New Booster Station

The electrical plans have been denied for the following:

1. There appears to be an existing service which already feeds the Control Building. Will there be any part of the new service which will feed any item in the the Control Building ?
This could be a violation of The NEC requirements for services uneder NEC 230, having two services which may feed one building.
2. Is the new service feeding from the same utility transformers as the existing service on the Control Building?
3. If the new service is for the New Booster Station, where were the existing Recirculation Pump, existing Disinfection Unit, and the existing Josyln Surge Arrestors connected previously? Where are they located?
4. How is the Disconnecting Means, as required by NEC
430.102 (A and B), for individual motors satisfied for the booster pumps ? The Air Compressor shows a control panel by it which would serve as the disconnecting means, if it diconnect the compressor.
