| 05/03/2010 | JOHN BEALL | COMMUNITY PLANNING | REVIEW | Approved | PLANNING & DEVELOPMENT SERVICES DEPARTMENT SE-10-42 (Revised IPC) Cricket - Roger Road MH-1 Special Exception Pullman Neighborhood Plan and the General Plan 5/3/10 JB This proposal is for a special exception use in the MH-1 zone, to allow a cell tower facility. Both the applicant and the school district would prefer to co-locate the wireless communication antennas on the existing 93-foot high monopole that currently exists on site and houses the Amphitheater School District's Communication system. However this special exception rezoning will focus on a new 73-foot high Amphitheater School District Communication pole in which Cricket will place their antennas on it. In 2012, the existing 93-foot high pole will be removed when the Federal E-Funded contract expires. At that time the school district will place a 20-foot extension on the new pole to add their communication equipment, bringing the overall height for the new pole to a height of 93-feet. The applicant is proposing to construct a new 73-foot high monopole to a location more in the middle of the site, adjacent to an existing pine tree (23') and an existing light pole (22') within the parking area. The applicant will only have a 70-foot antenna centerline, and will be adding six flat panels, which will be far less in massing than the existing school district antennas. The Amphitheater School District site is located at 1001 W. Roger Road, west of Oracle Road. According to the Major Streets and Routes Plan, Roger Road is a collector. Access to the site will be from Roger Road. The monopole will be located west of the main building, adjacent to the parking lot. The equipment lease area will be approximately 10' x 15' and located next to the monopole, enclosed by a 5- to 8-foot blocked wall. Surrounding Land Uses and Zones: To the north of the site is MU - Zoning - Pima County; to the east is C-2 Zoning - City of Tucson; to the south is MH-1 Zoning - City of Tucson; and to the west is MH-1 and R-3 Zoning - City of Tucson. Residential uses are to the west, south, and north; while commercial uses are to the east. Policy Summary: The site is within the bounds of the Pullman Neighborhood Plan. Although, no specific policy direction is provided for wireless communication proposals the purpose of the Plan is to encourage a qualitatively improved pattern of development within the Pullman Neighborhood and to aid in decisions regarding future rezoning requests. Land uses that conflict and inhibit residential development should be located outside the Pullman Neighborhood. More specific policy direction is provided by the General Plan, in Element 4, Character and Design, under supporting Policy 3.7 that requires, if possible, telecommunications facilities be located, installed and maintained to minimize visual impacts and preserve views. Visual impacts are a key consideration during the review process. Policy 4.6 (General Plan, Element 4) promotes the coordination of efforts of government, private developers and utility firms to improve the appearance of above-ground utilities and structures. Action 5.5A is to consider incentives for telecommunications providers to install infrastructure in older as well as newer neighborhoods, to increase opportunities for all citizens to have access to high-tech telecom services. Sufficiency of Information to Determine Plan Compliance - The applicant attended a rezoning pre-submittal meeting on April 21, 2010. Staff commented that the formal application should propose some kind of stealth treatment of the monopole, and screening/landscaping of the equipment compound, to mitigate any negative visual impacts. Per the applicant's revised design - Cricket's wireless communication system will only have a 70-foot antenna centerline, and will be adding six flat panels, which will be far less in massing than the existing school district antennas. The applicant held a neighborhood meeting on February 25, 2010. The applicants were the only attendees. To date they have had no objections regarding the project. Summary - A plan amendment is not required; the applicant has provided sufficient information to demonstrate compliance with the land use plan policies. It is recommended that this application be accepted for processing. Plan Policy General Plan Element 4:Community Character and Design Policy 3: Preserve scenic views of natural features and community landmarks. Supporting Policy 3.7: Require that, whenever possible, telecommunications facilities be located, installed, and maintained to minimize visual impact, preserve views, and be consistent with the City's adopted land use plans and policies. Cabling and fiber optics should be installed underground where possible, and the visual impact of cellular towers will be a prime consideration in the City's acceptance and approval. Policy 5: Promote neighborhood identity and visual character 5.5 A Consider incentives for telecommunications providers to install infrastructures, not only in the newer areas, but also in older neighborhoods to increase opportunities for all citizens to have access to high-tech telecom services. Policy 6.6 Solutions and strategies included in the design Guidelines Manual should be utilized to provide an improved level of community design Pullman Neighborhood Purpose: The purpose of the Plan is to encourage a qualitatively improved pattern of development within the Pullman Neighborhood and to aid in decisions regarding future rezoning requests. Policies 1. The Pullman Neighborhood should develop as a predominantly residential neighborhood. Land uses which conflict and inhibit residential development should be located outside the Pullman Neighborhood. Design Guidelines Manual e. Design Context and Neighborhood Character (1.B.2.e) Intent - Improve the character of new projects and reinforce existing architectural character in established neighborhoods. Solution - Harmonize new buildings with existing buildings by incorporating design elements of the adjacent architecture including the following: · Scale and massing of structure · Finishes, materials, and colors · Site amenities such as walls and landscaping s:\caserev\SP-ECPT\SE09-10\ SE-10-42 Cricket - Roger Road.ipc |
