1. DS 2-02.2.1.A.6 Provide on the footprint of the proposed building, the height of the structure and dimensions of the footprint.

2. DS 2-02.2.1.A.7 In the site data portion of sheet C1.0 the proposed setbacks from the north and south property lines are indicated as 16.5'. On the site plan the setbacks are indicated as 19'. Clarify.

3. DS 2-02.2.1.A.8 Clearly indicate on the site plan the location of all wheel stops. Wheel stops will be required at all parking spaces. Parking spaces near the building, in order to prevent overhanging the sidewalk and limiting the width to less than 4'. Parking spaces located along the street, in order to prevent damage to the landscaping.

4. DS 2-02.2.1.A.11 Clearly indicate the location of all curbing or barriers to prevent vehicles from driving across property lines. Required along the north. south and east property lines.

5. DS 2-02.2.1.A.12 The pedestrian refuge areas along the north and south portions of the proposed building will be required to be clearly delineated with a minimum of a painted border. Indicate on the site plan.

6. DS 2-02.2.1.A.13 If applicable, provide the location, size, type and height of all proposed signage.

7. DS 2-02.2.1.A.14 The loading zone is required to be indicated by painted cross striping. Indicate on the site plan.

8. DS 2-02.2.1.A.25 If applicable, provide any proposed lighting layout and type of lighting.

SUMMARY: Engineering Division of Planning & Development Services Department has received and reviewed the Site Plan (T10CM00688) and Drainage Report (JE Fuller Hydrology & Geomorphology, Inc., 27MAY09) for the above referenced property. Engineering Division does not recommend approval of the Site Plan application at this time. The following items need to be addressed:


SITE PLAN COMMENTS:

1) DS Sec.2-02.2.1.A.8: Revise the Site Plan to include 6-inch curbing (or other barrier) around the entire proposed vehicular use area. Curbing is required to prevent encroachment onto the adjacent property. The area within the Drainage Easement and proposed valley gutter can provide post barricades to prevent encroachment onto adjacent property or provide a cross access agreement between the lots. Provide a label with the associated keynote to verify location.

2) DS Sec.2-02.2.1.A.8: Refer to comments from Ron Brown, RA Structural Plans Examiner for all handicap and ANSI Standard requirements that apply to this project.

3) DS Sec.2-02.2.1.A.8: Clarify on the site plan any parking spaces that will require wheel stops to prevent vehicles from encroaching into any pedestrian access points or landscape areas. If the parking spaces are proposed at 18-feet then wheel stops may be required to allow for the required 2.5 foot overhang at these areas. Or provide a dimension to show that the vehicles do not overhang into these areas.

4) DS Sec.2-02.2.1.A.11: Verify and label the 18-foot radii for both sides of the proposed driveways per City of Tucson Transportation Access Management Guidelines (TAMG), Section 5.5. Refer to DS Sec.3-01.3.2.C for street development standards. Standard driveway entrance design or reduced radii for curb returns will require prior approval, in writing, from TDOT Permits and Codes; contact Thad Harvison at 837-6592.

5) DS Sec.2-02.2.1.A.12: Revise the site plan sheets and keynote references to label and dimension the required 5-foot sidewalk within the public right-of-way of Freeway Industrial Loop per DS Sec.3-01.3.3.A. All new development requires a new 5-foot sidewalk to be constructed within the public right-of-way.

6) DS Sec.2-02.2.1.A.16: Revise the all sheets and keynote references to provide a specific detail for constructing the proposed curb cuts. Clearly label all curb cut locations with the key note on the site plan and provide the required width for each one. Sheet C2.0 calls out a 2-foot dimension however the curb cuts are not labeled in plan view. Sheet C1.0 labels the curb cuts in plan view, but does not call out proposed widths, clarify. Verify that the curb cut detail provide a terminal section (SD #212) and concrete header (SD #213) call out.

7) DS Sec.2-02.2.1.A.16: Revise the Site Plan to clearly label and dimension all locations for roof drainage and pipe (scupper) locations. Provide separate details for the pipe (sizing, length, cleanouts, etc) in order to convey the 10-year flow under the pedestrian circulation.

8) DS Sec.2-02.2.1.A.16: Revise Keynote #10 on Sheet C2.0 to state; "Rainwater Storage Tank w/ Minimum 16" cover- TYP. Of 2 by separate permit." The storage tanks will require review and approval with a separate permit prior to installation.

9) DS Sec.2-02.2.1.A.32: Revise the Site Plan to provide a detail to show that the proposed refuse enclosure meets the minimum requirements of DS Sec.6-01, Figure 3. Refer to DS Sec.6-01.4.2 for specifications and requirements on access, placement of containers, bin enclosure and construction. Verify from Landscaping if screening around the pad is required. At a minimum 7 bollards will be required to provide the 10' x 10' clear area for the container.

10) Be advised that further comments may be forth coming on resubmittal of the Site Plan.


GRADING PLAN:

11) DS Sec.11-01.2.1: A grading permit application will be required for this project due to the proposed cut and fill quantities. A grading plan and a grading permit application will be required after site plan approval and prior to any construction activity. A grading permit may not be issued prior to site plan approval. For convenience the proposed plan set can be changed to be both a site/grading plan as long as a grading application is applied for and references to a grading plan is provided on the plan set.

12) Please ensure that any future grading plan will be consistent with the site plan and Drainage Report. Grading standards may be accessed at: http://www.ci.tucson.az.us/dsd/DevStandsTOC.pdf


GENERAL COMMENTS:

Please provide a revised Site Plan that addresses the comments provided above. Include a comprehensive response letter and any supplemental information addressing in detail responses to all of the above comments. Enclose "redlines" with the resubmittal package.

A minimum of 4' in width must be provided for each canopy tree.
