| 09/21/2010 | MATT FLICK | ENGINEERING | REVIEW | Completed | PDSD Engineering has no objection or adverse comment to approval of a monopalm wireless communications facility and associated ground equipment. The proposed communications facility lies along the southern side of the 1.72-acre Lind Apartments site. The apartments lie over four hundred feet (400') east of Tucson Boulevard along the southern side of Lind Road. Primary access, using an existing parking area access lane (PAAL), is from Palmer Drive (alley). Lind Road is a local street. The site does not lie within a mapped floodplain or erosion hazard area. Drainage is generally toward the northwest and toward the intersection of Lind Road and Tucson Boulevard. Since the site lies in a non-designated watershed (Christmas Wash watershed) and the increase in imperviousness is negligible, neither detention nor threshold retention is required. No conditions are requested. |

| 09/28/2010 | MPADILL1 | COMMUNITY PLANNING | REVIEW | Completed | PLANNING & DEVELOPMENT SERVICES DEPARTMENT SE-10-113 AT & T - Lind Road R-3 Special Exception Northside Area Plan 09/24/10 msp This special exception request is to allow a new 60-foot tall monopalm and associated wireless communication equipment at 2550 E. Lind Road, to be located near the southeast corner of the property. The site has a multi-family apartment complex zoned R-3, a residential zone. The 1.72-acre parcel is one lot removed from Fort Lowell Road and East of Tucson Boulevard and has access from Lind Road, a local street. Vehicular circulation for the site is from Palmer Drive, a circular drive which encases the site and links with Lind Road, both are local public streets. The wireless communication ground equipment will be enclosed within a 27' X 11' CMU wall at eight (8) feet in height and to be located near the south property boundary, which is paved and open to Palmer Drive right-of-way. The preliminary development plan shows the monopalm east of the ground equipment lease area and will be approximately fifty-five (55) feet from adjacent parcels to the east zoned and developed with single-family residential uses. The monopalm will be approximately forty feet from commercially developed parcels located to the south, across Palmer Drive. Access to the lease site would be Palmer Drive, via Lind Road, both local streets according to the Major Streets and Routes Plan. Surrounding Land Uses and Zones - To the north, and east of the site is zoned R-1 with single family development, to the south fronting Fort Lowell is zoned C-1 with commercial development, to the west is an R-3 parcel with a plant nursery use and R-1 with single family development. Policy Summary - Policy direction is provided by the Northside Area Plan and the General Plan. The Northside Area Plan does not have explicit wireless communication facility policies. However, some general direction is provided in the Winterhaven subarea, which emphasizes the protection of the special residential character of Winterhaven with its annual Christmas light show. Also, Northside general non-residential policy 5.d supports non-residential development when appropriate design elements and buffering techniques are used to ensure sensitive design of non-residential uses on established neighborhoods. General Plan Element 4, Policy 3.7 requires that, if possible, telecommunications facilities be located, installed and maintained to minimize visual impacts and preserve views. Visual impacts are a key consideration during the review process. Policy 4.6 promotes the coordination of efforts of government, private developers and utility firms to improve the appearance of above-ground utilities and structures. Action 5.5A is to consider incentives for telecommunications providers to install infrastructure not only in newer areas, but also in older neighborhoods to increase opportunities for all citizens to have access to high-tech telecom services. Analysis: The applicant is proposing to construct a new 60-foot high monopalm wireless communication facility at an apartment complex located at 2550 E. Lind Road. The stealth design concept consists of a 55-foot-tall pole disguised within a 60-foot high stealth monopalm with fronds to screen the antennas. The monopalm and ground equipment area is to be located near the southeast area of the property, adjacent to the eastern most apartment structure. Lind Road and Palmer Drive link the apartment complex site to Tucson Boulevard, an arterial street. Although Palmer Drive is a local street, it wraps around the complex in a "U" shape and ties in with Lind Road and provides vehicular circulation for the complex much the same as an on-site private PAAL system. The proposed parking space for the telecommunication facility is shown to be on-site and not within the Palmer Drive, right-of-way. However, it seems that the parking space should be oriented east-west instead of north-south so as not to interfere with traffic circulation along the southern perimeter of Palmer Drive. The monopalm and ground equipment compound location will be partially screened by the on-site single-story apartment buildings and further buffered by adjacent single-story commercial businesses located south along Ft. Lowell Road. The proposed site has existing palms and pine trees ranging in height from 30 to 50 feet, of which some are within fifteen to twenty feet of the proposed monopalm site. On-site vegetation and trees help mitigate visual impacts to adjacent land uses. East of the site is a residential development with the nearest unit approximately ninety-five (95) feet from the monopalm site. Along the same eastern perimeter of the apartment complex, where the adjacent residential development abuts the site is an existing oleander landscape buffer located between the nearest house and the monopalm site. The ground equipment will be within a 27' X 11" area enclosed by an eight foot tall masonry wall that will be color matched with existing walls in the complex. The Northside Area Plan acknowledges the Winterhaven's annual "Christmas Light Show," an event that identifies the Winterhaven Community. Because Winterhaven is not a registered neighborhood association, it was not on the notification list to participate and provide input on this special exception request. The Northside Area Plan, supports the identity and preservation of the Winterhaven neighborhood characteristics and states that rezoning (special exception) cases need to adhere to plan policy. Therefore, prior to development plan submittal, staff recommends the applicant contact representatives of the Winterhaven "Christmas Lights" Committee/Association to offer them an opportunity to give input. As a side note, the general area within Winterhaven is heavily wooded with pine trees and staff would support a monopine if it would best suite the immediate area and supported by Winterhaven representatives. The Plans are in general support of the requested land use, when visual appropriate design elements and buffering techniques to mitigate the potential negative impacts of more intense development on established neighborhoods are employed. The proposed wireless communication facility responds to the characteristics of the surrounding area, as the communications tower will be stealth in the form of a palm tree, adjacent to live palm and desert trees. The project is in general compliance in keeping with the intent of the Northside Area Plan and the General Plan, and a plan amendment is not required. Recommendation: The proposed special exception land use for an unmanned AT&T wireless communication facility can be supported and is in general compliance with applicable policy and the intent of the Northside Area Plan, the General Plan, and the Design Guideline Manual. The following special exception conditions are recommended in support of applicable policies: 1. The applicant shall notify and offer to meet with Winterhaven's "Christmas Lights" Committee/Association a minimum of one week prior to the scheduled development review (CDRC) submittal. Please provide documentation(s) of the notice to meet, minutes from the meeting, and/or notes from phone or e-mail contacts. If no response, please indicate same in the development plan submittal.
