SUMMARY: Engineering Division of Planning and Development Services Department has received and reviewed the site plan (T09CM03408), Grading Plan (T09BU01907), Drainage Statement (Stanley Engineering & Drainage, Inc., 22DEC09), and Geotechnical Engineering Report (Terracon, 11NOV09) for the above referenced property. Engineering Division does not recommend approval of the plan sets at this time. The following items need to be addressed:


SITE PLAN COMMENTS:

1) DS Sec.2-02.2.1.A.8: Revise the site plan to label the minimum 24-foot PAAL dimension in plan view for the access point from the main PAAL. Verify height restrictions for the existing sign as shown by Keynote # 32.

2) DS Sec.2-02.2.1.A.8: Clarify on the site plan any parking spaces that will required wheel stops to prevent vehicles from encroaching into any pedestrian access points or landscape areas. If the parking spaces are proposed at 18-feet then wheel stops may be required to allow for the required 2.5 foot overhang at these areas. Or provide a dimension to show that the vehicles do not overhang into these areas.

3) DS Sec.2-02.2.1.A.12: Revise the site plan to label the required 5-foot pedestrian access width for the sidewalk adjacent to the refuse container and PAAL. Per DS Sec.3-05.2.2.B.1 a pedestrian circulation must provide a clear 4-foot minimum width unless adjacent to a PAAL which would require a 5-foot width. The sidewalk must be raised or provide a barrier between pedestrian circulation and vehicular use area.

4) DS Sec.2-02.2.1.A.12: Refer to comments from Ron Brown, RA Structural Plans Examiner for all ADA and handicap requirements that may apply to this project.

5) DS Sec.2-02.2.1.A.16: Provide the Improvement Plan reference number for all existing drainage infrastructure adjacent to the site; i.e. catch basins, storm drains, etc. All existing drainage improvements that are shown on the site plan must have the referenced improvement plan for site verification.

6) DS Sec.2-01.2.1.A.19: Revise the site plan to label and dimension the existing right-of-way and future Major Streets and Routes right-of-way for Broadway Blvd.

7) DS Sec.2-02.2.1.A.21: Provide dimensions from the street monument lines to the existing curb, sidewalk, driveways and utility lines. Clearly label all improvements within the right-of-way.

8) Revise the site plan to remove the outline for the old building to be demolished (Keynote #38). The building is shown on the demolition plan therefore does not need to be shown on the proposed site plan.

9) Be advised that further comments may be forth coming on resubmittal of the site plan.


GRADING PLAN COMMENTS:

10) Provide a copy of the stamped approved site plan (T09CM03408). The grading plan can not be approved until verification that all details, locations, dimensions, and plan profiles match the approved site plan. Verify all information associated with the site plan is shown on the grading plan which will be used as the construction document.

11) Revise the grading plan to clearly delineate the proposed grading limits both onsite and offsite for all improvements. Provide a notarized signed agreement from all adjacent property owners for all work that is proposed offsite. (i.e. parking stalls located along the east side).

12) Provide the basis of bearing (General Note #1) used to establish dimensions and bearings of property lines and property corners. The basis of bearing should be established from 2 found, physically monumented points described and shown on the site plan.

13) Provide the basis of elevation (General Note #2) used to establish the existing and proposed grades as shown on the civil sheets.

14) Revise the sheet index reference on the grading plan to correctly show all 3 sheets and the information provided on each one.

15) Revise the grading plan to provide the grading plan activity number assigned to this project (T09BU01907) as depicted by "T09BU___."

16) Revise the grading plan to provide the cut and fill quantities under the Earthwork Quantities header.

17) Revise all General Notes on the grading plan sheet to correctly reference City of Tucson "Planning and Development Services" everywhere it states City of Tucson "Development Services." All future submittals should reference the new COT name for this organization.

18) Revise the General Note Section to remove notes 25, 26, and 27. All 3 notes are repeats from previous notes.

19) Revise the grading plan to label the required 5-foot pedestrian access width for the sidewalk adjacent to the refuse container and PAAL. Per DS Sec.3-05.2.2.B.1 a pedestrian circulation must provide a clear 4-foot minimum width unless adjacent to a PAAL which would require a 5-foot width. The sidewalk must be raised or provide a barrier between pedestrian circulation and vehicular use area

20) Provide the Improvement Plan reference number for the existing catch basins and storm drains located along Broadway Blvd and shown within plan view.

21) Revise the grading plan sheets to include the reference to the Geotechnical Report required for this project. Provide the date, job number, engineer who prepared the report, etc.

22) Revise the grading plan and/or Keynotes # 37 and 47 to provide a detail for construction for the proposed 1-foot and 2-foot curb openings. Clearly show how the curb openings are to be constructed.

23) Provide a detail for the proposed sidewalk construction (Keynote #10). The detail must at a minimum meet all requirements within Standard Detail for Public Improvement #200.

24) Revise the grading plan and detail for the proposed refuse container that meets the minimum requirements within DS Sec.6-01. Refer to Figure 3 and DS Sec.6-01.4.2 for specifications and requirements on access, placement of containers, and bin enclosure construction. Refer to Environmental Services for further clarity on refuse requirements.

25) Please ensure that the grading plan is consistent with the site plan and Drainage Report. Grading standards may be accessed at: http://www.ci.tucson.az.us/dsd/DevStandsTOC.pdf.


GENERAL COMMENTS:

Please provide a revised site plan and grading plan that addresses the comments provided above. Include a comprehensive response letter addressing in detail responses to all of the above comments. Enclose "redlines" with the resubmittal package.

2. Provide an exact large scale detail of the accessible parking space including aisle, detectable warning strip, aisle extension to a marked crossing, all required dimensions and show location of signage. The generic detail C/3 is not acceptable because it does not reflect the exact design of the accessible parking space.
3. Show a large sacle detail of the curb ramp of the South end of the marked crossing. Show all slopes, dimensions, and detectable warnings as required by 406.12 and 406.14.

COMMENTS: Please resubmit revised drawings along with redlines and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

1. DS 2-02.2.1.A.4 Provide on the location map the township, range and section as well as the section corners.

2. DS 2-02.2.1.A.5 A search of the Pima County Assessors records indicates this property is shown as a separate parcel (134-09-018b). The design as shown appears to have the building located over the property line. A tax parcel combination will be required to be completed and a covenant regarding development and use of real property completed and recorded prior to approval of this site plan. Provide recording docket and page information for the covenant on the site plan.

A lease area is indicated on the site plan. Approval of the lease area must be obtained by submitting through PDSD for a lot split. Completion and approval of the lot split must be obtained prior to approval of the site plan.

Provide a copy of the cross parking cross access agreement between the lease holder and the property owners.

3. DS 2-02.2.1.A.8 Provide a copy of the last approved site plan for the entire shopping center. This is required in order to verify the number of required parking spaces. The parking calculations (mixed use) for the shopping center as indicated on SP-2 do not meet the requirements of LUC Sec. 3.3.5.1 for mixed use parking. The calculations for a mixed use development does not apply to the specific use listed in Sec. 3.3.5.6 (shopping centers).

The number of required parking spaces indicated on the last approved site plan plus additional required parking spaces required for the expansion of the Taco Bell (160 sq.ft.=1 parking space) will be the total number of required parking spaces. Revise sheet SP-2.

The existing parking spaces located along the north property line appear to be partially located within the right of way. Provide approval of this condition from the real estate division (Jim Rossi).

Wheel stops will be required for the parking spaces located along the south and north property line to prevent overhanging the property line or overhanging the landscape area. Provide the location of all wheel stops on the site plan.

4. DS 2-02.2.1.A.9 Provide on detail 6/SD1 the total length of the class two bicycle parking space (minimum 6').

5. DS 2-02.2.1.A.11 Provide dimension of the entrance PAAL to this site at the north west corner of the property.

Provide the required dimension width for a two way PAAL of 24' behind the new parking spaces at the north west corner of the property.

Provide the width of the PAAL behind the new parking spaces located along the south property line.

6. DS 2-02.2.1.A.12 The pedestrian circulation path connecting to the trash enclosure cannot be located parallel to any PAAL. A possible solution to provide connection to the building would be crossing behind the drive through lane as far to the west as possible. The number of required stacking spaces for a drive though is 6 not the 8 indicated. If this is provided on the site plan remove the additional stacking spaces from the site plan.

7. DS 2-02.2.1.A.13 Provide a dimensioned elevation drawing of the existing pole sign. It appears that this sign is overhanging the new PAAL. The minimum clearance from grade to the bottom of the sign would be fifteen feet. If this is not the case the sign would be required to be relocated.

8. DS 2-02.2.1.A.28 List the proposed use as follows: Food Service "30", subject to: Sec. 3.5.4.6.C and Sec. 3.5.13.5
