The monopole sits on a vacant C-2 lot and is surrounded by C-2 zoning on all sides except the northeast side of the site, which abuts R-2 zoning. The Kino Area Plan (KAP) provides guidance for this land use request along with the General Plan, and Design Guidelines. Policy Summary KAP commercial subgoal, is to provide for an adequate amount and appropriate arrangement of commercial development within Kino. Policy 1.c. is to encourage private developers to utilize existing provisions in the Land Use Code which allow the integration of appropriate commercial and supportive service activities within industrial parks. The General Plan states within Element #4, Community Character and Design, under Policy 3.7 that whenever possible, telecommunications facilities be located, installed and maintained to minimize visual impacts and preserve views. Also under Policy 4.6 states to promote the coordination of efforts of government, private developers, and utility firms to improve the appearance of necessary aboveground utility lines and structures. The Plans support the requested land use when stealth design elements are used to minimize visual impacts in conjunction with adequate buffering to mitigate the potential negative impacts of more intense development on established neighborhoods are employed. Discussion The applicant attended a presubmittal meeting with staff on February 25, 2009 and held the required neighborhood meeting on March 11, 2009. Based on the appropriate meeting information and the preliminary development plan, sufficient information has been provided to determine that the proposed project is in substantial compliance with Plan policies. Staff will review plans for this proposal based on but not limited to: stealth design. Recommendation Staff recommends that this application be accepted for processing. Plan Policy Kino Area Plan Overall Goal To establish guidelines for the future growth of the Kino area and to provide a balance of uses and a wide range of activities, including employment, shopping, housing, and recreation. Commercial Commercial development is an important part of any community and can contribute to an attractive and convenient living environment. Kino is in the unique position of providing for various commercial needs. On a regional level, it will continue to fulfill a tourist-oriented commercial function. In addition, commercial activity will increase to meet the supportive service needs of in-coming industrial employers/employees Demand for increased neighborhood-oriented shopping facilities will continue as a result of increased residential development. Such commercial functions should be arranged to best serve the needs of the neighborhood, community and region and should be encouraged to occur within an activity center framework where possible. Some land originally designated for commercial uses may be considered more appropriate for other uses due to changing area needs and trends. SUB-GOAL: Provide for an adequate amount and appropriate arrangement of commercial development within Kino. POLICY 1: The City should promote a variety of commercial activity centers within Kino to accommodate future regional, community, and neighborhood commercial needs (GP, Section 11, Policy 5 & 7A, B, C). This can be accomplished by: c. Encouraging private developers to utilize existing provisions in the Land Use Code which allow the integration of appropriate commercial and supportive service activities within industrial parks. General Plan Element 4: Community Character and Design Policy 3: Preserve scenic view of natural features and community landmarks 3.7 Require that, whenever possible, telecommunications facilities be located, installed, and maintained to minimize visual impact, preserve views, and be consistent with the City's adopted land use plans and policies. Cabling and fiber optics should be installed underground where possible, and visual impact of cellular towers will be prime consideration in the City's acceptance and approval. Policy 5: Promote neighborhood identity and visual character 5.5 Promote upgrades to neighborhood infrastructure, including sidewalks and street lighting, and improvements to the existing housing stock. 5.5.A Consider incentive for telecommunications providers to install infrastructure, not only in newer areas, but also in older neighborhoods to increase opportunities for all citizens to have access to high-tech telecom services. Design Guidelines Manual e.
