Along Wilmot Road and Stella Road ensure that all existing signs that are impacted by the proposed access points into this development are not permanently removed. Impacted signs shall be relocated to an appropriate location. If damaged or unsuitable for reuse then replace with new sign and/or post. 3. Re-stripe Stella Road and Wilmot Road at access points as illustrated in PCDOT & TDOT Pavement Marking Design Manual (2008) section 3-3 and 3.5 4. Show existing striping in plan view to establish tie in points for the proposed striping. 5. Install R1-1 (Stop Sign) with street names at the proposed roadway entering this development off Wilmot Road and Stella Road per PCDOT & TDOT Signing Manual (2002) Chap 5-11, 5-12, and Chap 9-2. 6. LOCATION: 6406 E Stella Road, T14S R15E Sec30, Ward 4 REVIEWERS: Jason Green, CFM ACTIVITY: T10BU00345 (Paving, Grading & Drainage Plan) SUMMARY: Engineering Division of Planning & Development Services Department has received and reviewed the proposed plan set (T10BU00345), Drainage Report (Baker & Associates Engineering, Inc., 28OCT09) and Stormwater Pollution Prevention Plan (Baker & Associates Engineering, Inc., FEB10) for the above referenced property. Engineering Division does not recommend approval of the grading plan application at this time. The following items need to be addressed: GRADING PLAN COMMENTS: 1) The grading plan can not be approved until verification that all details, locations, dimensions, and plan profiles match the approved Tentative Plat. All items on the grading plan must match the Tentative Plat plus provide additional construction information on the grading plan sheets for construction purposes. 2) Revise the Title Block of the grading plan to include a reference to Common Area "D" (Drainage). The grading plan labels the common area in plan view but it is not included in the Title Block. 3) Revise the grading plan (Sheet 2) to label and dimension the required removable post barricades at the 15-foot depressed curb opening adjacent to Street "A". Verify that the post barricades do not encroach into pedestrian access area, but that they provide a barrier to prevent unauthorized vehicles from accessing the basin. 4) DS Sec.10-02.14.3.4: Revise the grading plan to label and dimension the proposed gate at the basin access ramp for the SW Basin along Wilmot. Per the Tentative Plat the basin access ramp has a security gate to prevent unauthorized entry into the basin. 5) Clarify on Sheet 2 of the grading plan the elevations shown in the profile section. The elevations between Stations 2+00 and 4+00 are cluttered and hard to read. 6) DS Sec.10-02.14.3.4: Revise the grading plan, Sheet 4, to label and detail the required removable post barricades at the basin access ramp for the NE Basin. All access ramps or depressed curb locations for the basins or basin inlet must provide some sort of safety barricade that prevents access into the basin from unauthorized vehicles. 7) Revise the profile section on Sheet 4 of the grading plan to label the proposed slotted vane drain and 24-inch PVC pipe located at Station 8+64. 8) Clarify Detail 19 on Sheet 7 of the grading plan. Detail 19 references Detail 9 for the slotted vain drain however Detail 9 on Sheet 6 is for the basin outlet structure. Verify if Detail 20 and 22 are the correct details to be referenced. 9) DS Sec.3-01.4.1.D.1: Clarify in the profile sections the accessible route cross slope for the portion of the sidewalk that crosses the access drives located off of Stella Road. The cross slope of the sidewalk shall not exceed 2 percent. It appears per the profile sheets that the cross slopes for both driveway entrances exceed this requirement. 10) Refer to comments from Ron Brown, RA Structural Plans Examiner for any handicap accessibility comments that are associated with this project. Provide a Keynote with labels for all onsite handicap access ramps. 11) Provide a general note on the grading plan to state the following: "Call for a Pre-construction meeting prior to start of earthwork. To schedule a PDSD Pre-construction meeting, SWPPP inspection or general Engineering Inspections, call IVR (740-6970), or schedule with a Customer Service Representative at the Planning & Development Services Department, or contact PDSD Engineering at 791-5550 extension 2101, or schedule inspections online at: http://www.ci.tucson.az.us/dsd/Online_Services/Online_Permits/online_permits.html 12) DS Sec.10-02.14.3.2: Provide a maintenance note on the grading plan to state the following: "(a) the owner or owners shall be solely responsible for operation, maintenance, and liability for all drainage channels, drainage structures and the Detention/Retention basins; (b) that the owner or owners shall have an Arizona Registered Professional Civil Engineer prepare a certified inspection report for the drainage and detention/retention facilities at lease once every 12-months, and that these regular inspection reports will be on file with the owner for review by City staff, upon written request; (c) that City staff may periodically inspect the drainage and retention/detention facilities to verify that scheduled and unscheduled maintenance activities are being performed adequately; and (d) that the owner or owners agree to reimburse the City for any and all costs associated with the maintaining of the drainage structures and Detention/Retention facilities, should the City find the owner or owners deficient in their obligation to adequately operate and maintain their facilities." 13) DS Sec.11-01: Provide a general grading note, including a grading/drainage note specifying conformance with City of Tucson Development Standard 11-01.0 (excavation and grading requirements). 14) Approval from TDOT Permits and Codes for all improvements within the public right-of-way will be required. A right-of-way use permit application will be required prior to construction. Revise the SWPPP according to these comments: 16) Per City of Tucson Code Ordinance 10209, Chapter 26 Section 26-42.2: "For land disturbing activities that fall under the jurisdiction of this Article, a Stormwater Pollution Prevention Plan must be prepared and certified by an engineer, or a landscape architect and submitted along with the application for a grading permit to the City of Tucson Development Services Department." The SWPPP report and exhibits must be signed and sealed by the engineer of record or by a Registered Landscape Architect. 17) Part III.A.3 and VIII.J.2: Ensure the SWPPP is signed by a person meeting the certification requirements of Permit Part VIII.J. The engineer and owner of the property are required to sign the certification sections prior to SWPPP approval. 18) Part III.C.2.d: Indicate the percentage of the site that is impervious before and after construction. 19) Part III.D.3: Include a signed copy of the completed NOI form that will be submitted to ADEQ. The NOI must be signed by the owner prior to SWPPP approval. 20) Part IV.B.1: If culverts are present on-site, describe measures that will be used to minimize erosion at and around the culvert(s). At a minimum label the proposed storm grates within the private roadway system (Street "D" Circle). 21) Revise all language in the SWPPP and exhibit to reference City of Tucson not Marana. GENERAL COMMENTS: Please provide a revised Paving, Grading and Drainage Plan and SWPPP that addresses the comments provided above. Include a comprehensive response letter addressing in detail responses to all of the above comments. Enclose "redlines" with the resubmittal package. The grading plan has been reviewed by Zoning Review Section but cannot approve the plan until it has been approved by the Engineering, and Landscape Review Sections and until all zoning comments or concerns have been addressed. 2. Zoning was not able to find an approved copy of the tentative plat. This review was based on the last submitted tentative plat and it appears that the grading plan matches the tentative plat but zoning cannot approve the grading plan until the Engineering and Landscape review sections have approved the grading plan. 3. Zoning will re-review the grading plan on the next submittal to insure compliance with the approved and stamped site plan. Additional comments may be forthcoming.
