03/10/2010 ELEIBOL1 ENGINEERING REVIEW Approved SUBJECT: TAA Fuel Containment north of Aeropark Bl resubmittal Site / Grading Plan Engineering Review
LOCATION: T15S R14E Section 19
REVIEWER: Elizabeth Leibold
ACTIVITY NUMBER: T09CM02358, T10BU00401

SUMMARY: The Fuel Containment SWPPP Report were reviewed with Terracon 10MAR10. It is understood that this project will consist of draining tanks and lines into temporary facility, removing and replacing tanks and reconstructing the pads and adjacent grades with a concrete retaining wall system and integral concrete slab for containment of fuel if breach in the tanks were to occur. Planning & Development Services Department PDSD Engineering has reviewed the remaining items and recommends approval of the permit applications. The following conditions apply to the grading permit and shall be addressed during grading construction. A reseeding bond is required to be provided prior to picking up approved grading permit. The amount of the reseeding bond is based on the square footage of disturbance for the project. The amount $3,518.35 is based on 70,367 sqft of disturbance.

GRADING PERMIT CONDITIONS:
The following 15 conditions apply to grading permit T10BU00401:
1) Call for PDSD Engineering Inspection meetings including pre-con for SWPPP inspection. For a PDSD Engineering Inspection, call IVR (740-6970), or schedule with a Customer Service Representative at Planning & Development Services Department, or contact PDSD Engineering at 837-4888, or schedule inspections online at: http://www.ci.tucson.az.us/dsd/Online_Services/Online_Permits/online_permits.html
2) Any drain rock material that is placed along base of silt fence for stormwater controls, shall not obstruct or divert stormwater flow. If drain rock is not used with silt fence, then earthen material shall only be backfilled against silt fence at grade to allow maintenance of flow pattern. See detail in SWPPP report.
3) The following documents are made part of this permit: Lear Jet Facility Fuel Farm Containment Modifications plans (SD0101 sealed by Ronald B. Russell 1/5/10, Claudia V. Hunt 01/07/2010), Westec Barrier documentation, M# Engineering Learjet Fuel Farm Containment Mod. Structural Calculations and Containment Volume Calculations, Terracon SWPPP, Terracon Soil Berm Sampling investigation report, Terracon Geotechnical Engineering Report and associated addenda.
4) A copy of NOI, Stormwater Pollution Prevention Plan (SWPPP), Grading Plan, project reports, and Grading Permit shall be kept at site at all times, until final grading approval.
5) For inspection purposes, post NOI or the "AZPDES - Posting Requirements" green sheet at construction entrance of the site at beginning of construction activities and maintain this posted document throughout project construction.
6) No grading shall begin until all required SWPPP controls are installed. Temporary erosion control devices shall be placed at locations where stormwater runoff exits grading limits to prevent debris, construction silt, and/or chemicals from exiting the site or entering any drainage ways that eventually discharge into receiving waters. Interim erosion and sediment controls shall be updated, revised, and maintained throughout the life of the project per approved grading plans and SWPPP within disturbance limits. Temporary erosion/stormwater controls may be field adjusted with discussions with operators and engineer of record as necessary, and shall be located within disturbance limits for this project.
7) There shall be no vehicle access, storage or any type of disturbance outside of the approved disturbance/grading limits as shown on the approved plans. Any proposed grading outside of grading limits requires separate grading permit or a submittal, review, and approval for separate permits.
8) Separate building permit applications are required for any walls.
9) Engineer of Record should be consulted for any revisions to plans. Proposed revisions to design must be discussed with Engineering Inspector and/or Civil Engineer at City of Tucson Planning & Development Services Department Engineering Division, prior to any construction activity, to determine whether additional details, calculations, drainage report, or revised grading plan is needed, or, whether changes may be provided on as-builts. All work completed without approval is subject to Stop Work Order.
10) If grading construction is expected to last longer than grading permit expiration date, contact PDSD to renew/extend Grading Permit. If Final Grading Inspection has not been completed before Grading Permit expires, and permit has not been renewed, additional fees and reviews may be required.
11) Prior to request for final inspection approval, any outstanding fees shall be paid.
12) Prior to request for final grading inspection approval, all permanent erosion control improvements shall be installed and accepted by PDSD, including gravel or rock or established revegetation for all disturbed areas if not improved as per approved plan.
13) Permitee shall notify PDSD when grading operation is ready for final grading inspection. Final grading approval shall not be given until all work, including installation of all improvements and their permanent protective devices, and all permanent erosion control measures have been completed in accordance with approved grading plan and grading permit, and all conditions of permit are completed.
14) Copy of this plan with grading permit, SWPPP, and supplemental reports shall be kept at the site at all times, until final grading approval.
15) Letters of certification from Engineer of Record for project substantial completion of project, As-built Grading Plans, and other copies of geotechnical field reports, or other closure completion documentation, shall be submitted prior to final grading inspection.
