Engineering Division does not recommend approval of the site plan or Drainage Statement at this time. The following items need to be addressed: DRAINAGE REPORT: 1) DS Sec.10-02.2.3.1.6.A.1: Revise Section 5 of the Drainage Statement to clearly state whether the project watershed has been designed as either a Non-designated Basin, Critical Basin or Balanced Basin per the Este Wash Basin Management Plan and describe how this designation affects the site design (i.e. non-designated basin, greater than 1 acre therefore 5 year retention is required). 2) DS Sec.10-02.9.3.3.3: Revise the Drainage Statement and plan documents to include the minimum specifications for the filter fabric proposed under the rock riprap. SITE PLAN COMMENTS: 3) The site plan was reviewed for conformance with Tucson Code Chapter 26 "Floodplain and Erosion Hazard Management" and Development Standards Sec.2-02, 3-01, 3-05, 6-01, 10-01, 10-02 and 11-01. Grading plan comments have been added to this review to help facilitate the grading plan application review. Make sure that all dimensions, details, sections, keynotes, proposed improvements and all other aspects of this project meet the minimum requirements within the referenced sections and are reflected on the site plan sheets. 4) DS Sec.2-02.2.1.A: Revise General and Permitting Note #1 to state the proposed area of disturbance. Per the Drainage Statement the disturbed area is 1 acre. 5) DS Sec.2-02.2.1.A.8: Revise the plan set to include a referenced keynote to the 6-inch curbing around the proposed vehicular use area. Curbing is required to prevent encroachment onto the undeveloped portion of the property. Provide a label with an associated keynote to verify locations and construction detail. 6) DS Sec.2-02.2.1.A.12: Refer to comments from Ron Brown, RA Structural Plans Examiner for all onsite handicap and ANSI Standard requirements that apply to this project. 7) DS Sec.2-02.2.1.A.16: Revise General and Permitting Note #18 to accurately state that this property is subject to City of Tucson Floodplain and Erosion Hazard Management Chapter 26 of the Tucson Code due to the mapped regulatory wash per the submitted Drainage Statement. 8) DS Sec.2-02.2.1.A.16: Revise General and Permitting Note #19 to accurately state that a Floodplain Use Permit is required for all work proposed within the regulatory 100-year floodplain and the calculated erosion hazard setback area. The Floodplain Use Permit is required with the grading plan application. 9) DS Sec.2-02.2.1.A.16: Revise General and Permitting Note #20 to state the floodplain determination per FEMA FIRM Panel #2259K. Per the referenced panel the property falls within an Un-shaded X Zone. 10) DS Sec.2-02.2.1.A.16: Revise Sheet 2 of the plan set to label Keynote #'s 13 and 14 in plan view. The basin outlets and weirs must be labeled in plan view and correspond to the correct keynotes. Provide filter fabric specifications within the referenced notes for construction purposes. 11) DS Sec.2-02.2.1.A.16: Revise the plan set to clearly label the inlet for Basin B. Clarify if the basin inlet is the same as the basin access ramp and that the proposed treatment of the ramp allows runoff from the parking lot without eroding the ramp or basin side slopes. 12) DS Sec.2-02.2.1.A.16: Provide a cross section and/or detail for the proposed erosion hazard cut off wall to verify construction details match the proposed requirements within the Drainage Statement and Geotechnical Report. Clarify that the excavation for the wall does not encroach within the protected riparian habitat or mapped 100-year floodplain. 13) DS Sec.2-02.2.1.A.16: Revise Section 5/3 to clearly show the required 2-foot setback from the property line to the toe of fill slope. All fill and construction must remain onsite and can not be constructed within the public right-of-way. 14) DS Sec.2-02.2.1.A.16: Revise both Sections 6/3 and 7/3 to label the 100-year floodplain limit and erosion hazard setback line on the sections. Clearly show that all improvements are outside of these areas or provide the required Environmental Resource Report for review. 15) DS Sec.2-02.2.1.A.16: Provide construction details for both weirs within Basins A and B. Verify that the weir details match the proposed Drainage Statement requirements. 16) DS Sec.2-02.2.1.A.16: Revise the site plan cross sections (Sections 5, 6 and 7) to show a minimum 3-foot wide top of berm for the proposed basin slopes. For construction purposes a minimum 3-foot wide top of berm must be installed to allow access and room for constructing that portion of the basin sides. 17) DS Sec.9-06.2.1: All site plans provided for approval of development within property that includes any Regulated Area as defined in Development Standard 9-06.2.2 shall identify and delineate the Regulated Areas and the Protected Riparian Area. The Regulated Areas on this site are the existing 100-year floodplain limit. Revise the site plan to clearly show all proposed development outside of this area. Any disturbance of the riparian habitat will require an Environmental Resource Report (ERR) and approval from PDSD Landscaping prior to site plan approval. 18) DS Sec.9-06.2.5.B.2: All development within the Protected Riparian Area shall be reviewed to insure that there is no unnecessary disturbance of the riparian resources. Refer to this section on Development Restrictions and revise the plans as necessary. Necessary development shall include only the crossing of riparian habitats with roadways, bikeways, paved walkways and utilities as listed below where there is no viable alternate crossing available and the crossing is necessary for the reasonable development of the property. A written explanation as to why the development is necessary shall be submitted with the appropriate plans. The Drainage Statement and site plan indicate that the basin outlet, bleed pipe and toe of fill slope encroach within the existing 100-year floodplain. This is not consistent with the provisions for "necessary development". 19) DS Sec.9-06.2.5.B: If the project proposes encroachment within the Regulated Areas, it shall conform to the following Environmental Resource Report. Applicants are required to submit an Environmental Resource Report as defined in Sec. 6.2.5 of the LUC. The supporting material for preparation of the Environmental Resource Report is based on information from the Hydrologic Data and Wash Information maps on the Tucson Department of Transportation internet web site: The Critical and Sensitive Wildlife Habitat Map and Report, the Mayor and Council Interim Watercourse Improvement Policy and subsequent adopted policies, the Tucson Stormwater Management Study, the following Basin Management Plans: 1) West Branch, Santa Cruz; 2) Houghton East; 3) Este Wash; and 4) Arroyo Chico. An application may request that an element listed below be waived or that the report addresses only a specified area where a full report is not applicable to the proposed encroachment. PDSD may grant such waivers where the elements or full report are not required by code. The Environmental Resource Report must include all items (a-x) within this section. 20) DS Sec.10-02.14.3.3: Revise the site plan to label the maximum slope and width of all proposed basin access ramps. A minimum 15-foot wide vehicular access ramp with a maximum 15 % slope is required into the basins; verify that the landscape plans do not interfere with the required 15-foot access ramp. 21) DS Sec.2-02.2.1.A.17: Per the cut and fill quantities provided on the site plan a grading permit application will be required prior to construction. 22) DS Sec.2-02.2.1.A.19: Revise the site plan to label and dimension the required 12-foot setback measured from the future curb to the future right-of-way, for the location of the future 6-foot sidewalk and curbing. 23) Be advised that further comments may be forth coming on resubmittal of the site plan, grading plan, Floodplain Use Permit and ERR. GRADING PLAN: 24) DS Sec.11-01.2.1: A grading permit application will be required for this project due to the proposed cut and fill quantities and development within the erosion hazard setback. A grading plan and a grading permit application will be required after site plan approval and prior to any construction activity. A grading permit may not be issued prior to site plan approval. For convenience the proposed plan set can be changed to be both a site/grading plan as long as a grading application is applied for and references to a grading plan is provided on the plan set. 25) A Floodplain Use Permit is required for this project due to the proposed improvements within the mapped erosion hazard setback area and 100-year floodplain. The Floodplain Use Permit will be required at grading plan application submittal. 26) Please ensure that any future grading plan will be consistent with the site plan, Drainage Statement and Geotechnical Report. Grading standards may be accessed at: http://www.ci.tucson.az.us/dsd/DevStandsTOC.pdf 27) Arizona Pollutant Discharge Elimination System (AZPDES) is applicable to this project due to the proposed area of disturbance (> 1-acre per the Drainage Statement). Stormwater Pollution Prevention Plans (SWPPP) and text addressing stormwater controls for all areas affected by construction activities related to this development will be required. For further information, visit; www.adeq.state.az.us/environ/water/permits/stormwater.html. 28) DS Sec.10-02.14.3.2: Provide a General Note on the plan set to state, "(a) the owner or owners shall be solely responsible for operation, maintenance, and liability for all detention/retention basins, drainage infrastructure, drainage channels and water harvesting areas; (b) that the owner or owners shall have an Arizona Registered Professional Civil Engineer prepare a certified inspection report for the drainage and detention/retention facilities at lease once every 12-months, and that these regular inspection reports will be on file with the owner for review by City staff, upon written request; (c) that City staff may periodically inspect the drainage and retention/detention facilities to verify that scheduled and unscheduled maintenance activities are being performed adequately; and (d) that the owner or owners agree to reimburse the City for any and all costs associated with the maintaining of the detention/retention basins and drainage structures should the City find the owner or owners deficient in their obligation to adequately operate and maintain their facilities." 29) Provide a General Note on the plan set to state, "Call for a Pre-construction meeting prior to start of earthwork. To schedule a PDSD Pre-construction meeting, SWPPP inspection or general Engineering Inspections, call IVR (740-6970), or schedule with a Customer Service Representative at the Planning Development Services Department, or contact PDSD Engineering at 791-5550 extension 2101, or schedule inspections online at: http://www.ci.tucson.az.us/dsd/Online_Services/Online_Permits/online_permits.html" 30) Provide a General Note on the plan set to state, "All landscaping to be depressed maximum 6-inches for stormwater harvesting. Refer to the Water Harvesting Guidance Manual dated October 25 for further recommendations for stormwater harvesting." 31) Provide a General Note on the plan set specifying conformance with City of Tucson Development Standard 11-01.0 (excavation and grading requirements). 32) Provide a General Note on the plan set to include the reference to the Geotechnical Report and any addendums prepared for this project. Provide the date, job number, engineer who prepared the report, etc. 33) Provide a General Note on the plan set to state, "All proposed walls (including the erosion hazard abatement wall) will require a separate permit for review and approval by all necessary Planning Development Services Departments." GENERAL COMMENTS: Please provide a revised site plan, Drainage Statement, grading plan application, Floodplain Use Permit and SWPPP that addresses the comments provided above. Include a comprehensive response letter addressing in detail responses to all of the above comments. Enclose "redlines" with the resubmittal package.
