Ornelas & Associates LOCATION: T14S R13E Sec14 Ward 1 REVIEWERS: Jason Green, CFM ACTIVITY: T10CM03100 (Site Plan) SUMMARY: Engineering Division of Planning Development Services Department has received and reviewed the revised site plan (T10CM03100) for the above referenced property. Engineering Division does not recommend approval of the site plan at this time. Due to field conditions found after a PDSD field visit new comments have been generated in order for the site to meet full code compliance and not require a revised site plan prior to Final Site Inspection after construction. The following items need to be addressed: SITE PLAN COMMENTS: 1) DS Sec.2-02.2.1.A.8: Revise the site plan and the referenced keynote (#15) for the curbing located along the east side of the entrance driveway. The existing curbing is maximum 4-inches and does not meet the 6-inch requirement, remove the "(E)" so that new curbing maybe constructed. 2) DS Sec.2-02.2.1.A.8: Field visit showed that the existing block wall located along the northwest corner of the property is not built along the property line. This alignment of the wall does not correspond to the proposed dimensions. The wall alignment does not allow for the 6-foot water harvesting area which in turn throws of the parking stall dimension and then the minimum PAAL width of 24-feet as shown per the proposed site plan. It appears that the new proposed parking area, curbing and sidewalk will need to be re-dimensioned 2-feet to the east to allow for all of the minimum requirements for parking stalls, PAAL widths and sidewalk locations. 3) DS Sec.2-02.2.1.A.12: Field visit showed that there is a swamp cooler attached to the west side of the Covered Court Yard that encroaches into the sidewalk area. The bottom of the cooler is less than the required 84-inces and the vertical supports do not allow for the clear 4-foot width. A Development Standard Modification Request may be applied for to reduce these dimensions if it is not feasible to relocate or adjust the cooler to allow for the requirements. Provide the DSMR case number, date of approval and any conditions applicable as a note on the site plan once the DSMR is approved. 4) DS Sec.2-02.2.1.A.12: Field visit showed that the existing sidewalk located within the right-of-way is maximum 4-feet. A 5-foot sidewalk is required due to the full code requirements. A Development Standard Modification Request may be applied for to reduce this dimension however the plan must correctly label it has existing 4-feet. Provide the DSMR case number, date of approval and any conditions applicable as a note on the site plan once the DSMR is approved. 5) DS Sec.2-02.2.1.A.12: Field visit showed that there is an existing ramp within the existing sidewalk located at the door along the west side of the main structure. The existing ramp does not meet the 2% maximum longitudinal slope for ANSI requirements. This may pose an issue when trying to obtain final inspection; it is recommended that you review this with Ron Brown, RA Structural Plans Examiner to ensure that the site meets all ANSI requirements and provide an required changes on the site plan for construction purposes. 6) DS Sec.2-02.2.1.A.16: Label all curb opening locations on the site plan in plan view with the referenced detail 4/1. It appears that there are only 2 locations located at the back-up spur, however the site plan needs to clearly show them for construction purposes. 7) DS Sec.2-02.2.1.A.25: Field visit showed that there are 2 existing light poles that are not labeled on the plan located within the proposed water harvesting area on the west side of the property. The location of the poles appears to encroach into the 2.5-foot overhang required when using 15.5-foot long parking stall. Clearly label the poles on the site plan and verify the clear 2.5-foot space for the overhang. 8) DS Sec.2-02.2.1.A.26: Label Keynote #20 in plan view for the landscape area in front of the Covered Court Yard, for clarity. Note that the existing tables and pavers will not be allowed unless the Use is reviewed through the Zoning Section and all parking or LUC comments/calculations are provided. 9) DS Sec.2-02.2.1.A.27: Field visit showed that the existing 4-foot high metal fence has a rolling gate. Per LUC requirements a note must be on the site plan to state that the gate is to remain open during business hours (refer to Steve Shields, Senior Planner for exact wording). 10) DS Sec.2-02.2.1.A.27: Field visit showed that there are 2 existing gates located at the northeast and southeast corner on the east side of the building. These need to be labeled in plan view for site plan consistency. 11) DS Sec.2-02.2.1.A.32: Field visit showed that there is an existing utility pole located directly in front of the proposed pedestrian gate adjacent to the refuse container. This pole is only 2-feet from the wall and does not allow for the minimum 3-foot ANSI requirement nor will it allow access for the 95 gallon Recycle Container required by Environmental Services. Relocating the sidewalk and gate location is required for access; the site plan must be revised to reflect the new location of both. GENERAL COMMENTS: Please provide a revised site plan that addresses the comments provided above. Include a comprehensive response letter addressing in detail responses to all of the above comments. Enclose "redlines" with the resubmittal package. Further comments may be generated upon resubmittal of the site plan review. A meeting is scheduled for 15DEC10 to discuss the above comments to ensure a plan approval on the 4th submittal. For questions I can be reached at 837-4929. An approved site or landscape plan is required indicating how the project will comply with LUC requirements when the MS&R right-of-way can no longer be used as part of the site. Such plan is to be an exhibit to an executed covenant for recordation stating the responsibility of the property owner, successor, or assignee as to the removal of improvements and compliance with the LUC at no cost to the City. Obtain MS&R covenant prior to landscape approval. 2. Ensure that all Engineering comments and appropriate revisions are addressed. |
