Engineering Division does not recommend approval of the building plans or grading plan at this time. The following items need to be addressed: BUILDING PLAN COMMENTS (New Discount Tire Store and TI Storage Racks): 1) DS Sec.2-02.2.1.A.8: Revise Keynote #3 on Sheet A2.0 to provide specific details for the proposed "black" concrete within the vehicular use area. Or provide said details on the grading plan sheets for construction purposes. Verify that thickness, psi, etc for construction purposes are called out. 2) DS Sec.2-02.2.1.A.8: Revise Detail 7/A2.1 to dimension all aspects of the proposed accessible parking requirements. Length, width, 2.5 foot overhang, curbing, etc. 3) DS Sec.2-02.2.1.A.12: Refer to comments from Ron Brown, RA Structural Plans Examiner for all onsite handicap and ANSI Standard requirements that apply to this project. 4) DS Sec.2-02.2.1.A.20: Verify that all existing easements that are shown on the plan set that are in conflict with the building pad location have been abandoned. Specifically the Public Utility Easement as shown on the Utility Sheet, C1.04 and on the Architectural Building Plan sheets. All easements must be abandoned prior to building plan approval. If the easements have been previously abandoned provide the documentation with Docket and Page for verification. 5) DS Sec.2-02.2.1.A.32: Revise the plan set to label and dimension all requirements for the proposed refuse enclosure. Verify that all details meet the minimum requirements within DS Sec.6-01, Figure 3. Provide a detail on the grading plan sheets for construction purposes. 6) Clarify Keynote #42 on Sheet A1.0. The paragraph seems to have a typo, "….OTH?#?.?!?2?(????er…", revise. 7) Be advised that further comments may be forth coming on resubmittal of the building plans. GRADING PLAN: 8) Revise the Title on the Cover Sheet of the Plan set to read "Discount Tire Company: Grading, Paving and Building Plans." Since the grading plan sheets have been submitted with the building plan package the Cover Sheet should represent all plans that are included. 9) Provide the cut and fill quantities on the grading plan sheets under the General Note Section and/or the Site Information Section for clarity purposes. The quantities provided on Sheet 1.02 were written in by hand, verify. 10) Revise Sheet C1.01 of the grading plan to include the telephone contact information for the Developer under the Project Information Section. 11) Verify that all existing easements that are shown on the plan set in conflict with the building pad location have been abandoned. Specifically the Public Utility Easement as shown on the Utility Sheet, C1.04 and on the Architectural Building Plan sheets. All easements must be abandoned prior to building plan approval. 12) Revise the grading plan sheets and/or details to provide site specific construction details for the proposed project. All construction details (i.e. refuse enclosures, vehicular use area, curbing, parking spaces, etc) should be on the civil sheets which act as the construction document. If the applicant chooses to use the Architectural Sheets for construction purposes then 1) verify that all details provided meet the minimum requirements within the development standards and Standard Details for Public Improvement and 2) verify that the keynotes and details don't refer back to the civil drawings which in turn refer to the Architect drawings. 13) Revise Sheet C1.02 of the grading plan to label and keynote the proposed/existing concrete bollards at the end of the PAAL located on the east side of the site. 14) Clarify the handicap access ramps and vertical curbing labeled at the proposed handicap parking spaces on Sheet C1.02. The ramps proposed imply that the curbing in front of the parking spaces is depressed and/or a concrete header. However per Keynote #1 it is shown as vertical curbing, clarify. 15) Revise all Construction Notes on Sheet C1.02 of the grading plan that reference the Architectural Plan sheets. Either provide a separate detail for construction purposes on the civil sheets (highly recommended) or at a minimum clearly reference the exact Architectural Sheet and/or detail where the improvement may be located for construction purposes. 16) Provide a General Note on the grading plan sheets to include the reference to the Geotechnical Evaluation prepared for this project. Provide the date, job number, engineer who prepared the report, etc. 17) DS Sec.11-01: Provide a General Note on the grading plan sheets specifying conformance with City of Tucson Development Standard 11-01.0 (excavation and grading requirements). 18) Provide a General Note on the grading plan sheets stating; "All proposed fencing and walls will require a separate permit for review and approval by all necessary Planning and Development Services Departments." 19) Provide a General Note on Sheet C1.01 to state; "All landscaping to be depressed minimum 6-inches for stormwater harvesting. Refer to the Water Harvesting Guidance Manual Ordinance # 10210 dated October 25 for further recommendations for stormwater harvesting." 20) Provide a General Note on Sheet C1.01 to state; "Call for a Pre-construction meeting prior to start of earthwork. Zoning has reviewed the building plan for compliance with the site/development plan. As of this review date the architectural site plan (sheet A2.0) has not been approved by all PDSD plan reviewers so technically the building plans cannot be approved at this time. While the basic footprint of the building floor plan matches the unapproved version of the site plan sheet A2.0 zoning cannot approve the plans at this time. 2. Zoning will re-review the building plans on the next submittal and compare them to the approved site plan if available. In addition zoning cannot approve the building plans until the Building Plans Reviewers approve the plans and an approved and stamped site plan is available and included. 3. On sheet A2.0 a 10-foot existing PUE is depicted under the proposed building location. This easement was not represented on the development plan. Prior to any approval of the building plans or Architectural site plan the easement must be abandoned and relocated if still needed. 4. Label all recording information and purpose for all existing or proposed easements on sheet A2.0. 5. Detail 17 on sheet A2.1 has not been labeled with a detail name. Is this detail for truncated domes or access ramps or both? Revise. 6. Detail 7 on sheet A2.1 should be renamed to for the specific detail it represents, which I believe was intended to be for the dimensions of the accessible sign painted on the pavement for the accessible parking spaces. 7. Note one (1) in detail 7 of sheet A2.1 must be revised to require the bottom of the sign to be seven (7) feet from grade not six (6) feet.
