Issue -

This request is to install a new cell tower facility, including a 60-foot high monopalm, on a church property at the northeast corner of Houghton Road and Old Spanish Trail. The 10.1-acre parcel is owned by Saguaro Baptist Church, and it's at 10361 Old Spanish Trail. The eastern half of the parcel is vacant and undeveloped. The western half is developed with a church complex and a parking lot, a single-family residence northeast of the church buildings, and a couple of accessory buildings, one of which may be a residence.

The applicant is proposing to place the monopalm and ground equipment in a 17' x 30' lease area northeast of the church complex, near the northern parcel boundary. The lease area will be enclosed by an 8-foot high CMU block wall, and accessed via a 12-foot wide easement from the church parking lot. Access to the church parcel is from Houghton Road and Old Spanish Trail, both of which are scenic arterial streets, according to the Major Streets and Routes Plan. To help the monopalm blend in with the surroundings, the applicant is proposing to plant two live palm trees near the lease area.

Area Zoning and Land Uses -

The church parcel has SR zoning, and is in a predominately low-density residential setting. To the north is the Mount Olive Lutheran Church in SR zoning. To the east is the Rancho del Este residential subdivision in RX-1 zoning. The nearest residential property is about 220 feet east of the proposed lease site. To the south, across Old Spanish Trail, is a large, C-2 zoned parcel that's owned by the city of Tucson and developed as the Tucson Water Eastside Service Center. To the southwest, across the Houghton Road/Old Spanish Trail intersection, is a large, SR-zoned parcel with a home on it. To the west across Houghton Road is a residential subdivision in R-1 zoning.

Land Use Plan Policies -

Policies in the Rincon Southeast Subregional Plan (RSSP) and the General Plan apply. RSSP policies require that buffers be provided to mitigate adverse impacts of views, to protect the context of existing neighborhoods (Site Design Policy 1.b). No specific policies address cell tower facilities.


General Plan Land Use policies (Element 2) protect established residential neighborhoods by supporting compatible development, including non-residential uses, where the scale and intensity of use is compatible with adjacent uses (Policy 3 and Supporting Policy 3.9). Community Character and Design policies (Element 4) require that, if possible, telecommunications (telecom) facilities be located, installed and maintained to minimize visual impacts and preserve views (Supporting Policy 3.7). To increase opportunities for all to have access to high-quality telecom services, telecom providers are encouraged to install infrastructure in older as well as newer neighborhoods (Action 5.5A).

Assessment -

Policy support for new telecom facilities typically hinges on mitigating visual impacts on the surrounding uses, and protecting the character of nearby residential areas. The proposed lease site is near the center of the northern parcel boundary. The parcel to the north is also developed with a church, and that site has been designed with a northern orientation. The church building is near the southern end of the parcel, and it faces north. Most activity is expected to occur north of the building, so the building will visually screen areas to the south, including the proposed lease site. Visual impacts of this proposal on the church uses to the north are expected to be minimal.

Directly east of the lease site is the vacant, eastern portion of the subject parcel. A single-family residential subdivision is further east. Given the approximately 220-foot distance between the lease site and the closest residential lot to the east, the proposed stealth monopalm design, and the addition of two live palms, the proposed facility will not significantly impact the neighbors' views.

Potential visual impacts to those driving by on Houghton Road and Old Spanish Trail must also be considered, as both are scenic routes. The lease site is over 400 feet from the Houghton Road right-of-way, and over 600 feet from the Old Spanish Trail right-of-way. It is sufficiently distant so that the monopalm and lease area will not be readily noticeable to those driving by. There are also other tall structures in the area, including power poles along the east side of Houghton, at estimated heights of 40' and 65'; and trees on the subject church parcel and the church parcel to the north, at estimated heights of 35' - 50'. The power poles and trees will help the proposed 60-foot tall monopalm blend in visually with the surroundings.

Summary and Conclusion -

The proposed cell tower facility has been sited and designed to have minimal visual impacts on the surroundings, and the proposal is generally consistent with the policy direction in the RSSP and the General Plan. Staff recommends the following as conditions of granting this special exception use, to further implement the policy direction provided by the land use plans:

1) AT&T shall be responsible for ensuring that the monopalm components are inspected regularly, and maintained as needed to preserve the visual integrity and stealth characteristic of the monopalm.

2) At least two live palms shall be planted near the lease site, to minimize visual impacts of the monopalm. The live palms shall have minimum heights of 30 feet, and they shall be maintained in a healthy condition.
(General Plan, Element 4, Policy 3.7; and Element 14, Policy 4)

3) Irrigation of the live palms shall be provided in accordance with the Rainwater Harvesting Ordinance (Ordinance #10597, adopted October 14, 2008).
(General Plan, Element 8, Policy 3 and Supporting Policy 3.2).

4) The proposed monopalm and live palm trees shall be coordinated with matching fronds and bark detail to provide a uniform appearance.

5) The CMU enclosure walls shall be textured and/or painted to match nearby buildings.

The visual impact of cellular towers will be a prime consideration in the City's acceptance and approval. - Action 5.5.A is to consider incentives for telecommunications providers to install infrastructure, not only in newer areas, but also in older neighborhoods to increase opportunities for all citizens to have access to high-tech telecom services. - Policy 6 promotes quality in design for all new development.

The proposed facility is to be located on the 10.08-acre Sahuaro Baptist Church site at the northeast corner of Houghton Road and Old Spanish Trail. Both roadways are MS&RP Arterials and classified as Scenic Routes. Access to the communications site is via existing paved driveways from both roadways. Existing right-of-way along Houghton Road is 175' (100' west, 75' east); MS&RP right-of-way is 200'. The future Scenic Route right-of-way is 100' on each side of the centerline.

The proposed communication site does not lie within a mapped floodplain or erosion hazard area. Since it lies within a non-designated watershed (Hidden Hills Wash watershed) and the increase in imperviousness is negligible, detention/retention will not be required.

No conditions are requested.
