Include the grading limits symbol in the legend. 3- Provide the subject development gross area in the general/grading notes. The fee screen in Permits Plus shows that the development gross area is 6.19 acres, but the approved Development Plan shows the gross area as 6.5 acres. Depending on the correct gross area, the reseeding pond value might need to be corrected. 4- All grading work shall conform to Development Standard 11-01.0 (Excavation and Grading). Revise Grading Note #5 accordingly. 5- Add the following general notes: a. The approved Grading Plan is the only acceptable construction plan onsite. The Contractor may not use any other plans, such as the approved Tentative Plat and/or Development Plan, for construction purposes. The Contractor may ask the Development Services Inspector to consult with the other approved plans for additional information or details that might not be included on the approved grading plan but needed for completion of work. b. The contractor shall remove the fine materials from the bottom of the detention/retention basin and scarify the basin bottom once the construction activities are completed in order to remove any fine material build up caused by construction and to restore soil percolation. install BMP's at the basin inlet(s) to prevent the fines from entering the basin c. Any proposed engineering work to be done below grade (i.e. toe-downs, cutoff walls, drainage pipes/structures, etc.) shall not be back filled until Development Services Inspector inspects the work and approves it. d. The contractor is not permitted to make an autonomous decision to carry out construction field changes without prior written approval from the Engineer of Record and the City of Tucson Development Services Department. e. CALL FOR SWPPP INSPECTION AND PRE-CONSTRUCTION MEETINGS. FOR A DSD ENGINEERING INSPECTIONS, CALL IVR (740-6970), OR SCHEDULE WITH A CUSTOMER SERVICE REPRESENTATIVE AT THE DEVELOPMENT SERVICES DEPARTMENT, OR CONTACT DSD ENGINEERING AT 791-5550 EXTENSION 2101, OR SCHEDULE INSPECTIONS ONLINE AT: http://WWW.CI.TUCSON.AZ.US/DSD/ONLINE_SERVICES/ONLINE_PERMITS/ONLINE_PERMITS.HTML. f. The project will be in compliance with City of Tucson Development Standard 11-01.0 (Excavation and Grading). g. A copy of the approved Grading Plan, Grading Permit, and any Geotechnical Reports shall be kept at the site at all times, until final grading approval. h. Any revision to the Grading Plan MAY require a re-submittal of a revised grading plan for review. Contact DSD Engineering at 791-5550 to discuss changes in grading design. i. If grading construction is expected to last longer than the expiration date of the grading permit, contact DSD to renew/extend the Grading Permit. If Final Grading Inspection has not been completed before the Grading Permit expires, and the permit has not been renewed, additional fees and reviews may be required. j. See the associated Stormwater Pollution Prevention Plan as a part of this grading permit. k. Contact Permits and Codes at 791-5100 for any questions regarding any right-of-way permit requirements. l. As-builts and letters of completion for basin and overall project are required. m. The Engineer of Record shall submit a statement of conformance to as-built plan and the specifications. n. The permitee shall notify the DSD when the grading operation is ready for final grading inspection. Final grading approval shall not be given until all work, including installation of all drainage facilities and their permanent protective devices, and all erosion control measures have been completed in accordance with the approved grading plan and grading permit, and any required reports have been submitted. o. Depress all landscaped areas a maximum of 6" for waterharvesting" 6- Check if Keynote #4 symbol is pointing to the right location (the existing fence). 7- Provide the "Typical Curb Access Ramp Details" with the truncated domes as shown on the approved Development Plan. 8- Based on the proposed grades and existing grades, it appears that water ponding might occur at the northeast corner of the development behind and near the existing decorative wall. Show the grades next to the wall and clarify how water will drain if ponding occurs. Wall openings and a drainage swale might need to be installed to help with this problem. Provide construction details for any proposed solutions (i.e. wall openings, swales, etc.). 9- Provide roof drainage arrows for all buildings and show the locations of all downspouts and their splash pads. 10- It does not appear that a mail box is shown on sheet 2 of 6 as described in Keynote #10. Either the mail box inadvertently not shown or Keynote #10 need not be included on Sheet 2 of 6. 11- Show, on sheets 2, 3 and 4, spot elevations at the top of the eastern slope. 12- Provide the missing curb radii wherever applicable. 13- Provide the depth of the toe downs in Details F/6 and G/6. 14- Provide a detail for the riprap at the downstream end of the western channel. 15- Show a detail of the retention basin bleeder pipe with the 4" orifice. Include the invert elevation for the 4" orifice. 16- Keynote #1 is very helpful. It is recommended, however, to include the Trash Enclosure Standard Detail to facilitate the enclosure construction. 17- The Geotechnical Report shall address how stable the proposed 1:1 slopes and how to stabilize them if required. Revise the geotechnical report to address slope stabilization for steep slopes. 18- According to D.S. 2-05.2.4.H.3. and D.S. 3-01.4.4.F. 10-year flow has to be completely conveyed under sidewalks when concentrated runoff crosses any sidewalk/walkway. Additionally, show the roof drainage directions and provide sidewalk scuppers for the roof drains. Please be advised that the 10-year flow requirement does not apply to roof drainage. Roof drainage has to be discharged in its entirety to avoid prolonged ponding on the roof that might cause the roof to collapse. Demonstrate compliance with the sidewalk scupper requirements. 19- Work in the public right of way requires an excavation permit and/or a private improvement agreement. Check with City of Tucson Department of Transportation Permits and Codes for additional information. 20- Resubmit the redlined plan with future Grading Plan submittals. 21- Provide a detailed response letter with the next submittal that explains how the comments were addressed and references the exact locations/sheets where the revisions were made. SWPPP Comments: 1. Show the grading limits on the SWPPP exhibit. 2. Place controls inside grading limits. 3. Revise sequential activities to include, as the first two activities, determining the disturbance limits, and installing the proposed BMP's within these limits. 4. Include a copy of the completed (filled out and signed by the owner) NOI form that was submitted to ADEQ (Part III.D.3). Provide some blank forms for the unknown operators. (Part IV.F) Each operator is responsible for submitting a completed NOI to ADEQ and to the City of Tucson. Please note that the remaining signatures from the operators must be on the onsite copy of the SWPPP at or before commencement of construction. 5. Include a copy of the authorization certificate received from ADEQ (Part III.D.2). 6. Include a dated and signed certification form for each known operator (including the owner) in accordance with Part VII.K. (Part IV.J.1). Provide blank certification copies for unknown operators. 7. Identify any city or county which received a copy of the authorization certificate (Part III.D.4). 8. Describe the construction activity (what is being built, what is being disturbed, how long it is expected to take, etc.) (Part III.C.2). 9. Show on the SWPPP exhibit possible locations of on-site material storage, waste storage or receptacles borrow areas, equipment storage or other supporting activities (Part III.C.3.e). Include the symbols in the legend. 10. Show on the SWPPP exhibit the locations of on-site material storage, waste storage or receptacles, borrow areas, (Part III.C.3.e). 11. Describe, if applicable, any pollutant sources from areas other than dirt moving (e.g., dedicated concrete and asphalt plants, fueling operations, material or waste storage etc., that are associated with the construction project). Identify where these sources are or will occur on site (Part III.C.6). 12. Identify the nearest receiving waters on the Location Map (Part III.C.4). 13. Show areas of soil disturbance and areas that will not be disturbed (Part III.C.3.b). 14. Identify any water bodies on the site. If there are no water bodies, indicate this on the map (Part III.C.3.f). 15. Identify how records of when stabilization measures are initiated and completed and reason(s) for delay will be kept (Part IV.B.3). 16. Provide name(s) of the person(s) having control over project specifications, including the ability to make changes in specifications (Part III.B.2.b). 17. All operators for the project site shall be identified, and the areas over which each operator has control (Part IV.C.1). 18. Indicate in the SWPPP the name(s) of the party(ies) with operational control over project specifications (including the ability to make modifications in specifications). (Part IV.B.2.c). 19. Indicate in the SWPPP the areas of the project where the operator has operational control over project specifications, including the ability to make modifications in specifications. (Part IV.B.1.b). 20. Indicate in the SWPPP the name(s) of the party(ies) with day-to-day operational control of those activities necessary to ensure compliance with the SWPPP or other permit conditions. Provide a table for recording the names and responsibilities for each party responsible for activities necessary to ensure compliance with the SWPPP or other permit conditions. (Part IV.B.1.d). 21. Indicate in the SWPPP the areas of the project where each operator has operational control over day-to-day activities. (Part IV.B.2.c). 22. Describe structural practices to divert flows from exposed soils, store flows or otherwise limit runoff and the discharge of pollutants from exposed areas of the site to the degree attainable. Placement of structural practices in floodplains shall be avoided to the degree attainable. A combination of sediment and erosion control measures is required to achieve maximum pollutant removal.
