Speedway C-2, ZELP (Ward 6) Broadway-Craycroft Area Plan and General Plan 7/23/10 jsh (adequate information for plan compliance) Introduction - This special exception request is to allow a new 65-foot high monopalm and associated telecommunications equipment in the parking lot of an existing C-2 zoned business at 5336 E. Speedway Boulevard. The 0.46-acre parcel is on the south side of Speedway, about a block and-a-half west of Craycroft. The western part of the parcel is a paved parking lot for the SAS Fabrics store, to the west. The eastern part of the parcel consists of vacant dirt lot, with a masonry wall along the eastern property line. The applicant is proposing a 20' by 35' unenclosed lease area mid-way along the eastern property boundary, on the unpaved portion of the lot. The monopalm would be about 130 feet north of the south property line, and an equipment cabinet would be located directly north of the monopalm. Access to the lease site would be from Speedway Boulevard, which is an arterial street according to the Major Streets and Routes Plan. Area Zoning and Land Uses- The parcel is located in a C-2 zoned strip commercial area along Speedway Boulevard. To the east is the Arizona Shuttle Service business in C-2 zoning. To the south, across what appears to be a private, paved alley, is an assisted living facility with split zoning. The northern half, near the special exception site, is zoned R-3, and the southern half is zoned R-1. To the west is the one-story SAS Fabrics store, in C-2 zoning. Further west is an auto repair business, also in C-2 zoning. To the north, across Speedway, are miscellaneous commercial uses in C-2 zoning. The nearest single-family residences are south of the assisted living facility, or about 500 feet south of the proposed monopalm. Land Use Plan Policy Summary - The site is within the bounds of the Broadway-Craycroft Area Plan, however, no specific policy direction is provided for cell tower proposals. Policy direction is provided by the General Plan. Policy 3.7 (Element 4) requires that, if possible, telecommunications facilities be located, installed and maintained to minimize visual impacts and preserve views. Visual impacts are a key consideration during the review process. Sufficiency of Information to Determine Plan Compliance - The applicant attended a rezoning pre-submittal meeting on June 2, 2010. No specific compatibility or design issues were noted. The applicant held a neighborhood meeting on June 30, 2010. No neighbors attended. A Design Compatibility statement was submitted with the application. No compatibility issues were identified. According to the information submitted, there are some live palms in the area, ranging in height from 30 to 50 feet, including in the Speedway median directly north of the site. There are also light poles, in the Speedway median and on the shuttle service parcel to the east, ranging in height from 20 to 25 feet. Power poles in the vicinity range in height from 30 to 55 feet. These vertical structures will help the proposed monopalm blend in visually with the surroundings. Sufficient information has been provided to demonstrate compliance with the land use plans. A plan amendment isn't required. Summary - Sufficient information has been provided to determine that the proposal is consistent with the policy direction provided by the General Plan. Staff recommends that the application be distributed for further processing. As part of the detailed review, staff will likely recommend that any graffiti on the equipment cabinet be removed within ten working days of discovery; and that the monopalm be maintained to preserve its stealth characteristics. LAND USE PLAN POLICIES General Plan Element 2 Policy 3 is to protect established neighborhoods by supporting compatible development. " Supporting Policy 3.9 is to support nonresidential uses, where the scale and intensity of use will be compatible with adjacent uses, including residential development, neighborhood schools and businesses. Element 4, Supporting Policy 3.7 requires that, whenever possible, telecommunication facilities be located, installed and maintained to minimize visual impact, preserve views, and be consistent with the City's adopted land use plans and policies. Cabling and fiber optics should be installed underground where possible, and the visual impact of cellular towers will be a prime consideration in the City's acceptance and approval. " Policy 4 is to design and maintain streets to enhance their overall functional and aesthetic quality. Supporting Policy 4.6 is to promote the coordination of efforts of government, private developers, and utility firms to improve the appearance of necessary above ground utility lines and structures. " Policy 5 is to promote neighborhood identity and visual character. " Action 5.5.A is to consider incentives for telecommunications providers to install infrastructure, not only in newer areas, but also in older neighborhoods to increase opportunities for all citizens to have access to high-tech telecom services. PDSD Engineering has no objection or adverse comment to approval of a Special Exception for installation of a 65' monopalm and associated communications equipment. The proposed site lies on a lot that is partly paved and is used for parking related to businesses west of this lot. The portion of the site that is unpaved contains the proposed monopalm and associated structures. Access to the site is via an existing curb opening from Speedway Boulevard that aligns with the paved portion of the site. The site is generally flat and drainage goes northward towards Speedway Boulevard and southward toward and existing paved alley. The site is unaffected by a mapped floodplain or erosion hazard area and lies within the Alamo Wash watershed. Since the watershed is non-designated and the proposed telecommunications installation will add minimal imperviousness, neither detention nor threshold retention are required.
