269. Where stairs are required to be a certain width as per occupancy calculations, the width required is to be "A Clear Width" between the handrails as required by 2006 IBC, section 1007.3. None of the stairs scale to this requirement and no dimensions are shown on the stair plans. Please redesign and provide all dimensions required for code compliance.
a. Please show handrails on all stair plans 1.5" from face of wall as per detail 4/A516.
b. Please confirm door swings of all stairs are in the path of exit travel; i.e. Stair 1 below grade level B1 through B3.
270. Detail nos. 9/A106 and 13/A106 conflict in height dimensions. Use dimensions shown on detail 9/A106.
271. During the conference of 4/19/10, refuge areas were discussed and their locations summarized.
a. As per the 2006 IBC, Section 707.14.1, elevators servicing 4 or more levels shall have a fire rated enclosed lobbies with exceptions. Please explain why levels 2 through 9 do not have an enclosed lobby. Please provide code exceptions references in the Building Code Analysis Data in the A00 sheet series.
272. Where a reduced occupant load is desired at select building areas as per 2006 IBC, Section 1004.1.1, please provide an Appeal to the building official.

SHEET A206A and all other 3rd Level Plans and Partial Plans
281. What is happening at the angled corridor partition just North of Mechanical Room 1? As per 4/19/10 conference, the third level was to be totally separated from the lobby with a 1 hour enclosure. This angled element does not appear to be a rated partition as it is opened on one end and appears to be a low partition as opposed to a full height partition.

07/28/2010 DAVE MANN FIRE REVIEW Denied Fire Comments:

Please provide a response letter with your reply to all the comments. Include the location in the plans for all corrections.

There are many conflicts that make it difficult to pinpoint what needs to be corrected. Please have the Architect, Mechanical Engineer, and Fire Protection Engineer review the entire set for consistency.

Sheet A001

1. There is no mention of Type M occupancy on this sheet but several in other plans.

Sheet A002

1. The second and third floors are not alike. Our understanding was the third floor was cut off from the second to avoid providing smoke control for the atrium. This does not appear to have been done.

Sheet A002A

1. The retail and A-2 occupancies are again intermingled and confused. If the potential for use as either retail or assembly is desired then the must be designed for the worst case of each for each code requirement.

Sheet LS204

1. The retail and assembly occupancies are again confused. If the potential for use as either retail or assembly is desired then the must be designed for the worst case of occupant load for exiting.

Sheets LS205 and A205

1. At the Meeting of April 19, 2010 there was a lengthy discussion of the occupant load for this floor. It was agreed that the South side of the floor would be calculated at one per 20 square feet not the one per 50 proposed. It is now calculated at one per 100. Please show the correct occupant load for exiting or indicate the classrooms will not be placed on this floor in the future.
2. The occupant load for this floor may require changes in the outside air and structural floor load requirements per the April 19 meeting.
3. The occupant on the grand staircase will increase and an intermediate rail would be required.
4. More spaces are required in the areas of refuge.

Sheet A205A

1. The doors from the pre-function area should swing out of the assembly room. The pre-function area was given a very light occupant load. These doors are shown swinging the other way on the exiting page LS205. This floor looks to be so revised to the point the idea of the pre-function at an occupant load of 100 square feet must be reconsidered.

Sheet A206A

1. The third floor must be cut off from the second or all the atrium provisions of IBC 404 must be followed.
2. There appears to be openings on the south side of the atrium and unprotected construction on that wall.
3. There is a rated wall around the high conference room but it is penetrated by a glass window into a hall way with unprotected doors at the end and windows and unrated construction into the atrium.

Sheets A209 and A207A

1. Provide the appeal for the in swing doors and the appeal and hardware cut sheets for the doors from the outdoor balconies per the April 19 meeting.

Sheet 701

1. Recheck the doors and hardware on this sheet to comply with the corrections in the fire and building comments.

Sheet M401

1. Provide the specifications and cut sheets for SPF's 1 and 2 to show they meet the requirements of IFC Chapters 9 and 10.
2. Provide the smoke control calculations for the stair pressurization system.
3. Provide a list of the Special Inspections required by IFC Chapter 9.

Sheet P001

1. Retail as shown on the first floor shall be protected to Ordinary II per NFPA13.

Sheet E402

1. Provide the Rational Design Report mentioned.
2. Provide battery status for the generator.

Plan review for the above-referenced project has been completed, per the 2005 NEC with local amendments, and the Tucson Outdoor Lighting Code. This letter reflects comments to be addressed with a written response to each of the noted items indicating the action taken. In order to facilitate a shorter back-check time, we request that you please provide revised plans and calculations, clouding any changes that have been made.

SCOPE OF REVIEW:

The scope of this review covers Electrical Review Only. All features were checked only to the extent allowed by the submittal provided. All portions of the project are assumed to meet or will meet other departmental requirements, conditions and concerns before permit approval.

GENERAL:

" There are no general comments to be addressed.

ELECTRICAL:

" Those items presented in Meade Engineering's in-house review letter dated 7/27/2010 are to be addressed on the plans. {This comment is meant to incorporate the items noted in the Meade Engineering in-house review letter into this comment letter. Rather than "copy" the items from the in-house review letter into this document, the comments within the in-house review letter are a part of this document by reference.}

" Panel SB3E (a 225 amp panel) distributes power to 17 panels along a 100 amp feeder by way of 125 amp feed-through lugs. The panel schedules for these 17 panels indicate to "see load calculations"; however load calculations have not been provided beyond the 719 amps at the NEC 701 optional stand-by system shown on Sheet E704. Panel schedule DRDBA on Sheet E701 show 75 amps of load for Panel SB3E. How was 75 amps assumed? What small load is being placed on each of these panels?

" The one-line diagram on sheet E401 shows two groups of panels being fed from Panel SB3W; the panel schedule for SB3W shown on Sheet E703 shows only spare circuits and no sub-panels. Please coordinate.

" Panel schedules DRDBA and DRDBB on Sheet E701 show a 45 amp 3 pole breaker feeding a 15hp chilled water pump; where is this pump shown being feed from these distribution panels on the one-line diagram on Sheet E401? Please coordinate.

" Where is the panel schedule for Panel HCP? This panel is located downstream of Panel CPA on the one-line diagram on Sheet E401 and is shown on the panel schedule for Panel CPA on Sheet E701. Please coordinate. {Panel schedules for Panels SB1E and UPS1E are also missing.}

" The one-line diagram on sheet E401 shows Panels PSBCP and LCCCP being fed from Panel HSBCP; where is Panel LCCCP shown on the lighting control diagram on Sheet E405? Please coordinate. {There is a Panel LCCHG on the lighting control diagram; could this be the same panel?}

" The one-line diagram on Sheet E401 shows Panel LCCG being fed from Panel HGA; however I could not find this lighitng control panel on the lighting control diagram on sheet E405. Further, panel schedule HGA on Sheet E401 shows Panel HMPOP; however the one-line shows this panel being fed by Panel HGB and not HGA. Please coordinate.

" Are Panels DPELEV and PELEV the same as Panels DPB1ELEV and PRELEV respectively? The one-line diagram on Sheet E401 shows Panels DPB1ELEV and PRELEV; however I could not find their panel schedules. I did find panel schedules for Panels DPELEV and PELEV but could not find them on the one-line diagram. Please coordinate. {Panel schedule HSB1W on Sheet E703 shows Panel DPELEV while panel schedule DPELEV on Sheet E701 shows PRELEV.}

" The one-line diagram on Sheet E702 shows Panel P3EB being fed from P3EA; however the panel schedule for Panel P3EA does not show Panel P3EB. Please coordinate. {The same can be said for the pairs P2EA / P2EB, and P1EA / P1EB.}

" The one-line diagram on Sheet E703 shows Panel P4WB being fed from P4WA; however the panel schedule for Panel P4wA does not show Panel P4WB. Please coordinate. {The same can be said for the pairs P3WA / P3WB, P2WA / P2WB. and P1WA / P1WB.}

" The one-line diagram on Sheet E701 shows Panel EPFCC being fed from EHLE; however the panel schedule for Panel EHLE does not show Panel EPFCC. Please coordinate.

" Based on the outdoor lighting calculation a special inspection certificate needs to be provided for outdoor lighting [COT outdoor Lighting Code Sec. 16]. The lighting code calculation provided on Sheet E102 indicates that 488,840 lumens of outdoor lighting is being provided on 2.34 acres of land, therefore 208,905 lumens are being provided per acre. When the lighting density is greater than 100,000 lumens per acre ion Areas E3 and E3a then special inspection is required. Please provide a certificate and note on the plans the requirement.

" Much of the outdoor lighting is Class 3 lighting under the COT Outdoor Lighting Code. Under the general notes on Sheet E102 it does mention that all Class 3 lighting must be extinguished between 10 p.m. or closing (which ever is later) and sunrise. How are the Class 3 lights being controlled to accomplish this requirement? {The requirement is actually 11 p.m. and not 10 p.m.}
