The site is zoned and is surrounded by C-2 zoning. Policy Summary The General Plan provides land use guidance for the subject, with the Design Guidelines Manual providing additional design guidance. Both the General Plan and the Design Guidelines Manual support the requested use when visual appropriate design elements and buffering techniques are used to mitigate any potential negative impacts of more intense development on established neighborhoods and public views. Discussion The site is a reasonable fit for the proposed telecommunications facility. Although it is readily visible to the general public, the proposed location and stealth design are in keeping with the intent of these Plans. The proposal is to extend the existing pole by 15 feet resulting in a maxim height of 79.2 feet. The six existing antennas at the 50-foot- centerline will be relocated to the 76.2-foot centerline of the pole extension above the existing Sprint antennas. Each antenna will have a maximum size of 16-inches by 6-feet by 6-inches. The design will be in a cluster mount which will provide less mass than a typical T-Arm design and will be smaller in appearance then the exiting wireless communications provider's antennas and mounts. The ground equipment area will remain unchanged. To create a stealth design, staff will be placing a condition that monopole to be painted with non-reflective paint in a color that matches the surrounding environment. Doing so will allow monopole to blend in with the surroundings, and therefore, not conflict with Plan policies. Recommendation The proposed special exception land use for the co-location of an unmanned Crickett wireless telecommunications facility located near the western side of the Southgate Shopping Center and south of I-10 at 3390 S. 6th Avenue can be supported. The proposal appears to be in general compliance with the policy and intent of the General Plan and the Design Guidelines Manual. The following conditions are recommended to further the proposal's compliance with the General Plan and Design Guidelines Manual: 1) The monopole is to be painted with non-reflective paint to match and be compatible with the surrounding environment and adjacent structures. Cabling and fiber optics should be installed underground where possible, and visual impact of cellular towers will be prime consideration in the City's acceptance and approval. Policy 5: Promote neighborhood identity and visual character 5.5 Promote upgrades to neighborhood infrastructure, including sidewalks and street lighting, and improvements to the existing housing stock. 5.5.A Consider incentive for telecommunications providers to install infrastructure, not only in newer areas, but also in older neighborhoods to increase opportunities for all citizens to have access to high-tech telecom services. Design Guidelines Manual e. The purpose of this application is to allow for the increase in height of an existing telecommunications facility. This site is within the Tucson International Airport public disclosure area and traffic pattern airspace. The site is not within the City of Tucson Airport Environs Zone. The Tucson Airport Authority requests the following condition of rezoning approval: "That prior to the City's approval of any building permit, the property owner shall record an avigation easement. The easement recognizes the existence, and operational characteristics of the Tucson International Airport and further conveys the right to the public to lawfully use the airspace above the property. The content of such documents shall be according to the form and instructions provided, which have been reviewed and approved by the City Attorney."
