Below are comments on the lighting modification & electrical repair
resubmittal (8/3/10) for COT ID# 38 at 724 North Main Avenue (T10EL00832).
The electric service was disconnected and the meter removed prior to July
22, 2010. As such, the service no longer exists and there is no basis for
replacement under the Stipulation. The comments below are provided in the
event that such a basis is subsequently established.

The comment regarding the replacement panel is new, but the upgrade from the
current service configuration to a 206 panel is so substantial without any
need to meet NEC minimums, that it should be addressed now for pending and
future panel replacements on single-faced billboards.

1. Notes (Bullet #7), Manufacturer's Literature Sheet, Electrical Riser
Diagram, Elevation & Panel Schedule (including entries for Amperes, Mains,
Height, Width & Depth): change replacement panel (206PROG (206MRPS in the
Elevation)) to a 122 panel; for a single faced billboard, there is no need
for the upgrade from the current 122 panel to the 206 panel
where the 122 is permissible under the 2005 NEC (230.79; two branch
circuit maximum: one for timer controls and one for lighting).

2. Panel Schedule: correct the volt-amp entries for Circuit #1 and
associated sums, based on the ballast manufacturer's stated input
watts (248 watts per two lamp fixture (F96T12HO)), if the 125% continuous
load factor is applied in the panel schedule, this figure would then be
312.5 v-a; if otherwise, provide the calculations as to how the v-a entries
were arrived at; these entries need to be standardized for all pending and
future panel schedules.

1. End View: delete one of two backrails, as per 5/9/10 Comment #4
(replacement of one angle iron light support with a wood backrail has only
been accepted where there were no existing backrails at all).

2. New Ballast: include the manufacturer's spec for input watts for the
application.
