COMMENTS: Please resubmit revised drawings and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

1. This site plan was reviewed for compliance with the City of Tucson Development Standards (D.S.) and Land Use Code (LUC) for full code compliance for the area of expansion only.

2. As lot lines were not provided on the site plan it appears that the propose building is going to be built across a lot line, parcels 136-29-0010 & 136-29-003A. A lot combination is required. Provide a copy of the approve Pima County Combination Request Form and a recorded Covenant Regarding Development and Use of Real Property prior to approval of the site plan.

3. This review is based on sheets A1.1 & A1.2.

4. Provide a copy of the last approved site plan with your next submittal..

5. Provide a site plan that meets the requirements of D.S. 2-02.0.

6. D.S. 2-02.2.1.A.2 Provide a property description, legal description, on the site plan.

7. D.S. 2-02.2.1.A.4 Provide a location map that meets the requirements of D.S. 2-05.2.1.D on the site plan.

8. D.S. 2-02.2.1.A.5 Show the lot lines and provide lot dimensions and bearings on the site plan.

9. D.S. 2-02.2.1.A.6 Provide the height of the proposed structure on the site plan.

10. D.S. 2-02.2.1.A.8 Provide a fully dimensioned Off-street parking layout. Provide a typical parking space details for both handicapped and standard spaces.

11. D.S. 2-02.2.1.A.9 Provide a detail for off-street bicycle parking, including materials for lighting, paving, and security; fully dimensioned layout; specific type of rack and the number of bicycles it supports. Ensure the detail meets the requirements of D.S. 2-09.0.

16. D.S. 2-02.2.1.A.13 Per LUC Section 3.4.4.1.B.2 an additional 12.x 35 loading space is required for the proposed Senior Center.

17. D.S. 2-02.2.1.A.20 If applicable graphically show all easements of record on the site plan along with the recordation information, Docket and page.

18. D.S. 2-02.2.1.A.31 Provide the existing and proposed use on the site plan. The proposed use should be listed as "NEIGHBORHOOD RECREATION "6", SUBJECT TO: SEC. 3.5.13.2 AND SEC. 3.5.13.3"

19. D.S. 2-02.2.1.A.32 Show the refuse container locations on the plan.

Per D.S. 2-02.2.2.B When the proposed site is part of a larger site, the calculations encompass the entire site, whether existing or proposed. Provide the following calculations for the entire site.

20. D.S. 2-02.2.2.A.1 Provide the gross lot area on the site plan.

21. D.S. 2-02.2.2.A.2 Provide the floor area for all buildings on the site plan.

22. D.S. 2-02.2.2.A.3 Per Development Designator "6" provide the allowed and proposed lot coverage on the site plan.

23. D.S. 2-02.2.2.A.3 Per Development Designator "6" provide the allowed and proposed floor area ration (FAR) on the site plan.

24. D.S. 2-02.2.2.A.4 Based on a proposed use of "NEIGHBORHOOD RECREATION" the proposed vehicle parking calculation is not correct. Unless each use shown on sheet A1.2 under "NEW SENIOR CENTER PARKING REQUIREMENTS" will have a separate use with a separate certificate of occupancy you cannot break out each use as shown. Also the reference to Clements Center Phase II as the last approved site plan is not correct. There have been other plans approved which include the new ball fields that need to be included in the vehicle and bicycle parking calculation.

25. D.S. 2-02.2.2.A.5 Provide a loading space calculation that provides the required and proposed on the site plan.

26. D.S. 2-02.2.2.A.6 Provide a building and vehicular use area expansion calculation on the plan.

RESUBMITTAL REQUIRED: Site Plan and Drainage Hydrology Report.

The Site Plan (SP) and Drainage Report (DR) cannot be approved as submitted. Please address the following review comments prior to the next submittal.

Site Plan:

1. Please include a detailed response letter to the comments along with the corrected copies of the SP.
2. All lettering and text (upper or lower case), and numbering, to be a minimum of 3/32 inches in height to assure the plan will be legible during review and when digitized and/or reduced for archiving per DS 2-01.
3. Please provide property description per D.S. 2-02.2.1.3.
4. Provide a Civil Site plan in the plan set or re-label one of the other site plans (i.e. grading and paving) as the civil "SITE PLAN". However if a plan is re-named the "SITE PLAN", the basic information shown on a site plan will still be required per D.S. 2-02.2.1, SITE PLAN CONTENT AND SPECIFICATIONS. The improvement plans (grading and paving) if included in the submittal can be reviewed in conjunction with Site Plan submittal.
5. Provide a smaller scale of the entire parcel showing the property lines, all improvements, the limits of the 100-yr. flood plain, EHS etc.
6. Please label lot dimensions and bearings per D.S. 2-02.2.1.5.
7. "A Floodplain Use Permit (FUP) will be required for this project. A grading permit may not be issued prior to the approval of the Site Plan. Subsequent comments may be necessary, depending upon the nature, extent of revisions and comments that occur to the plans".

17. Location and orientation of existing major physical features, such as railroad tracks and drainageways per D.S. 2-02.2.1.22. Label or show the top of the banks.
18. Please provide existing topographic contours at intervals not exceeding two (2) feet and/or spot elevations as pertinent and Bench Mark based on City of Tucson Datum, including City Field Book and page number per D.S. 2-02.2.1.23.
19. Show all fences, walls, or vegetation for screening and sight visibility by type, material, height, location and spacing per D.S. 2-02.2.1.27.
20. Show Site plan number on all sheets per D.S. 2-02.2.1.29.
21. Show refuse container location, size, and access thereto fully dimensioned per D.S. 2-02.2.1.32 and D.S. 6-01.0.

23. Please show a typical cross section of the P.A.A.L. or call out the percentage of slopes. Call out the GB at the D/W, if applicable.
24. Please show the proposed roof drainage patterns, 100% of the 10-year flow must be conveyed under the sidewalks including any other site drainage as well. Please provide supporting calculations to demonstrate compliance with D.S. 3-01.4.4. If the location(s) of the roof scuppers and/or sidewalk scuppers have not yet been decided, a general note indicating sidewalk scuppers will be used when the roof drain/sidewalk scupper locations have been designed and located and that the 10-year flow must be conveyed under any other sidewalks and/or pedestrian paths will suffice.
25. Add note: "Depress all landscaped areas 6" maximum for water harvesting".
26. "A grading permit and Stormwater Pollution Prevention Plan (SWPPP's) will be required for this project. Submit 2 sets of the grading plan and SWPPP's with text, upon completion and submittal of a grading permit application. A grading permit may not be issued prior to site plan approval. Subsequent comments may be necessary, depending upon the nature and extent of revisions that occur to the plans".

Drainage Report:
1. Please include a response letter to the comments along with the corrected copies of the DR.
2. A Drainage report is required for any site greater than one acre in size or for any site subject to detention requirements…..per S.M.D.D.F.M., chap. II, 2.1.2.
3. The content and format of the Drainage Report should follow S.M.D.D.F.M., chap. II, 2.2.
4. For all commercial or industrial developments larger than one acre in size shall provide 5-year threshold retention per the Stormwater Det./Ret. Manual, Chapter II, 2.2.
5. Add the basin(s) maintenance responsibility note and checklist per S.M.D.D.F.M. 2.3.1.6 C 1 and 2 to the DR.

Development in the floodway fringe shall:
" (13) Prohibit storage and/or processing of materials that are buoyant, flammable, explosives or that could be injurious to human, animal or plant life at the time of flooding.
" (15) Locate water supply, water treatment and sewage collection and disposal systems to eliminate or minimize infiltration of floodwaters into these systems and discharge of materials from these systems into floodwaters.
10. Show the project address or administration address and the City of Tucson SP activity number on the cover sheet of the DR.
11. Show the limits of the 100-year floodplain, erosion hazard setback line and water surface elevation per D.S. 2-02.2.1.15. The E.H.S. is measured from the top of bank or the 100-yr WSEL per S.M.D.D.F.M., Chap VII, 7.4.
12. Additional comments may be necessary depending on the content and information contained in the DR.
