04/24/2009 | BIANCA RAMIREZ | ENGINEERING | REVIEW | Approved | April 28, 2009 FLOODPLAIN USE PERMIT # T09OT00756 PROJECT ADDRESS: 9700 W Ajo Hwy APPLICANT'S NAME: Stantec Consulting PROPERTY OWNER: Tucson Airport Authority The applicant is authorized to use a portion of the flood hazard area in the City of Tucson, Arizona, on the property described as: Parcel # 209-14-001; 9700 W Ajo HWY, Tucson, AZ 85735; ALL EXC SE TRI PTN & EXC AHO RD & EXC WELLSITE 610.66' AC SEC 12-15-11, in a portion of Township 15 South, Range 11 East, Section 12, for the purpose of installing new associated road improvements and the installation of light poles. The applicant agrees to comply with City of Tucson Floodplain and Erosion Hazard, and Watercourse Amenities, Safety and Habitat regulations, and are particularly bound by the conditions stated below. Violation of any of the conditions stated or referred to below, as determined by the City Engineer, shall be grounds for revocation of this permit. Responsibility for renewal of this permit, if necessary, is with the applicant. Issuance of this permit does not constitute a waiver of other requirements contained in the Tucson City Code, Land Use Code, or any other Federal, State, County, or local regulation. No use other than as permitted herein is allowed. Additional uses allowed under City of Tucson Floodplain and Erosion Hazard Regulations and Watercourse Amenities, Safety, and Habitat regulations require the issuance of an additional Floodplain Use Permit. The following conditions apply to this permit T08OT00326: 1) This permit becomes invalid and is subject to additional floodplain review, if any required development permit changes the configuration of the improvement, or, if there is any further disturbance within the floodplain other than that outlined in this application. This floodplain use permit may be subject to conditions or restrictions designed to reduce or mitigate the potential damage or hazard to life or property resulting from development within the regulatory floodplain, floodway or erosion hazard areas as determined by the project engineer and accepted by the City of Tucson. 2) Except as approved by the City Engineer prior to the start of construction, development under this permit shall not obstruct, retard or divert the existing flow of floodwaters from or to adjacent properties 3) All work shall conform to the approved Plan for the construction of the road and the installation of light poles, which is made part of this permit. 4) The new road and light poles are located within a FEMA special Flood Hazard Area, as defined in the Floodplain and Erosion Hazard Management Ordinance, Chapter 26 of Tucson Code (Ordinance). 5) Within 5 (five) days of issuance of this permit, and through completion of the project, notification must be posted and maintained in a conspicuous place on the job site stating "CONSTRUCTION PROCEEDING UNDER REQUIREMENTS OF CITY OF TUCSON FLOODPLAIN USE PERMIT # T09OT00756. FOR INFORMATION PLEASE CALL 791-5550." 6) This Floodplain Use Permit and plans shall be kept in a readily accessible location on site at all times. 7) All work shall conform to the accepted Drainage Report for Ryan Airfield Airport-Wide Basin Study Update (Prepared by Stantec 2006). 8) This permit does not authorize the construction of building of structures. Any construction shall be authorized by a separate building permit. Any walls to be constructed will require a separate building permit. 9) Floodplain Engineering inspections required. Call for Pre-construction meeting and final inspections. For a DSD Engineering Inspection, call IVR (740-6970), or contact DSD Engineering at 837-4991, or schedule inspections online at: http://www.ci.tucson.az.us/dsd/Online_Services/Online_Permits/online_permits.html 10) There shall be NO disturbance or stockpiling in the floodplain areas of the project other than what has been depicted on the plans. 11) For purposes of this permit the following conditions will apply for calculated flood proofing level: Base Flood Elevation (BFE) = 6 inches from highest adjacent natural grade Regulatory Flood Elevation (RFE) = 18 inches from highest existing natural grade 12) The following floodplood proofing measures are to comply with the design of the light poles. a) Light poles are to be constructed as per plans indicating an 18" concrete base from existing grade to the top of the concrete base. b) All electrical components are to be floodproofed and resistant to flood damage. constructed per plans. All electrical components to remain within concrete base. 13) The associated activity number is T09BU00361. 14) Floodplain Approval of Floodproofing Certificate, prepared by an Arizona State Registered Civil Engineer of Land Surveyor, is required prior to final approval of the comfort station or electrical inspection. All Floodproofing Certificates are to be returned to Development Services - Engineering Department at 201 N Stone on the 1st floor - for review, approval and the release for inspections. 15) Applicant to ensure that new road meets all weather access requirements. In addition, the Applicant assumes all responsibility for engineering design, construction, inspection and maintenance associated with all improvements and facilities covered by this permit and hereby certifies that any and all federal, state and local permits required for the activity covered by this permit, have been obtained. Applicant is also responsible for developing and implementing a Flood Emergency Operation Plan and an Inspection and Maintenance Plan. 16) Any additional future disturbance of the floodplain shall have separate Floodplain Use Permit applications submitted to this office for review and approval. This Floodplain Use Permit will be automatically revoked and becomes invalid for non-compliance to conditions set forth in this permit. Also, this permit will expire two years from its date of issue. Renewal of this permit will require a new application, review and approval of that application by the City of Tucson, Development Services Department, Engineering Division.
