SUMMARY: Engineering Division of Development Services Department has received and reviewed the proposed site plan for the above referenced property. Engineering Division does not recommend approval of the site plan at this time. Please address the following review comments prior to the next submittal.

Please provide a response letter to the comments along with the corrected copies of the site plan.
Site Plan:

1. The most recent aerial photo of the building does not match what is depicted on the site plan. Please modify site plan to represent actual footprint of building and/or clarify. If there is a demolition permit for the project, provide demolition permit number on plans.
2. Please provide property description on site plan per D.S. 2-02.2.1.A.2.
3. Please revise location map accordingly to ensure that it meets minimum submittal requirements per D.S. 2-02.2.1.A.4.
A. A small project location map shall be drawn on the first sheet of the development plan, preferably in the upper right corner. The map should cover approximately one (1) square mile, be drawn at a minimum of 3" = 1mile, and provide the following information:
1. Show the subject property approximately centered within the one (1) square mile area.
2. Identify conditions within the square mile area, such as major streets and watercourses.
3. Section, Township, and range; section corners; north arrow; and scale will be labeled.
4. Please provide off street parking, including fully dimensioned layout, location, parking spaces size and number, and typical parking space details for both handicapped and standard spaces, together with access thereto D.S. 2-02.2.1.A.8.
5. Label existing and future sight visibility triangles per D.S. 2-02.2.1.A.10.
6. DS Sec.2-02.2.1.A.12: Indicate on the site plan and in details that all handicap access ramps at crosswalks or at the transition of a pedestrian circulation area to a vehicular use area have required detectable warning devices (truncated domes) per and reference appropriate standard details. Truncated domes do not appear to be located in accurate location per ANSI Standards. See Handicap comments.
7. DS3-01.2.7.A. Indicate on site plan the future 6' sidewalk along with future 11' sidewalk area.
8. DS Sec.2-02.2.1.A.12: Revise the site plan to show the required future 6-foot wide sidewalk with curb along the street frontage of Country Club Rd and label the 11-foot future sidewalk and curb area on the site plan to verify that all improvements are located outside of the future right-of-way. Per the adopted Mayor and Counsel policy all sidewalks along MS&R right-of-ways for arterial and collector streets require 6-foot wide sidewalks.
9. Verify that all proposed signage have been provided and call out by location, type, size, and height of existing and proposed signage D.S. 2-02.2.1.A.13.
10. Show the limits of the 100-year floodplain and water surface elevation on the site plan per D.S. 2-02.2.1.A.15.
11. Please provide drainage patterns, proposed finished floor elevation(s) and finish grades per D.S. 2-02.2.1.16.
12. As part of the site submittal requirement estimated cut and fill quantities are required to be indicated on the plans so that it is clear to the inspector that no cut in fill is to be taking place. If no cut and fill is taking place indicate the quantity of zero (0) on the plan. Estimated cut and Fill: Cut = 0 and Fill = 0 will suffice. Provide estimated cut & fill quantities per D.S. 2-02.2.1.A.17.

13. DS Sec.2-02.2.1.A.18: Revise the site plan to call out Country Club Rd as a Major Streets and Routes (MS&R). Provide a note stating that the site plan is in conformance with the MS&R overlay zone criteria.
14. Verify that dimensioned right-of-way (ROW), is labeled correctly, specifically existing ½ ROW is correct, site plan is showing 24' (1/2 ROW) - Improvement plan (I-507) is showing 60' right of way and 30' (1/2 ROW) per D.S. 2-02.2.1.A.19.
15. DS Sec. 2-05.2.4.H.2: Provide the right-of-way (ROW) recordation information for Country Club Rd on the site plan.

23. DS Sec.2-02.2.1.A.32: Provide a detail with dimensions and specifications for refuse container on the site plan; per detail 6-01.
24. DS6-01.4.1.C. Each service area is required to have a clear approach of fourteen (14) feet by forty (40) feet for the collection vehicle. The maximum back up distance for the collection vehicle shall be forty (40) feet. Location of trash enclosure appears to allow for backup, however please depict on site plan accordingly.
25. A permit or a private improvement agreement will be necessary for any work performed within the right-of-way. Contact Permits and Codes at (520) 791-5100 for permit information. Specifically, infilling of concrete curbs.
26. Please show a typical cross section of the P.A.A.L. or call out the percentage of slopes. Call out the GB at the D/W, if applicable.
27. List the consulting engineer and the owner/developer on the plans with the pertinent information.
28. A floodplain use permit may be requires, provide floodplain limits on site plan.
29. Add note: "Depress all landscaped areas 6" maximum for water harvesting".
30. Provide depressions in curb where needed to allow for drainage to enter into landscaping areas. Call out on site plan and provide detail, ensure positive drainage into designated areas.
31. All symbols on plans need to be indicated in legend. Indicate all symbols in a legend.
32. A grading permit and Stormwater Pollution Prevention Plans (SWPPP's) may be required for this project, dependant on cut and fill quantities. Submit 2 sets of grading and SWPPP's with text, upon completion and submittal of a grading permit application. A grading permit may not be issued prior to site plan approval. Subsequent comments may be necessary, depending upon the nature and extent of revisions that occur to the plans.
33. DS Sec.2-02.2.1.A.8: Provide typical parking details for both standard and handicap parking, together with access thereto.
34. Please provide location of any existing fire hydrants within three hundred (300) feet of the site boundaries D.S. 2-02.2.1.A.33.
35. Provide details regarding modification in keynote 34.
36. Provide height for chain link fence within description for keynote 32.
37. Provide material and width of walkway in keynote 30.
38. Provide reference to standard detail or provide detail for HC ramp identified within keynote 24.
39. Call out radii's and side walks dimensions throughout site plan and verify that keynotes are correctly referenced. See redline for specific keynotes in question.

04/15/2010 RONALD BROWN ZONING HC REVIEW Denied 1. For all accessible routes within the property boundaries, please provide sufficient spot grades to show slope compliance with 2006 IBC, ICC (ANSI) 117.1, section 403.3. Any accessible route areas that are greater tha 5% (1:20) slope are to ocmply with section 405 RAMPS, complete with handrails.
2. The majority of the accessible parking spaces are concentrated in the back area and not equitablly distributed to all the accessible entrances of the three buildings.
a. Please relocate the two most northerly new accessible spaces to the parking spaces just in front of the East entrance of building "B". Provide a marked crossing from these spaces to the existing concrete entrance walk. Provide all required ramps, marked crossing areas and detectable warnings to comply with ICC (ANSI), Section 406.13 and 406.14. Maintain compliance grade slopes as per section 403.3
3. Truncated domes are used as detectable warnings for visually impared persons. These are to be located in the direction of travel just prior to entrance into hazardous vehicle areas. The location on the detectable warnings shown on the site plans do not comply with ICC (ANSI) Sections 406.13 and 406.14. They are not required in this situation and should be removed.

04/23/2010 ANDREW CONNOR LANDSCAPE REVIEW Denied 1. Landscaping requirements apply to expansion of existing development as follows:

" On sites where the gross floor area of the existing building(s) is more than ten thousand (10,000) square feet, expansion in square footage of land area, floor area, lot coverage, or vehicular use area as follows:

" If the expansion is 25% or greater or if expansions as of February 15, 1991 cumulatively result in a 25% or greater expansion in land area, floor area, lot coverage, or vehicular use area, the requirements of this Division apply to the entire site per LUC 3.7.1.2.B.

2. This site is reviewed under full code compliance all landscape requirements apply.

3. A street landscape border, per Sec. 3.7.2.4 of the LUC, is a landscape area with a minimum width of ten (10) feet, running the full length of the street property line(s) bounding the site except for points of ingress-egress.

4. Street landscape borders shall be located entirely on site, except that, if approved by the City Engineer or designee, up to five (5) feet of the required ten (10) foot width be placed within the adjacent right-of-way area or within the Major Streets and Routes (MS&R) right-of-way area on MS&R streets.

5. An approved site plan is required indicating how the project will comply with LUC requirements when the MS&R right-of-way can no longer be used as part of the site. Such plan is to be an exhibit to an executed covenant for recordation stating the responsibility of the property owner, successor, or assignee as to the removal of improvements and compliance with the LUC at no cost to the City LUC 2.8.5.F.

6. A 10' interior landscape border is required along site boundaries of the adjacent residential and office zoned properties per LUC Table 3.7.2-I

COMMENTS: Please resubmit revised drawings along with redlines and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

1. DS 2-02.2.1.A.2 Provide the legal description of this property on the site plan.

This site contains two (2) separate parcels therefore you will need to show how the parcels can work as stand alone parcels if sold separately or provide a Pima County Tax Parcel Combo and a recorded covenant regarding development and use of real property. Forms may be found at http://www.tucsonaz.gov/dsd/Forms_Fees___Maps/Applications/applications.html

Provide copies of the lot combo and covenant with the next submittal. Provide on the site plan the recording docket and page for the covenant.

2. DS 2-02.2.1.A.4 Provide on the location map the township, range and section.

3. DS 2-02.2.1.A.5 Provide on the footprints of all buildings the dimensions as well as the height of the walls measured from the adjacent grade. The wall height of the proposed new structure is required in order to be able to determine the required setback.

The required setback for the new proposed building does not meet the LUC requirements of 1 ½ times the wall height along the north property line. A DDO would be required in order to reduce the required setback to 12'-8". This variance can be incorporated with the BOA variance in a later comment.

4. DS 2-02.2.1.A.8 The parking calculation provided for both post secondary and instructional school, per zoning administrator determination, is 1 space per 200 sq. ft. of GFA. Remove additional parking calculations.

The number of provided parking spaces in the calculations indicate 169 parking spaces provided, a count of the parking spaces indicated on the site plan indicates 164 parking spaces being provided. Clarify.

The number of provided parking spaces (164) does not meet the number of required parking spaces (254). A board of adjustment variance would be required to reduce the number of required parking spaces by 90 parking spaces. If a BOA is applied for and approved, provide on the site plan the case number (near the lower right corner), and a note indicating date of approval, what the variance is for, and any conditions of approval.

There is a difference in building sq. ft. between the parking calculation (50,702) and the building area calculations (50,510). Please clarify.

Provide a dimensioned detail of a standard and a handicap parking space. Clearly indicate the location of the required wheel stop curbs, handicap parking signage, etc.

5. DS 2-02.2.1.A.9 Please provide a plan view detail of the proposed class 1 and class 2 bicycle parking spaces. Single rack spaces placed in a row will allow a minimum of seventy -two (72) inch length per bicycle parking space and a minimum of thirty (30) inches between outer spaces of racks. A five (5) foot wide access aisle measured from the front or rear of the seventy-two (72) inch long parking space will be provided beside each row. Lighting will be provided such that all facilities are thoroughly illuminated and visible from adjacent sidewalks, parking lots, or buildings, during working hours.

Provide a detail of the class 1 and class 2 bicycle rack and or enclosure.

FYI: If the class two bicycle racks are the standard "hoop" type rack each rack can accommodate two bicycles. The plan indicates 18 racks which could be for 36 bicycles.

6. This project must be designed to meet full code compliance at time of future widening of the MS&R. The landscape border appears to be located within the future right of way. If you choose to leave the design as submitted then a future site plan showing how this site will meet full code compliance at the time of widening will be required to be submitted and a MS&R covenant recorded. Provide recording information (docket and page) for the covenant on the future site plan as well as a note indicating that the changes at time of widening will be at no cost to the City of Tucson.

7. DS 2-02.2.1.A.10 Clearly indicate the location of existing and future sight visibility triangles. See engineering comments.

8. DS 2-02.2.1.A.12 Provide dimensions for the width of all sidewalks. Minimum width is 4'.

9. DS 2-02.2.1.A.13 If applicable, provide the location, type, size, and height of existing and proposed signage.
