundary to help buffer and soften the industrial edge along this site from the residential neighborhood located directly to the north across Silverlake Road. Based on the conceptual site plan design, it seems that utility services for the new equipment is to be trenched through an adjacent parcel to reach the new ground equipment lease area. Staff recommends documentation is provided that a utility easement agreement has been reached with said adjacent property owner. The nearest arterial street is Country Club Road which is located one parcel east of the subject site, at approximately 340 feet to the east. According to the Major Streets and Routes Plan, Silverlake Road at this location is a local street. A Plan amendment is not required

The proposal to collocate on an existing wireless communication facility is in general compliance with the Arroyo Chico Area Plan and the General Plan and therefore a plan amendment is not required. Staff offers the following Special Exception conditions to mitigate the additional wireless communication improvements.

1. The AT&A ground equipment located within a 15' X 30,' lease area, shall be encased by a masonry equipment shelter, painted to match the surrounding area buildings.

General Plan

Element 2 - Policy 3 is to protect established neighborhoods by supporting compatible development. " Supporting Policy 3.9 is to support nonresidential uses, where the scale and intensity of use will be compatible with adjacent uses, including residential development, neighborhood schools and businesses.

Element 4:Community Character and Design

Policy 3: Preserve scenic views of natural features and community landmarks.

Supporting Policy 3.7: Require that, whenever possible, telecommunications facilities be located, installed, and maintained to minimize visual impact, preserve views, and be consistent with the City's adopted land use plans and policies. Cabling and fiber optics should be installed underground where possible, and the visual impact of cellular towers will be a prime consideration in the City's acceptance and approval.

Policy 5: Promote neighborhood identity and visual character

5.5 A Consider incentives for telecommunications providers to install infrastructures, not only in the newer areas, but also in older neighborhoods to increase opportunities for all citizens to have access to high-tech telecom services.
