COMMENTS: Please resubmit revised drawings and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

1. This site plan was reviewed for compliance with the City of Tucson Development Standards (D.S.) and Land Use Code (LUC) for full code compliance for the entire site due to a greater than 25% expansion of vehicle use area.

2. D.S. 2-02.2.1.A.2 Provide a legal description on the site plan.

3. D.S. 2-02.2.1.A.6 There is a "(E) COURTYARD (COVERED)" shown on the plan. Based on the most current aerial photo this courtyard has been enclosed. Provide documentation that this enclosure has been permitted.

4. D.S. 2-02.2.1.A.6 Based on the most current aerial photo there is what appears to be a storage shed located north of the existing building. Provide documentation that this storage shed has been permitted. Also provide the size and height of the shed on the plan.

5. D.S. 2-02.2.1.A.8 Provide a "C Space Depth" dimension for the proposed vehicle parking spaces shown along the east side of the parking area.

6. D.S. 2-02.2.1.A.9 As this is a full code review the existing bicycle parking does not meet the current requirements of D.S. 2-09.0. Review the current standard and revise the drawing.

7. D.S. 2-02.2.1.A.10 Show the future site visibility triangles on the site plan.

8. D.S. 2-02.2.1.A.11 Provide a dimension for the entrance drive on the site plan.

9. D.S. 2-02.2.1.A.13 If applicable show all existing and/or proposed free standing signage on the site plan along with type, size, and height.

10. D.S. 2-02.2.1.A.14 Per LUC Section 3.4.5.3 one (1) 12 x 35 foot loading space is required for this project. Show the required loading space on the plan along with the maneuvering area.

11. D.S. 2-02.2.1.A.19 Show the future right-of-way on the site plan.

12. D.S. 2-02.2.1.A.20 If applicable show all easements of record graphically on the site plan along with the recording docket and page reference.

13. D.S. 2-02.2.1.A.25 If applicable show the existing and proposed lighting layout and type on the plan.

14. D.S. 2-02.2.2.A.3 Zoning acknowledges the allowed floor area ratio (FAR) shown on the plan, provide the proposed. This FAR should include the enclosed courtyard and shed.

15. D.S. 2-02.2.2.A.4 Until the square footage of the shed provided the vehicle parking calculation cannot be verified. Provide the shed square footage in the vehicle parking space calculation.

16. D.S. 2-02.2.2.A.5 Provide a loading space calculation that includes the number of required and provided spaces on the plan.

17. Based on the most current aerial photo the area shown as "(E) UNDISTURBED AREA (LANDSCAPING) TO REMAIN AS IS" shown in the northeast corner of this site is being used for vehicle use. This area is also being accessed from an alley way. This area may not be accessed from the alley and used for vehicle parking. Provide a note on the plan stating "NO VEHICLE ACCESS FOR THIS AREA". Also provide a note on the plan stating "THE EXISTING GATE IS TO BE REMOVED AND INFILLED WITH BLOCK TO MATCH THE EXISTING."

SUMMARY: Engineering Division of Planning Development Services Department has received and reviewed the proposed site plan (T10CM03100) for the above referenced property. Engineering Division does not recommend approval of the site plan at this time. The following items need to be addressed:


SITE PLAN COMMENTS:

1) Due to the full code expansion requirement per the Zoning Section make sure that all dimensions, details, sections, keynotes, proposed improvements and all other aspects of this project meet the minimum requirements within DS Sec.2-02, 3-01, 3-05 and 6-01 and are reflected on the site plan sheets.

2) Since the site plan will be used as the construction document all General Notes, details, dimensions and keynotes must be added to the plan set. Make sure that all dimensions, details, sections, keynotes, proposed improvements and all other aspects of this project meet the minimum requirements within the above referenced sections and are reflected on the revised plan sheets. All Keynotes that call out a new structure must reference a Standard Detail for Public Improvement or a detail must be provided showing it meets the minimum recruitments within said details (i.e. a sidewalk keynote should reference Standard Detail #200).

3) Provide a General Note on the site plan that references all special overlay zones that are applicable to this site, specifically state that the plat is designed to meet the overlay zone criteria for Major Streets and Routes (MS&R) Setback Zone, LUC Sec.2.8.3.

4) DS Sec.2-02.2.1.A.2: Revise the site plan to provide a legal description for the subject parcel. Either in the title block or in the location map.

5) DS Sec.2-02.2.1.A.4: Revise the location map to accurately show the subject property. The property is south of the section line not across it.

6) DS Sec.2-02.2.1.A.8: Revise the site plan to include the referenced keynote (#15) to the required 6-inch curbing around the proposed vehicular use area for separation. Clearly show that all curbing is labeled for consistency and that a Standard Detail reference is provided for construction purposes.

7) DS Sec.2-02.2.1.A.8: Clarify the area behind (north of) the building. Per the site plan this area is to remain undisturbed with landscaping however aerial photography clearly shows that this area has been used for vehicular parking and no landscaping was visible. Provide a landscape plan showing the landscaping and the enclosure of the access gate to prevent vehicles from entering this area.

8) DS Sec.2-02.2.1.A.10: Revise the site plan to provide the dimension for the future MS&R sight visibility triangles for the PAAL entrance per DS Sec.3-01.5.3. Future MS&R right-of-way for Congress is 100-feet.

9) DS Sec.2-02.2.1.A.11: Verify and label the 25-feet radii for both sides of the proposed driveway per City of Tucson Transportation Access Management Guidelines (TAMG), Section 5.5. Refer to DS Sec.3-01.3.2.C for street development standards per MS&R design. Standard driveway entrance design or reduced radii for curb returns will require prior approval, in writing, from TDOT Permits and Codes.

10) DS Sec.2-02.2.1.A.12: Clarify the sidewalk dimension on the site plan for all proposed and existing sidewalks to include, the sidewalk in the right-of-way, the one adjacent to the south side of the building and the sidewalk that connects the building to the right-of-way.

11) DS Sec.2-02.2.1.A.12: Clarify the width of the existing sidewalk within the right-of-way. Due to full code requirements the minimum sidewalk width along the right-of-way is 5-feet. If the sidewalk is less than 5-feet a Development Standard Modification Request (DSMR) will be required to allow the sidewalk to remain as is. Provide photographic documentation that the sidewalk is in good condition and is not crack, buckled or missing in places.

12) DS Sec.2-02.2.1.A.12: Refer to comments from Ron Brown, RA Structural Plans Examiner for all onsite handicap and ANSI Standard requirements that apply to this project. At a minimum the plan must label and dimension the striped access aisle and all ramps from the handicap spot to the building.

13) DS Sec.2-02.2.1.A.14: Provide on the site plan a loading zone area and verify the maneuverability for the required loading zone. Refer to AASHTO for the national standards for turning radii. Label the minimum inside and outside radii for the loading zone to verify maneuverability.

14) DS Sec.2-02.2.1.A.16: Revise the site plan to provide the minimum widths for all proposed curb cuts. Provide a detail for the curb cuts clearly dimensioning width and terminal section of curb. Label all opening locations on the site plan with a keynote referencing the detail for clarity.

15) DS Sec2-02.2.1.A.16: Provide a note on the site plan to state; "Water Harvesting Areas to be depressed a minimum of 6-inches." Refer to the City of Tucson Water Harvesting Guidance Manual, Ordinance # 10210 for recommendation on how to construct and maintain the required water harvesting areas for onsite flow containment.

16) DS Sec.2-02.2.1.A.19: Revise the site plan to label and dimension the future right-of-way for Congress Street. The Existing right-of-way is 80-feet however the future MS&R right-of-way will be 100-feet (50-foot ½-r-o-w). Provide all dimensions for the right-of-way, the future curb and sidewalk locations and for the future 25-foot curb returns at the driveway entrance.

17) DS Sec.2-02.2.1.A.32: Due to the full code compliance of the site plan provide written approval from Environmental Services that the existing refuse pick up (enclosure and maneuverability) are still acceptable or if any changes will be required to meet their Refuse Standards within DS Sec.6-01. Any changes required will need to be shown on the site plan with accurate details.

18) DS Sec.2-02.2.1.C: The site plan must be accompanied by a landscape plan with information specified in DS Sec.2-07. The site plan and landscape plan must show identical site layout to avoid conflict and due to the new landscape area around the vehicular sue area.

19) Review and approval from TDOT Permits and Codes for all improvements within the public right-of-way will be required. A right-of-way use permit application will be required prior to construction. Refer to the following links for TDOT Forms and applications:

11/23/2010 ANDREW CONNOR LANDSCAPE REVIEW Denied 1. This site is reviewed under full code compliance all landscape requirements apply.

2. Submit a landscape plan to verify that the site meets minimum requirements.

3. A street landscape border, per Sec. 3.7.2.4 of the LUC, is a landscape area with a minimum width of ten (10) feet, running the full length of the street property line(s) bounding the site except for points of ingress-egress.

4. Fifty (50) percent or more of the street landscape border area must have shrubs and vegetative ground cover per LUC 3.7.2.4

5. Indicate square footage of all landscaped areas and calculation of the percentage of vegetative coverage per DS 2-07.2.2.2.g.

6. A 10' interior landscape border is required along site boundaries of the adjacent residential properties per LUC Table 3.7.2-I

7. One (1) canopy tree must be provided for every thirty-three (33) linear feet of landscape border per LUC 3.7.2.4.

8. A 5' continuous screen along street frontages for vehicle use area must be provided per LUC Table 3.7.2-I

9. A 5' screen is required for adjacent residential properties per LUC Table 3.7.2-I.

10. Within a vehicular use area, one (1) canopy tree is required for each 4 motor vehicle parking spaces and every parking space shall be located within forty (40) feet of the trunk of a canopy tree (as measured from the center of the tree trunk) per LUC 3.7.2.3.A.1.

11. Planting Plan. The planting plan and layout calculations will include the following information:

" The location of individual plants one (1) gallon or larger.

" Sizes of plants indicated in boxes, gallon cans

" Ultimate size of plants indicated by the spread of canopy, circumference of shrubs, or spread of ground cover.

" Both the proper and common name of each type of plant material.

" Location, size, and name of existing vegetation to remain in place.

" Material and areas of inert ground cover.

12. Landscape plan shall include irrigation specification design and layout per DS 2-06.5.4.A & DS 2-06.5.4.B including source of irrigation, sleeves for driveways and sidewalks, locations of valves, low-flow bubblers or drip irrigation.

13. All landscape areas will be depressed to accept water flow from roofs, PAAL, and parking areas. Show by detail or spot elevations how landscape areas will accommodate water harvesting.

14. The site plan and landscape plan must show identical site layout to avoid conflict between the two plans. Ensure that all changes to the site plan are reflected on the landscape plan.
