The proposed site lies on a lot that is partly paved and is used for parking related to businesses west of this lot. The portion of the site that is unpaved contains the proposed monopalm and associated structures. Access to the site is via an existing curb opening from Speedway Boulevard that aligns with the paved portion of the site. The site is generally flat and drainage goes northward towards Speedway Boulevard and southward toward an existing paved alley. The site is unaffected by a mapped floodplain or erosion hazard area and lies within the Alamo Wash watershed. Since the watershed is non-designated and the proposed telecommunications installation will add minimal imperviousness, neither detention nor threshold retention are required. Speedway C-2, ZELP (Ward 6) Broadway-Craycroft Area Plan and General Plan 8/9/10 jsh (detailed plan compliance review) Issue - This special exception request is to allow a new 65-foot high monopalm and associated telecommunications equipment in the parking lot of an existing business at 5336 E. Speedway Boulevard. The 0.46-acre C-2 zoned parcel is on the south side of Speedway Boulevard, about a block and-a-half west of Craycroft Road. The western part of the parcel is a paved parking lot for the SAS Fabrics store, which is to the west. The eastern part of the parcel is a vacant dirt lot, with a masonry wall along the eastern property line. The applicant is proposing a 20' by 35' unenclosed lease area mid-way along the eastern property boundary, on the unpaved portion of the lot. The monopalm would be about 130 feet north of the south property line, and an equipment cabinet would be located directly north of the monopalm. Access to the lease site would be from Speedway Boulevard, which is an arterial street according to the Major Streets and Routes Plan. Area Zoning and Land Uses- The parcel is located in a C-2 zoned strip commercial area along Speedway Boulevard. All of the following land uses are in C-2 zoning, unless otherwise noted. To the east is the Arizona Shuttle Service business. To the south, across what appears to be a private, paved alley, is an assisted living facility with split zoning: the northern half is zoned R-3, and the southern half is zoned R-1. To the west is the one-story SAS Fabrics store, and further west is an auto repair business. To the north, across Speedway, are miscellaneous commercial uses. The nearest single-family residences are south of the assisted living facility, or about 500 feet south of the proposed monopalm, in R-1-zoning. Land Use Plan Policy Summary - The site is within the bounds of the Broadway-Craycroft Area Plan, however, no specific policy direction is provided for cell tower proposals. Policy direction is provided by the General Plan. Policy 3.7 (Element 4) requires that, if possible, telecommunications facilities be located, installed and maintained to minimize visual impacts and preserve views. Visual impacts are a key consideration during the review process. Assessment - The land use plan policies support the installation of wireless telecommunications equipment, if the visual impacts can be mitigated. The site is located along Speedway, in a C-2 zoned area developed with strip commercial uses, and associated parking lots. The streetscape character is non-residential. Most of the buildings along this segment of Speedway are older, and have varied setbacks from the roadway edge. The buildings have different sizes and shapes, and the orientation of the parking lots is varied. Most of the area lacks street landscape borders, however, there's a landscaped median in Speedway, with palm trees. These factors combine to lend a somewhat irregular streetscape appearance, although the landscaped median lends an aspect of visual uniformity. The applicant is proposing to place a monopalm and ground equipment at the eastern-most edge of a parking lot. Other vertical features in the area include live palms, ranging in height from 30 to 50 feet. There's also light poles, in the Speedway median and at the shuttle service business to the east, ranging in height from 20 to 25 feet. Power poles in the vicinity are between 30 to 55 feet high. These vertical features will help the proposed monopalm blend in visually with the surroundings. Although it will be taller than other vertical features in the area, it should not stand out amid the surroundings. The nearest single-family homes are about 500 feet south of the lease site, and there's an assisted living facility between the lease site and the homes to the south. The monopalm is sufficiently distant from the homes so that it should not be readily visible. Given the overall visual character of the Speedway streetscape, the proposed stealth treatment of the tower and antennas, and the presence of other vertical features in the immediate area, the telecom facility should not significantly affect the visual character of the area. Over time, staff has observed that some monopalm components may physically deteriorate, which results in a loss of the stealth aspect. To ensure that the stealth character is maintained, staff will recommend that the monopalm components be maintained as needed to preserve the stealth characteristic. Also, any graffiti painted on the cabinet should be removed within a reasonable time frame, to maintain the visual character of the area. Summary and Recommendation - This proposal is generally consistent with the policy direction provided by the land use plans. To ensure that visual impacts are minimized, staff recommends the following as a condition of granting this special exception use: 1) The monopalm components shall be maintained as needed to preserve the stealth characteristic of the installation. General Plan, Element 4, Policy 3.7 2) The equipment cabinet shall be constructed of or coated with a graffiti-resistant material. Any graffiti shall be removed within five working days of discovery. General Plan, Element 4, Policy 3.7 LAND USE PLAN POLICIES General Plan Element 2 Policy 3 is to protect established neighborhoods by supporting compatible development. " Supporting Policy 3.9 is to support nonresidential uses, where the scale and intensity of use will be compatible with adjacent uses, including residential development, neighborhood schools and businesses. Element 4, Supporting Policy 3.7 requires that, whenever possible, telecommunication facilities be located, installed and maintained to minimize visual impact, preserve views, and be consistent with the City's adopted land use plans and policies. Cabling and fiber optics should be installed underground where possible, and the visual impact of cellular towers will be a prime consideration in the City's acceptance and approval. " Policy 4 is to design and maintain streets to enhance their overall functional and aesthetic quality. Supporting Policy 4.6 is to promote the coordination of efforts of government, private developers, and utility firms to improve the appearance of necessary above ground utility lines and structures. " Policy 5 is to promote neighborhood identity and visual character. " Action 5.5.A is to consider incentives for telecommunications providers to install infrastructure, not only in newer areas, but also in older neighborhoods to increase opportunities for all citizens to have access to high-tech telecom services.
