While the JCC PAD calls out that signs will be in accordance with the City of Tucson Sign Code; there have numerous roadway projects in the area, i.e. Alvernon Bridge and River Road expansion. This roadway improvement opened up the southern boundary of the Campus to passing vehicular, bicycle, and pedestrian traffic. Alvernon Way is not a scenic route, and the proposed signage provides signage for the campus at its now exposed southern boundary, and can serve to guide vehicles, pedestrians, and bicyclists. The Scenic Route is concerned with the preservation of views and view sheds, scenic quality of the desert. Methods proposed to preserve foreground and distant views include setbacks, building orientation, and location of development in areas less visible from the roadway. The applicant is proposing to place a wall sign on the South elevation of the existing Tucson Jewish Community Center building that: · Faces Alvernon Way, a non-scenic arterial; · Setback from Alvernon Way by 270 feet; · Proposed signage will not be visible from River Road, a scenic route; · Appears to be Setback from River Road by over 500 feet; · Located on an existing building so there appears to be no new disturbance to views or view sheds. Staff has no objection to the proposed sign request as it appears to meet the intent of the scenic corridor for preserving views and view sheds, and meets the objective and goals of the JCC PAD encouraging comprehensively planned development.
