COMMENTS: Please resubmit revised drawings and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

1. This site plan was reviewed for compliance with the City of Tucson Development Standards (D.S.) and Land Use Code (LUC) for full code compliance for the entire site.

The following comments are based on review of sheet C1.0 and 5 of 5.

2. D.S. 2-02.2.1.A. The site plan should be drawn at a standard engineering scale no larger than l" = 60'. The 1/16"=1'-0" is an architectural scale not an engineering scale. Revise the site plan to meet an engineering scale.

3. D.S. 2-02.2.1.A.2 Provide a property description, legal description, on the site plan.

4. D.S. 2-02.2.1.A.4 Provide a location map on the site plan that meets the requirements of D.S. 2-05.2.1.D

5. D.S. 2-02.2.1.A.6 Provide overall dimensions of the proposed building on the site plan.

6. D.S. 2-02.2.1.A.7 The required street perimeter yard setback shown under "LAND USE CODE CHECK" is not correct. Based on the building height shown of 22'-6" the required street perimeter yard is 33'-9". Provide a setback dimension on the plan and revise the code check.

7. D.S. 2-02.2.1.A.8 Detail 3 sheet 5 of 5 shows the location of the truncated domes different from what is shown on sheet C1.0, please clarify.

8. D.S. 2-02.2.1.A.8 Per D.S. 3-05.2.1.3 When the side(s) of a parking space abuts any vertical barrier over six (6) inches in height, other than a vertical support for a carport, the required width for the space is ten (10) feet to provide extra width to allow passengers to enter and exit the vehicle on the side where the barrier exists. That said the vehicle parking space shown just east of the proposed bicycle parking is required to be 10'-0" wide due to the fence shown. Provide a width dimension for this parking space.

9. D.S. 2-02.2.1.A.8 As the proposed gates shown on the plan under Keynote 12 will prevent vehicles from accessing required parking provide a note on the plan stating "GATES TO REMAIN OPEN DURING BUSINESS HOURS".

10. D.S. 2-02.2.1.A.9 Provide a bicycle parking detail that provides materials for lighting, paving, fully dimensioned layout; specific type of rack. Provide the following dimensions on the detail;
a. Per D.S. 2-09.5.1.B a minimum of thirty-six (36) inches will be provided between a bicycle parking space and a perpendicular wall of other obstruction.
b. Per D.S. 2-09.5.1.B a minimum of thirty (30) inches will be provided between a bicycle parking space and a parallel wall of other obstruction as measured from the side of the bicycle rack to the parallel wall, see figure 9
c. Per D.S. 2-09.5.2 A five (5) foot wide access aisle measured from the front or rear of the seventy-two 972) inch long parking space.
d. See D.S. 2-09.0 Figure 9.for bicycle parking layout.

11. D.S. 2-02.2.1.A.10 Show all required existing and future sight visibility triangles (SVTs) on the plan. See Engineering comments.

12. D.S. 2-02.2.1.A.11 Provide a width dimension for the driveway entrance off of Plumer Ave.

13. D.S. 2-02.2.1.A.12 Near the northwest corner of the building provide a sidewalk width dimension form the proposed fence to the proposed building that clearly indicates that the minimum four (4) foot width is maintained.

14. D.S. 2-02.2.1.A.12 Provide a width for the proposed man gate shown near the northwest corner of the proposed building. Minimum width is four (4) feet.

15. D.S. 2-02.2.1.A.12 Per D.S 2-08.4.1.B a sidewalk will be provided adjacent and parallel to any PAAL on the side where buildings are located (See Figure 1). And per D.S. 3-05.2.2.B.1 A minimum setback distance of five (5) feet for a pedestrian refuge area must be maintained between any enclosed structure and a PAAL (See Figure 1). That said a sidewalk and refuge area are required along the east end of the building and the PAAL.

16. D.S. 2-02.2.1.A.12 Per D.S. 3-05.2.2.D Back-Up Spur. A back-up spur will be provided at the end of a row of parking if no ingress or egress is provided at that end. The spur will be a minimum of three (3) feet in depth, will have a three (3) foot radii, and will have a wheel barrier to prevent encroachment onto any unsurfaced areas. That said the 2'-6" distance shown for the backup spurs along the south end of the parking areas does not meet the 3'-0" requirement. Also show the distance form the curb to the property line see D.S. 3-05.0 Figure 2.

17. D.S. 2-02.2.1.A.13 Provide the size and height of the proposed sign shown on the site plan under Keynote 22.

18. D.S. 2-02.2.1.A.19 Provide a fully dimensioned right-of-way on the site plan.

19. D.S. 2-02.2.1.A.20 If applicable show all easements of record graphically on the site plan along with the recordation information, docket and page.

20. D.S. 2-02.2.1.A.25 If applicable show all proposed site lighting on the plan.

21. D.S. 2-02.2.1.A.28 Provide the zoning for the parcel located west of Plumer Ave.

22. D.S. 2-02.2.2.A.3 Provide a floor area ratio (FAR) that meets the requirement of LUC Section 3.2.11. The FAR calculation should include the allow FAR and proposed FAR.

SUMMARY: Engineering Division of Planning and Development Services Department has received and reviewed the site plan (T10CM02836), grading plan (T10BU01569), Hydrologic/Hydraulic Report (Stanley Engineering & Drainage, 08OCT10) and Stormwater Pollution Prevention Plan (Stanley Engineering & Drainage, 14OCT10) for the above referenced property. Engineering Division does not recommend approval of the site plan at this time. The following items need to be addressed:


DRAINAGE STATEMENT:

1) Provide a discussion within the Hydrologic/Hydraulic (HH) Report to include conformance with the new Commercial Rainwater Harvesting Ordinance and the proposed design of the project to meet all requirements within the Ordinance.

2) Provide a discussion and calculations for the required wall openings (basin weir outlet) at the proposed 5-foot high block wall separating the 2 basins in the northwest corner of the site. The water from all the basins on the north of the site must flow west and then outlet through the required scupper per the HH Report.

3) Revise or clarify in the HH Report the location of the ornamental steel fence that is located across the larger basin/channel along the north property line. The fence can not be an obstruction to flow and must remain open to allow water to drain per the HH Report. The HH Report must be revised to account for the obstruction and the site plan must match in design.


SITE PLAN COMMENTS:

4) DS Sec.2-02.2.1.A: Revise the site plan so that it is drawn at a standard engineering scale no larger than 1"=60' the architectural scale used does not meet the Development Standard requirements.

5) DS Sec.2-02.2.1.A: Revise the site plan to provide a sheet index on the first page for the 9 Sheets submitted for site and grading plan review. Or revise the Sheet count shown on the plan set to read Sheet 1 of 9 and then be sequential on each sheet there after.

6) DS Sec.2-02.2.1.A: Revise the site plan to correct the typographical error for the measurements in the northeast corner of the VUA. Two of the dimensions show; 2010' 8 11/16" and 3456'0." The site plan is required to be drawn at a standard engineering scale, see comment above.

7) DS Sec.2-02.2.1.A: Revise the site plan and Keynotes to reference specific details and pages. Stating "Refer to Site Details" does not meet minimum requirements. Either provide a detail or Standard Detail Reference on the site plan sheet or specifically reference the details provided on the civil grading plan sheets for clarity.

8) DS Sec.2-02.2.1.A.4: Revise the site plan to provide a location map that meets the minimum standard. Provide scale (3"= 1 mile), north arrow, section boundaries, legal description, etc.

9) DS Sec.2-02.2.1.A.8: Revise the site plan to label and dimension the required curb openings into the 6" extruded curbing that surround the landscape areas within the vehicular use area (VUA) that are proposed for passive water harvesting. Or revise the 6" extruded curbing to be concrete headers with the proposed wheel stops to allow drainage from the VUA into the planters.

10) DS Sec.2-02.2.1.A.8: Revise the site plan to provide dimensions for the required back-up spurs within the vehicular use area. Verify the minimum 3 feet in depth, 3-foot radii, and a 3 foot separation between curb and any obstruction like landscaping or fencing. Refer to DS Sec.3-05.2.2.D for clarification.

11) DS 2-02.2.1.A.8: Revise the site plan to meet the minimum requirements of DS 3-05.2.1.3. The vehicle parking space shown just east of the proposed bicycle parking is required to be 10-foot in width due to the fence. 13) DS Sec.2-02.2.1.A.10: Revise the site plan and sign location to be outside of the SVT. Or provide a note in Keynote #22 to state that any monument signs within the SVT to be less than 30-inches in height.

14) DS Sec.2-02.2.1.A.11: Verify and label the required 18-foot radii for both sides of the proposed PAAL entry point per City of Tucson Transportation Access Management Guidelines (TAMG), Section 5.5. Refer to DS Sec.3-01.3.2.C for street development standards. Standard driveway entrances will require prior written approval from TDOT for acceptance.

15) DS Sec.2-02.2.1.A.11: Revise the site plan to label the driveway width in plan view to verify minimum width requirements per Chapter 25 of the Tucson Code.

16) DS Sec.2-02.2.1.A.12: Revise the site plan to label and dimension the required 5-foot sidewalk within the right-of-way of Plumer Ave per DS Sec.3-01.3.3.A. The dimensioned 4-foot width does not meet the minimum standard.

17) DS Sec.2-02.2.1.A.12: Revise the site plan to provide a pedestrian access along the east side of the building. Refer to Zoning and ADA comments for clarification.

18) DS Sec.2-02.2.1.A.12: Refer to comments from Ron Brown, RA Structural Plans Examiner for all onsite handicap and ANSI Standard requirements that may apply to this project.

19) DS Sec.2-02.2.1.A.16: Revise the site plan to label and dimensions the required 4-foot scupper under the sidewalk within the right-of-way for the basin outlet. Per the HH Report a scupper outlet is required at this location. Provide a detail or call out to a Standard Public Detail reference for clarity.

20) DS Sec.2-02.2.1.A.16: Revise the site plan to label and dimension the required wall openings (basin weir outlet) at the proposed 5-foot high block wall separating the 2 basins in the northwest corner of the site. The water from all the basins on the north of the site must flow west and then outlet through the required scupper per the HH Report.

21) DS Sec.2-02.2.1.A.16: Revise or clarify the location of the ornamental steel fence that is located across the larger basin/channel along the north property line. The fence can not be an obstruction to flow and must remain open to allow water to drain per the HH Report. The HH Report must be revised to account for the obstruction and the site plan must match in design.

22) DS Sec.2-02.2.1.A.16: Revise the site plan to label and dimension (Keynote #5) the required water harvesting basin located south of the proposed back-up spur along the west side of the building. The drainage from the Mechanical Equipment Yard must be directed to a landscape area for water retention or a drainage design must be proposed with wall openings to allow the drainage into the water harvesting basin along the right-of-way.

23) DS Sec.2-01.2.1.A.19: Revise the site plan to label and dimension the existing right-of-way for Plumer Ave. Label the roadway as "Public."

24) DS Sec.2-02.2.1.A.20: Verify that all existing and proposed easements are labeled with recordation information on the site plan, if applicable.

25) DS Sec.2-02.2.1.A.21: Revise the site plan to label and dimension from street monument lines to the existing and proposed curbs, sidewalks, driveways and utility lines.

26) DS Sec.2-02.2.1.A.32: Revise the site plan to label and dimension the refuse maneuverability. The layout on the plan does not appear to meet the minimum inside and outside radii to allow the refuse vehicle access into and away from the proposed refuse container location without obstruction from curbing or parked cars.


GRADIN PLAN:

27) Provide the grading plan activity number associated with the project where indicated by "T10BU-."

28) Revise the Keynotes on the civil sheets to correctly reference the Page where the details are located. Currently the Keynotes reference Sheet 4 however they are on Sheet 5. Verify the page numbering once the Sheet references have been revised. See site plan comments above.

29) Revise the grading plan and Keynote #46 to revise the width of all the proposed berms to 3-feet for construction and maintenance purposes.

30) Provide filter fabric specifications either in Keynote #47 or as a separate detail for all proposed spillways and splash pads for construction purposes.

31) Revise the grading plan to label and dimension the required curb openings into the 6" extruded curbing that surround the landscape areas within the vehicular use area (VUA) that are proposed for passive water harvesting. Or revise the 6" extruded curbing to be concrete headers with the proposed wheel stops to allow drainage from the VUA into the planters.

The SWPPP report and exhibits must be signed and sealed by the engineer of record or by a Registered Landscape Architect, revise.


GENERAL COMMENTS:

Please provide a revised site plan, grading plan, HH Report and SWPPP that addresses the comments provided above. Include a comprehensive response letter addressing in detail responses to all of the above comments. Enclose "redlines" with the resubmittal package.
