TRANSMITTAL DATE: December 7, 2010

COMMENTS: Please resubmit revised drawings and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

1. This site plan was reviewed for compliance with the City of Tucson Development Standards (D.S.) and Land Use Code (LUC) for full code compliance for the entire site due to a greater than 25% expansion of vehicle use area.

2. D.S. 2-02.2.1.A.12 Southwest corner of the "DINING AREA (E) COVERED COURTYARD" there is what appears to be a column. This column appears to reduce the sidewalk to less than the required 4'-0". Provide a width dimension for this area. If the sidewalk is less than 4'-0" but not less than 3'-0" clear a Development Standard Modification Request (DSMR) can be applied for. If a DSMR is applied for and approved provide a note on the plan that includes the DSMR number, date of approval, what was approved.

3. This comment was not addressed per the review response letter. There is a keynote 13 that points to what appears to be gates. Keynote 13 addresses "(E) ¾" WL & WM W/BFVP". This keynote does not address removal of the gates and infill of the wall. Based on the most current aerial photo the area shown as "(E) UNDISTURBED AREA (LANDSCAPING) TO REMAIN AS IS" shown in the northeast corner of this site is being used for vehicle use. This area is also being accessed from an alley way. This area may not be accessed from the alley and used for vehicle parking. Provide a note on the plan stating "NO VEHICLE ACCESS FOR THIS AREA". Also provide a note on the plan stating "THE EXISTING GATE IS TO BE REMOVED AND INFILLED WITH BLOCK TO MATCH THE EXISTING."
4. Depending on how the above comments are addressed addition comments may be forth coming.

SUMMARY: Engineering Division of Planning Development Services Department has received and reviewed the revised site plan (T10CM03100) for the above referenced property. Engineering Division does not recommend approval of the site plan at this time. The following items need to be addressed:


SITE PLAN COMMENTS:

1) Acknowledged.

2) Restated: Since the site plan will be used as the construction document all General Notes, details, dimensions and keynotes must be added to the plan set. This is to include curb cuts, gate removal, sidewalk widths, and vertical curbing. This comment was not fully addressed on the 2nd submittal.

3) Restated: Provide a General Note on the site plan that references all special overlay zones that are applicable to this site, specifically state that "The plat is designed to meet the overlay zone criteria for Major Streets and Routes (MS&R) Setback Zone, LUC Sec.2.8.3." This comment was not fully addressed on the 2nd submittal.

6) Restated: DS Sec.2-02.2.1.A.8: Revise the site plan to include the referenced keynote (#15) to the proposed 6-inch curbing located along the east side of the entrance driveway. This comment was not fully addressed for all areas of new curb.

7) Restated: DS Sec.2-02.2.1.A.8: It is acknowledged that the gate is to be removed and the block wall in filled. However the site plan must clearly delineate Keynote #19 in plan view for this area. Currently the site plan shows Keynote #13 which is for "¾" WL &WM W/BFVP." Clarify Keynote #19 in plan view and clarify the abbreviations used in Keynote #13. This comment was not fully addressed on the 2nd submittal.

9) Acknowledged: Per the email from TDOT, Jose Ortiz, PE the 25-foot radii are not required on this project.

10) Restated: DS Sec.2-02.2.1.A.12: Clarify all sidewalk dimensions on the site plan for all proposed and existing sidewalks, specifically the sidewalk located adjacent to the column of the covered courtyard. The minimum width for the sidewalk is required to be 4-feet, verify. If the sidewalk is less than 4-feet, but greater than 3-feet a Development Standard Modification Request may be applied for. Provide the DSMR case number, date of approval and any conditions applicable as a note on the site plan once the DSMR is approved. This comment was not fully addressed on the 2nd submittal.

14) Restated: DS Sec.2-02.2.1.A.16: Revise the site plan to provide the minimum widths for all proposed curb cuts. Provide a detail for the curb cuts clearly dimensioning width and terminal section of curb. Label all opening locations on the site plan with a keynote referencing the detail for clarity. This comment was not addressed at all on the site plan or within the comment letter for the 2nd submittal.
