Site inspection occurred during storm event 19AUG11 to determine potential flooding areas. Engineering recommends approval of the Floodplain Use Permit application and guest house plans with the following conditions to be addressed during construction. The applicant is authorized to use a portion of City of Tucson jurisdictional floodplain, specifically described as: 995 N Jacobus Av (rear guest house to 620 E 1st St, Tucson AZ 85705, being a portion of Parcel 117-02-2910 of south half of lot 4 in Maps & Plat Bk1 pg19 Block 22, located within T14S R13E Section 12; for the purpose of a lot improvement for guest house. The applicant agrees to comply with City of Tucson Floodplain and Erosion Hazard, and if applicable, Watercourse Amenities, Safety and Habitat regulations, and are particularly bound by the conditions stated below. Violation of any of the conditions stated or referred to below, as determined by the City Engineer, shall be grounds for revocation of this permit. Responsibility for renewal of this permit, if necessary, is with the applicant. Issuance of this permit does not constitute a waiver of other requirements contained in the Tucson City Code, Land Use Code, or any other Federal, State, County, or local regulation. No use other than as permitted herein is allowed. Additional uses allowed under the City of Tucson Floodplain and Erosion Hazard Regulations require the issuance of an additional Floodplain Use Permit. FLOODPLAIN USE PERMIT CONDITIONS: The following 11 conditions apply to permits T11OT01762 & T10CM00520: 1) For a PDSD Engineering Inspection, call IVR (740-6970), or contact PDSD Engineering at 837-4991, or schedule inspections online at: http://www.ci.tucson.az.us/dsd/Online_Services/Online_Permits/online_permits.html 2) Floodplain Use Permit & plans shall be kept in readily accessible location on site at all times. 3) No disturbance other than the area within the lot and as shown on the approved plans. 4) Construction vehicles and materials shall not be stockpiled over sewer infrastructure in alley, or obstruct traffic within alleys or public streets. 5) Minimum new FFE elev 101.9 shown on page 3 of Drainage Statement Justin Turner P.E., sealed 8-29-11. 6) Within 5 (five) days of issuance of this permit, and through completion of the project, notification must be posted and maintained in a conspicuous place on the job site stating "CONSTRUCTION PROCEEDING UNDER REQUIREMENTS OF CITY OF TUCSON FLOODPLAIN USE PERMIT # T11OT01762. FOR INFORMATION PLEASE CALL 791-5550." 7) Except as approved by the City Engineer prior to the start of construction, development under this permit shall not obstruct, retard or divert the existing flow of floodwaters from or to adjacent properties. 8) This permit becomes invalid and is subject to additional floodplain review, if any required development permit changes the configuration of the improvement, or, if there is any further disturbance within the floodplain other than that outlined in this application. This floodplain use permit may be subject to conditions or restrictions designed to reduce or mitigate the potential damage or hazard to life or property resulting from development within the regulatory floodplain, floodway or erosion hazard areas as determined by the project engineer and accepted by the City of Tucson and PCRFCD. 9) See also associated permit: T10CM00520. 10) EXPIRATION DATE: Month: 9 Day: 26 Year: 2013 11) This Floodplain Use Permit will be automatically revoked and becomes invalid for non-compliance to conditions set forth in this permit. This letter reflects comments to be addressed. In order to facilitate a shorter back check time, we request that you please provide revised plans and calculations, highlighting any changes, along with a written response to each of the notated items indicating action taken. SCOPE OF REVIEW: The scope of this plan review covers architectural, plumbing, mechanical, energy conservation and electrical. All code references are to the 2006 International Residential Code, 2006 International Energy Conservation Code, and Arizona State amendments to the 2006 Uniform Plumbing Code. All features were checked only to the extent allowed by the submittals provided. All portions of this project are assumed to meet or will meet other departmental requirements, conditions and concerns before permit approval. GENERAL REQUIREMENTS: Show corrections and revisions on original tracings or a finished reproducible set. Return two sets along with a set of the first submission for reference. Pen or pencil corrections on final prints will not be acceptable. To avoid delays, ensure that all corrections have been made, are complete, and have been coordinated on all applicable detail and notate sheets. (Do not cloud the changes made for comment revisions). Incorporate changes on originals and provide two copied sets for review. All engineers and architects involved in the design of the structure are to seal the related sheets of plans, details and calculations in accordance with the rules of the State Board of Technical Registration. GENERAL NOTES: " Provide legible notation (minimum 3/32" lettering), schedule at Detail #5/A2.5. FOUNDATION PLANS: 1. Show compliance with termite treatment, R320. FLOOR PLANS: 1. Exterior walls with a fire separation distance less than 3-foot must have not less than one-hour fire-resistive construction. Show compliance with R302.1 (City of Tucson Amended) by providing a section detail of materials prescribed in IBC Table 720.1(2), Items 15-1.1 to 16-1.3 at the gable of the west wall. 2. Projections may not extend to a point closer than 2 feet from the property line. Provide notation for compliance with R302.1 (City of Tucson Amended) by removing the roof overhang at the west wall. 3. Show the door from a garage to dwelling with a self-closing and self-latching provision, 2006 IRC Amendment section 309.1. 4. Provide a handrail for the exterior stairway (Detail #5A/A0.3) of four or more risers, R311.5.6. 5. Show the location of a minimum 22" x 30" attic access. Attic access is required for areas exceeding 30 SQ FT with a minimum of 30" of headroom and located in a hallway or readily accessible space, R807.1. SECTIONS - DETAILS: 1. Calculate and show the attic ventilation using 1 to 150 of attic area in compliance with R806.2. Provide appropriate upper and lower space vents when applying the reduced area calculation. Account for the existing attic space if removing or blocking existing vents. 2. Show the masonry fireplace chimney with termination above the roof not less than 3' above the point where the chimney passes through the roof, R1003.9. PLUMBING PLANS: 1. Reference "City of Tucson" amendments at General Plumbing Note #1. 2. Remove the 2" notation from the gas meter note sheet P.1. This size is not consistent with appropriate sizes on the plan. MECHANICAL PLANS: 1. Show supply and return ducts with minimum R-8 insulation (includes vented attics) except when completely located inside the thermal envelope, R1103.2.1. 2. Show combustion air compliance for appliances in confined spaces with two interior area openings of 1 SQ IN for each 1,000 BTU rating and minimum of two 100 SQ IN openings, one within 12" of top and other 12" of bottom, G2407.5.3.1. ELECTRICAL PLANS: 1. Show a smoke alarm at the basement ceiling area, R313. 2. Protect bedroom outlets including receptacles, lights and smoke detectors with combination type arc-fault circuit interrupters, E3802.12.
