COMMENTS: Please resubmit revised drawings and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

1. This site plan was reviewed for compliance with the City of Tucson Development Standards (D.S.) and Land Use Code (LUC) for full code compliance for the entire site.

2. It appears some type of lot split is proposed. This lot split must be completed prior to approval of the site plan. Provide documents showing that this lot split has been processed through the City of Tucson's Planning and Development Services Department.

3. D.S. 2-02.2.1.A.3 It is unclear how this project has an address of 3000 E. Fairland Stravenue as it has no street frontage along Fairland. Once comment 2 above has been addressed a new address will be required. Zoning recommends that until comment 2 above has been addressed that an administrative address be acquired from Pima County addressing.

4. D.S. 2-02.2.1.A.6 Provide building overall dimensions and a building height within the footprint of the building on the site plan.

5. D.S. 2-02.2.1.A.7 As 36th Street is a Major Street and Route the street perimeter yard setback is based on LUC Section 3.2.6.5.B. That said the required street perimeter yard is measured from the back of future curb. Show the future curb on the plan and provide a perimeter yard setback dimension from the building to the back of future curb. Zoning acknowledges that the proposed building will meet the street perimeter yard setback.

6. D.S. 2-02.2.1.A.8 It appears that the sidewalk along the east side of the proposed building is less than 6'-6". That said wheel stops will be required to prevent vehicles from encroaching into the minimum four (4) foot width for a sidewalk.

7. D.S. 2-02.2.1.A.8 On the "PARKING STALL" and "ADA PARKING STALL" detail shown the wheel stops and provided a location dimension based on D.S. 3-05.2.3.C.2.

8. D.S. 2-02.2.1.A.9 Provide a detail for the proposed bicycle parking. The detail shall include; materials for lighting, paving, and security; fully dimensioned layout; specific type of rack and the number of bicycles it supports. Review D.S. 2-09 for the layout requirements.

9. D.S. 2-02.2.1.A.10 Show both the existing and future sight visibility triangles (SVT's) on the site plan.

10. D.S. 2-02.2.1.A.12 The legend, on sheet C-2, calls out "ADA/PEDESTRIAN ACCESS" denoted by a triangle and "BICYCLE ACCESS" denoted by a circle. It appears that the two symbols have been interchanged, please clarify.

11. D.S. 2-02.2.1.A.12 Per D.S. 2-09.3.2 Pedestrian Sidewalks. The bicycle access through the development will be separate from pedestrian ways. Vehicular access may be used as bicycle access. Bicycle access to a parking facility may cross a pedestrian way at a right angle. That said it appears that the proposed bicycle access is using required pedestrian/accessible access for it access route.

12. D.S. 2-02.2.1.A.12 Provide a width dimension for all proposed sidewalks on the plan.

13. D.S. 2-02.2.1.A.13 The proposed monument sign, called out under construction note 27 appears to encroach into the proposed parking area access lane (PAAL). Per D.S. 3-05.2.2 a minimum distance of two (2) feet must be maintained between a PAAL and any wall, screen, or other obstruction, provided pedestrian activity is directed to another location. Relocation the sign to meet the two (2) foot setback.

14. D.S. 2-02.2.1.A.18 Label 36th Street as an "MS&R ROUTE".

15. D.S. 2-02.2.1.A.20 If applicable all easements must be shown graphically on the site plan together with recording docket and page reference.

16. D.S. 2-02.2.1.A.31 Provide the existing use on the plan.

17. D.S. 2-02.2.1.A.31 The proposed use must be listed as a use shown in the LUC. "COMMERCIAL" is not a use listed in the LUC. The proposed use for this project should be listed as "GENERAL MERCHANDISE SALES "28", SUBJECT TO: SEC. 3.5.9.2.C"

18. D.S. 2-02.2.1.A.32 There appears to be three (3) sets of gates proposed for the effuse container enclosure. It does not appear that a collection vehicle will be able to access the western most gates with out crossing over required parking spaces. Clearly show on the site plan how a collections vehicle will be able to access this area with out crossing over required parking.

19. D.S. 2-02.2.A.4 The provided bicycle parking calculation is not correct. Per LUC Section 3.3.3.5 Bicycle Parking Requirements. The number of required bicycle parking spaces is calculated as a percentage of the total number of motor vehicle parking spaces provided. Per LUC Section 3.3.4 RETAIL TRADE USE GROUP, General Merchandise Sales, Bicycle: Eight (8) percent - fifty (50) percent Class 1 and fifty (50) percent Class 2. That said eight (8) percent of 40 = 3.2 or 3 bicycle parking space required.Per LUC Section 3.3.7.8.A. Any use providing less than fifty (50) motor vehicle parking spaces may substitute Class 2 spaces for Class 1 spaces. For your information a single inverted "U" bicycle rack can support two (2) bicycles.

20. D.S. 2-02.2.A.4 4 Adjacent to the bicycle parking calculaiton there is a "(T2)" please clarify what this stands for.

21. D.S. 2-02.2.A.5 Provide a loading space calculation that includes the number requried and provided.
22. Depending on how the above comments are addressed addition comments may be forth coming.

4. A 30" continuous screen along street frontages for vehicle use area must be provided per LUC Table 3.7.2-I. The screening requirement is in addition to the landscape requirements.

5. Vegetation with a height greater than thirty (30) inches cannot be located within the sight visibility triangle (SVT) required by Development Standard 3-01.0. Indicate existing and future SVT's on the landscape plan.

6. Revise note pertaining to dust control to read: All areas and the area between the right-of-way line and sidewalk and the area between the sidewalk and the curb, if not covered with vegetation, shall be covered with an appropriate inorganic ground cover, such as decomposed granite.

7. DEVELOPMENT STANDARD 10-03.0 COMMERCIAL RAINWATER HARVESTING applies to all commercial development plans submitted after June 1, 2010. Include plan with next submittal.

8. Storm water detention/retention basins not shall be landscaped to enhance the natural configuration of the basin. Plants located in the bottom one-third (1/3) of the detention/retention basin must be adaptable to periods of submersion. Design criteria are set forth in Development Standard 10-01.0.

DS 2-06.6.0 MAINTENANCE STANDARDS

" Any plant material in areas of required landscaping that does not survive will be replaced with an equivalent size and species within thirty (30) days.

" Plant material will be pruned as necessary to control size but not to disrupt the natural growth pattern or characteristic form of the plant except as necessary to achieve height clearance for visibility and pedestrian passage or to achieve a continuous opaque hedge if required.

" Clipping and pruning of the plant material are required to allow maximum shading while preserving surveillance opportunities and preventing obstructive overhang into walks, curb areas, drives, and line of sight triangles. For general guidelines on height clearance of tree canopies, refer to Sec. 2-06.3.6.D, Sec. 2-06.3.6.E, Sec. 2-06.3.6.F, and Sec. 2-06.3.7.D.

" All dead or removed plant material will be replaced with plant material acceptable under the requirements of the xeriscape landscaping regulations. Replacement material will be a minimum fifteen (15) gallon size for trees and five (5) gallon size for shrubs.

" Regular landscape maintenance should ensure water efficiency and include, but not be limited to, pruning, mulching, weeding, and litter removal.


10. The site plan and landscape plan must show identical site layout to avoid conflict between the two plans. Ensure that all changes to the site plan are reflected on the landscape plan.

Site Plan:

1. Please include a response letter to the comments along with the corrected copies of the SP.
2. All lettering and text (upper or lower case), and numbering, to be a minimum of 3/32 inches in height to assure the plan will be legible during review and when digitized and/or reduced for archiving per DS 2-01.
3. Provide a Location Map (3" = 1 mile).
4. Revise all references to other municipal agencies to reference the City of Tucson, Pima Co. and/or Arizona Dept. to Transportation references.
