This proposal is for a special exception use in the MH-1 zone, to allow a cell tower facility. Both the applicant and the school district would prefer to collocate the wireless communication antennas on the existing 93-foot high monopole that currently exists on site and houses the Amphitheater School District's Communication system. However this special exception rezoning will focus on a new 73-foot high Amphitheater School District Communication pole in which Cricket will place their antennas on it. In 2012, the existing 93-foot high pole will be removed when the Federal E-Funded contract expires. At that time the school district will place a 20-foot extension on the new pole to add their communication equipment, bringing the overall height for the new pole to a height of 93-feet.

The applicant is proposing to construct a new 73-foot high monopole to a location more in the middle of the site, adjacent to an existing pine tree (23') and an existing light pole (22') within the parking area. The applicant will only have a 70-foot antenna centerline, and will be adding six flat panels, which will be far less in massing than the existing school district antennas. The Amphitheater School District site is located at 1001 W. Roger Road, west of Oracle Road. According to the Major Streets and Routes Plan, Roger Road is a collector. Access to the site will be from Roger Road. The monopole will be located west of the main building, adjacent to the parking lot. The equipment lease area will be approximately 10' x 18' and located next to the monopole, enclosed by a 5- to 8-foot blocked wall.

Surrounding Land Uses and Zones:
To the north of the site is MU - Zoning - Pima County; to the east is C-2 Zoning - City of Tucson; to the south is MH-1 Zoning - City of Tucson; and to the west is MH-1 and R-3 Zoning - City of Tucson. Residential uses are to the west, south, and north; while commercial uses are to the east.

Policy Summary:
The site is within the bounds of the Pullman Neighborhood Plan. Although, no specific policy direction is provided for wireless communication proposals the purpose of the Plan is to encourage a qualitatively improved pattern of development within the Pullman Neighborhood and to aid in decisions regarding future rezoning requests. Land uses that conflict and inhibit residential development should be located outside the Pullman Neighborhood. More specific policy direction is provided by the General Plan, in Element 4, Character and Design, under supporting Policy 3.7 that requires, if possible, telecommunications facilities be located, installed and maintained to minimize visual impacts and preserve views. Visual impacts are a key consideration during the review process. Policy 4.6 (General Plan, Element 4) promotes the coordination of efforts of government, private developers and utility firms to improve the appearance of above-ground utilities and structures. Action 5.5A is to consider incentives for telecommunications providers to install infrastructure in older as well as newer neighborhoods, to increase opportunities for all citizens to have access to high-tech telecom services.

Analysis
The applicant's revised design proposes to place Cricket antennas on a new 73-foot high Amphitheater School District Communications pole. The Cricket wireless communication system will only have a 70-foot antenna centerline, with six flat panels, which will be far less in massing than the existing school district antennas. The School District's Federally E-Funded contract with Conterra expires June 30, 2012, at which time the existing 93-foot-pole at the southeast corner of the site will be removed. Then at that time, the School District Network Communication Equipment will place its communication system on the new 73-foot pole with a 20-foot extension, bringing the overall height to 93-feet.

While this isn't the most ideal situation to have two poles on the site at the same time: the new pole will be placed much closer to the center of the property, adjacent to an existing pine tree (23') and an existing light pole (22') which should help mitigate not only the current visual concerns for the new 73-foot pole, but in the long-run the future concerns for the eventual overall 93-foot height of the pole. Until the School District's contract expires, this appears to be the best possible solution that meets the radio frequency objective for both the School District and Cricket while adhering to the City of Tucson's Zoning Ordinance and the Federal Telecommunications Act requirements. The School District's Communication system needs the 93-foot height as their system involves line of sight with several nearby district school facilities. Cricket chose this site to collocate given an existing vertical element that will eventually be replaced. Meaning no new vertical element will be created, and the new pole will be updated, and relocated to an area in the middle of the site which should better mitigate the verticality of the communication pole. By collocating at this site, Cricket is addressing an area in their wireless system that has deficient coverage, and therefore will increase opportunities for all citizens to have access to high-tech telecom services.

The new 73-foot high monopole will be structurally designed to accommodate a future 20-foot extension, with an updated pole that will better serve the school district's communication system. Cricket will add 6 flat panel antennas to the 70-foot centerline that will minimize any negative visual impact. Although the applicant is proposing a 6-foot high chain link fence around the equipment area, the school district property has an existing perimeter slump block wall surrounding the property that will act as the screen wall hiding all ground equipment. Still the chain link fence should include slats that will be maintained. Also the applicant should add a pine tree at the proposed southwestern corner of the lease area to help mitigate and buffer any negative visual impacts for the adjacent property owners to the west and south.

The Plans generally support the requested land use when visual appropriate design elements and buffering techniques mitigate the potential negative impacts for the verticality of communication poles. With the eventual relocation of the school district's communication pole to the center of the site, and Cricket collocating its antennas on an already existing vertical element in the neighborhood, the applicant's request appears to be consistent with Plan policy. A plan amendment is not required.





Recommendation -
The proposed special exception land use for a new 73-foot high monopole to facilitate Cricket's wireless communication system can be supported and is in general compliance with applicable policy and the intent of the Pullman Neighborhood Plan, the General Plan, and the Design Guidelines Manual. The following special exception conditions are recommended in support of applicable policies:

1. The top of the communication tower shall not exceed 93-feet in height.

Cabling and fiber optics should be installed underground where possible, and the visual impact of cellular towers will be a prime consideration in the City's acceptance and approval.

1. The Pullman Neighborhood should develop as a predominantly residential neighborhood. Land uses which conflict and inhibit residential development should be located outside the Pullman Neighborhood.

PDSD Engineering has no objection or adverse comment to installation of a new monopole and associated communication facilities.

The 3.574-acre site lies along the southern side of Roger Road about 350 feet west of Fairview Avenue. Both Fairview Avenue and Roger Road are MS&RP Collectors with posted speed limits of 35 mph. Adjacent to this site, Roger Road is a paved, uncurbed roadway with one traffic lane and one bike lane in each direction. A frontage road exists north of the main roadway. Access to the communication site is via existing paved driveways from Roger Road.

The site does not lie within a mapped floodplain or erosion hazard area. Drainage is generally toward the southwest away from Roger Road. The site lies within the Ruthrauff watershed. Although this is a designated critical basin, neither detention nor threshold retention will be required due to the minimal imperviousness added to the site.

No conditions are requested.
