Summary: Engineering Division has reviewed the site plan and grading plan resubmittal package and recommends approval with the following grading permit conditions to be completed during grading construction.

GRADING PERMIT CONDITIONS:
The following 7 conditions apply to grading permit T10BU00852:
1) There shall be no disturbance outside of the disturbance/grading limits as shown on the approved plan. A minimum of 2-ft offset shall be provided from property line to grading limits. Southeast grading limits shall have heavy duty construction fencing to maintain limits of disturbance within property boundaries. Field adjustment may be required to assure that all retaining walls, swales, slope runout and other grading construction disturbance is not located within the 2-ft offset from lot property lines.
2) Rear yard and side yards shall be graded with an additional interceptor swale at base of retaining wall and outer edge of yard to provide positive drainage away from foundation and toward drainage focal points around the rear and side yards from grade break elevation at rear of yard so that ponding is minimized at side and rear yards.
3) Call DSD Engineering Inspector for Special inspection for all interceptor swales required along cut slopes at rear and side yards.
4) Special geotechnical inspection is required for cut slopes steeper than 2:1(H:V) other than the 0.5:1 (H:V) cut slope at north side of driveway. Provide geotechnical report statement to DSD Engineering Civil Engineer Reviewer or DSD Engineering Inspector. Call DSD Engineering Inspector to be at the site during this special inspection.
5) Maximum cut slope grade is 1:1(H:V) for cuts in native bedrock. Fill slopes, and other cut slopes not in bedrock, shall be no steeper than 2:1(H:V).
6) Permanent erosion protection shall be provided in the form of curb header, landscaping, handplaced rip rap with filter fabric, or handplaced grouted rip rap. Any rip rap shall be handplaced per HDZ requirements.
7) Separate building permit applications / reviews are required for any walls.

Note:

Preparation of all elements of the Native Plant Preservation Plan and on-site monitoring as required under Sec. 3.8.6.7.D shall be performed by a plant professional, such as:

A. An arborist certified by the International Society of Arboriculture.

B. A landscape architect.

C. A horticulturist, biologist, or botanist with a minimum B.A. or B.S. in an appropriate arid environment natural resource field.

1. Each lot within Wildcat Pass must submit a separate NPPO plan.

2. The NPPO shall include an inventory and analysis of all plants listed as Federal Endangered Species, all Saguaros, and all Ironwoods designated as Protected Native Plants according to Sec. 3.8.5. Preservation and mitigation requirements for these genus and species shall conform to Sec. 3.8.6.2.

3. Set Aside Protection. Boundaries to meet NPPO requirements shall be clearly delineated on an aerial photograph and site plan, development plan, or subdivision plat and fenced per Development Standard 2-06.2.2. (Ord. No. 9246, ยง1, 10/11/99).

4. Include the location, size, color, and textural treatment of all retaining walls, riprapped slopes, or other constructed means of slope stabilization must be shown on one (1) of the plans submitted. Vegetation retention and re-vegetation should be used in conjunction with rip rapping.
