The applicant is requesting the following sign variances:

1) To exceed the height of freestanding sign to 11'-11"
2) To exceed the allowable square feet to 64 square feet
3) Allow freestanding sign to be placed in the Scenic Buffer

The proposed sign is within the Civano PAD - Neighborhood 1 District, a master planned community that was designed on the principles of sustainability, including the configuration of land uses which minimize the use of fossil fuel and automobile travel. It was anticipated that Neighborhood 1 would develop outward from the Town Center. The goal was to provide a very close physical proximity between home-job-shopping. It should be noted that when the Civano master planned community was updated to include the Sierra Morado and Pavilions Districts, that the Pavilions commercial district was sited right on Houghton as the master developer stated that commercial land uses can not survive without direct exposure to major arterial roadways.

The Civano PAD recognizes that the primary access to the Town Center will be from Houghton Road. The Civano PAD specifically calls out that non-residential uses, including those in the interior like the Town Center, take full advantage of the Houghton Road corridor as a major street to heighten retail exposure. And the non-residential uses within the Civano PAD are to provide commercial/employment services to the various Civano residential neighborhoods as well as to the surrounding communities.

Although the freestanding sign will be placed in the Scenic buffer, this is consistent with the existing edge treatment found along this portion of Neighborhood 1. And it is consistent with the intent of the policies in the Major Streets and Routes Plan, which are concerned with the preservation of views and the natural qualities of the surrounding the area. The proposed sign appears to be integrated architecturally into an existing wall structure and landscape, mitigating any disturbance to view windows or the foreground. The double-sided sign promotes safe visibility along Houghton.

The proposed request for a sign variance is consistent with the goals and objectives of the Civano PAD.
