PROJECT: Freeway Industrial Loop Lot 1
T10CM00728
Site Plan (1st Review)

TRANSMITTAL DATE: April 12, 2010

COMMENTS: Please resubmit revised drawings and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

1. This site plan was reviewed for compliance with the City of Tucson Development Standards (D.S.) and Land Use Code (LUC). This project has been reviewed for full code compliance for the entire site.

2. Per a discussion with David Rivera this project is an expansion of vehicle parking for the existing Long property to the north. Provide a copy of a recorded Covenant Regarding Development and Use of Real Property prior to approval of the site plan.

3. Base on the provided last approved site plan, sheet D-2 has a note in the lower right hand corner that states, "FOR ZONING APPROVAL SEE D-1A & D-2A" provide copies of these sheets.

4. Per LUC Section 3.3.3.12 Expansions, if an expansion is twenty-five (25) percent or greater or if a series of expansions cumulatively results in a twenty-five (25) percent or greater expansion in land area, floor area, lot coverage, or vehicular use area, the requirements of this Division apply to the entire site. That said based on the provided last approved site plan there was and expansion of vehicle use area on the northwest side of the proposed building. Based on a rough calculation this prior expansion was approximately 4,200 sq. ft., or 7% expansion, of vehicle use area plus the proposed 14,212 sq. ft for this project equals a 32.6% therefore full code for the entire site.

5. Based on the current aerial photo and the provided last approved site plan there appears that seventeen (17) vehicle parking spaces remove from the south end of the existing building and a fence installed. Demonstrate on the plan how D.S 3-05.2.1.3 & D.S. 3-05.2.2.D are met and provided a revised vehicle parking space calculation, see comment 14 below.

6. D.S. 2-02.2.1.A.9 Based on the uses provided on the last approved site plan the addition of 44 vehicle parking spaces would require an additional 7 Class 2 bicycle parking spaces, 44 x 15% = 6.6% or 7. Provide a Class two bicycle parking detail that provides; materials for lighting, paving, and security; fully dimensioned layout; location; specific type of rack and the number of bicycles it supports; and the location and type of directional signage. Refer to D.S. 2-09.0 for layout requirements.

7. D.S. 2-02.2.1.A.11 Per LUC 3.3.7.2.C.4 The minimum width of a two-way parking area access lane (PAAL) is twenty-four (24) feet wide. That said the two southern entrance PAALs do not meet this requirement.

8. D.S. 2-02.2.1.A.13 If applicable show the location, size and height of existing and proposed free standing signage on the plan.

9. D.S. 2-02.2.1.A.25 If applicable show any existing and proposed site lighting on the plan.

10. D.S. 2-02.2.1.A.31 Provide all existing use, based on uses defined in the LUC, on the plan so that all calculations can be verified.

Per a discussion with David Rivera this project is an expansion of vehicle parking for the existing Long property to the north. That said per D.S. 2-02.2.2.B All the required calculations need to reflect the entire site.

11. D.S. 2-02.2.2.A.1 Gross lot area.
12. D.S. 2-02.2.2.A.2 Floor area for each building.
13. D.S. 2-02.2.2.A.3 Floor area ratio.
14. D.S. 2-02.2.2.A.4 Vehicular and bicycle parking spaces required and provided, including handicapped. The vehicle parking space calculation needs to reflect the vehicle parking spaces removed along the south end of the building and the new vehicle parking spaces added per this plan. Provide a bicycle parking calculation based on the total number of vehicle parking spaces provided for the entire site.
15. D.S. 2-02.2.2.A.5 Number of loading spaces required and provided.
16. D.S. 2-02.2.2.A.5 Percentage of vehicle use area and or lot area expansion. If the building(s) or lot area have been previously expanded, those calculations shall be included. Provide a cumulatively vehicle use area expansion calculation and a lot area expansion calculation, see comment 4 above.
17. Depending on how the above comments are addressed addition comments may be forth coming.

04/19/2010 JASON GREEN ENGINEERING REVIEW Denied DATE: April 19, 2010
SUBJECT: 3260 N Freeway Industrial Loop Site Plan- Engineering Review
TO: A23 Studios Attn: Jose Ceja
LOCATION: T13S R13E Sec27 Ward 1
REVIEWERS: Jason Green, CFM
ACTIVITY: T10OT00728 (Site Plan)

SUMMARY: Engineering Division of Planning & Development Services Department has received and reviewed the Site Plan (T10OT00728) and Drainage Statement (David G Laredo, PE, 30MAR10) for the above referenced property. Engineering Division does not recommend approval of the Site Plan application at this time. The following items need to be addressed:

SITE PLAN COMMENTS:

1) Revise the plan sheets to label the assigned activity number T10OT00728 where referenced by "T10CM_____." Provide the reference to the required grading plan activity number on Sheet 3 unless a separate grading plan will be provided due to the cut and fill quantities.

2) DS Sec.2-02.2.1.A.8: Refer to comments from Ron Brown, RA Structural Plans Examiner for all handicap and ANSI Standard requirements that apply to this project.

3) DS Sec.2-02.2.1.A.8: Label and dimension the intersection radii for the PAAL entrance point. Per DS Sec.3-05.2.1.3 when PAALs are designated as fire lanes or are used as access lanes for refuse collection or loading zones, a minimum unobstructed radius of eighteen (18) feet is required where they intersect another PAAL. A minimum unobstructed radius of five (5) feet is required, clarify.

4) DS Sec.2-02.2.1.A.16: Revise the site plan sheets and keynote references to label the required widths of the proposed curb cuts (Keynote #8). Verify that the curb cut detail provides a terminal section (SD #212) with the extruded curbing at the concrete headers.

5) DS Sec.2-02.2.1.A.16: Revise Keynote #21 and/or Detail F/1 to clarify if the riprap splash pad is to be hand placed grouted with WWF or hand placed with filter fabric. Clarify the 3'x4' dimension to show 3'Wx4'L for construction purposes.

6) Be advised that further comments may be forth coming on resubmittal of the Site Plan.

GRADING PLAN:

7) DS Sec.11-01.2.1: A grading permit application will be required for this project due to the proposed cut and fill quantities. A grading plan and a grading permit application will be required after site plan approval and prior to any construction activity. For convenience the proposed plan set can be changed to be both a site/grading plan as long as a grading application is applied for and references to a grading plan is provided on the plan set (Sheet 3).

8) Please ensure that any future grading plan will be consistent with the site plan and Drainage Statement. Grading standards may be accessed at: http://www.ci.tucson.az.us/dsd/DevStandsTOC.pdf

GENERAL COMMENTS:

Please provide a revised Site Plan that addresses the comments provided above. Include a comprehensive response letter and any supplemental information addressing in detail responses to all of the above comments. Enclose "redlines" with the resubmittal package.

Further comments may be generated upon resubmittal of the Site Plan review.

For questions or to schedule an appointment I can be reached at 837-4929.

04/20/2010 ANDREW CONNOR NPPO REVIEW Approved
04/20/2010 ANDREW CONNOR LANDSCAPE REVIEW Denied 1. If the expansion is 25% or greater or if expansions as of February 15, 1991 cumulatively result in a 25% or greater expansion in land area, floor area, lot coverage, or vehicular use area, the requirements of this Division apply to the entire site per LUC 3.7.1.2.B.

2. A street landscape border, per Sec. 3.7.2.4 of the LUC, is a landscape area with a minimum width of ten (10) feet, running the full length of the street property line(s) bounding the site except for points of ingress-egress. On streets designated as Major Streets and Routes (MS&R), the street landscape border is measured from the MS&R right-of-way line as determined by LUC 2.8.3.4. Dimension all street landscape borders accordingly.

3. In situations where the street landscape border is wider than the minimum ten (10) foot requirement, the landscape border width needs to be determined for the purposes of calculating the fifty (50) percent vegetative coverage requirement, Sec. 3.7.2.4 of the LUC. The width is that area between the required screen and the property line. Landscape buffer along Freeway industrial Loop is wider than 10' include coverage or revise plan as necessay.

4. Fifty (50) percent or more of the street landscape border area must have shrubs and vegetative ground cover per LUC 3.7.2.4

5. Indicate square footage of all landscaped areas and calculation of the percentage of vegetative coverage per DS 2-07.2.2.2.g.

6. A 30" continuous screen along street frontages for vehicle use area must be provided per LUC Table 3.7.2-I.

7. The screening requirement is in addition to the landscape requirements. The use of vegetation to satisfy the screen requirement is allowed only to provide for alternative treatment and is not in any way meant to imply that the vegetative screen can also be used to meet the landscape requirement.

8. Add the following comments to the landscape plan

DS 2-06.6.0 MAINTENANCE STANDARDS.

" Any plant material in areas of required landscaping that does not survive will be replaced with an equivalent size and species within thirty (30) days.

" Plant material will be pruned as necessary to control size but not to disrupt the natural growth pattern or characteristic form of the plant except as necessary to achieve height clearance for visibility and pedestrian passage or to achieve a continuous opaque hedge if required.

" Clipping and pruning of the plant material are required to allow maximum shading while preserving surveillance opportunities and preventing obstructive overhang into walks, curb areas, drives, and line of sight triangles. For general guidelines on height clearance of tree canopies, refer to Sec. 2-06.3.6.D, Sec. 2-06.3.6.E, Sec. 2-06.3.6.F, and Sec. 2-06.3.7.D.

" All dead or removed plant material will be replaced with plant material acceptable under the requirements of the xeriscape landscaping regulations.

" Replacement material will be a minimum fifteen (15) gallon size for trees and five (5) gallon size for shrubs.

9. Landscape plan shall include irrigation specification design and layout per DS 2-06.5.4.A & DS 2-06.5.4.B including source of irrigation, sleeves for driveways and sidewalks, locations of valves, low-flow bubblers or drip irrigation.

10. All landscape areas will be depressed to accept water flow from roofs, PAAL, and parking areas. Show by detail or spot elevations how landscape areas will accommodate water harvesting. Indicate on the landscape plan the water harvesting areas.

11. The site plan and landscape plan must show identical site layout to avoid conflict between the two plans. Ensure that all changes to the site plan are reflected on the landscape plan.

12. Additional comments may apply.
