COMMENTS: Please resubmit revised drawings and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

1. This site plan was reviewed for compliance with the City of Tucson Development Standards (D.S.) and Land Use Code (LUC) for full code compliance for the area of expansion only. Once the exact use is clarified, Automotive Service and Repair Minor or Major, additional comments maybe forth coming.

2. Based on the provided last approved site plan, approved in 1972 it appears that a building addition and canopies have been added to the site without permits. Provide documentation that these structures were permitted or obtain permits prior to approval of the certificate of occupancy.

3. D.S. 2-02.2.1.A.3 That "SITE ADDRESS" shown on the plan is not correct.

4. D.S. 2-02.2.1.A.6 Clearly show all canopies, and overhangs on the site plan.

5. D.S. 2-02.2.1.A.7 The street perimeter yard setbacks shown under "SITE NOTES AND CALCULATIONS" are not correct. Based on average daily traffic (ADT) for both Ajo and Lundy the required street perimeter yard setback is 21' or the height of the structure (H) and is measured from the back of future curb along Ajo and back of curb along Lundy.

6. D.S. 2-02.2.1.A.7 The perimeter yard setback shown "SITE NOTES AND CALCULATIONS" to the south property line is not correct. Per LUC Section 3.2.6.4, Development Designator "30", Perimeter Yard Indicator "DD", adjacent to an R-2 zoned property, the required setback is 1 1/2 times the height of the structure. It does not appear that the canopy along the south property line will meet the required setback. A Design Development Option (DDO) maybe required.

7. D.S. 2-02.2.1.A.9 Off-street bicycle parking, including materials for lighting, paving, and security; fully dimensioned layout; location; specific type of rack and the number of bicycles it supports.

8. D.S. 2-02.2.1.A.12 Provide a dimension from the north end of the angled vehicle parking space to the south end of the accessible access aisle. It does not appear that the parking area access lane (PAAL) meets the minimum 24' width requirements.

9. D.S. 2-02.2.1.A.12 Per D.S. 3-05.2.2.D A back-up spur will be provided at the end of a row of parking if no ingress or egress is provided at that end. The spur will be a minimum of three (3) feet in depth, will have a three (3) foot radii, and will have a wheel barrier to prevent encroachment onto any unsurfaced areas. A minimum distance of three (3) feet will be provided between the back of spur and any wall, screen, or other obstruction over six (6) inches in height. This said a backup spur is required at the west end of the proposed parking.

10. D.S. 2-02.2.1.A.12 Per D.S. 3-01.5.1.A.1 Lines of sight will not be obscured between thirty (30) inches and six (6) feet through a triangular area adjacent to a driveway, a PAAL, an alley, or a street, where such access ways intersect with another street in a Tconfiguration. This said the two (2) eastern most proposed vehicle parking spaces may not be located within the sight visibility triangles (SVT's).

11. D.S. 2-02.2.1.A.13 If applicable show the location, type, size and height of existing and proposed signage.

12. D.S. 2-02.2.1.A.14 Until the proposed use is clarified the required size of the loading space cannot be verified, see comments 1 & 17.

13. D.S. 2-02.2.1.A.19 Based on the Major Streets and Routes Map it does not appear the Ajo is at the full future right of way (ROW) of 120' Show the future ROW on the site plan.

14. D.S. 2-02.2.1.A.20 If applicable show all easements of record graphically on the site plan along with the recording docket and page reference.

15. D.S. 2-02.2.1.A.21 Show the future curb along Ajo.

16. D.S. 2-02.2.1.A.25 If applicable show the existing and/or proposed site lighting on the plan.

17. D.S. 2-02.2.1.A.31 Clarify what the proposed use is, Automotive Service and Repair Minor or Major, additional comments maybe forth coming.

09/30/2009 ANDREW CONNOR LANDSCAPE REVIEW Denied Submit landscape plan(s) to verify that the site meets minimum requirements.

On sites where the gross floor area of the existing building(s) 10,000 square feet or less, expansions in square footage of land area, floor area, lot coverage, or vehicular use area as follows.

If the expansion is less than fifty (50) percent, the requirements of this Division apply only to the proposed expansion. Existing development on the site is subject to the zoning regulations in effect at the time the existing development received zoning approval.

Provide the last approved site, and landscape plans. If documents can not be located the site is subject to Landscape Regulations in effect from 1969-1991 conditions are as follows.

" 5' landscape buffer with 50% vegetative coverage along all street frontages excluding proposed expansion is required.

" A 6' wall, fence with slats, or vegetative screen shall be erected / planted adjacent to residential zoned property. Identify screening element on the landscape plan.

" The following comments apply to proposed expansion!

1. A street landscape border, per Sec. 3.7.2.4 of the LUC, is a landscape area with a minimum width of ten (10) feet, running the full length of the street property line(s) bounding the site except for points of ingress-egress.

2. Street landscape borders shall be located entirely on site, except that, if approved by the City Engineer or designee. Obtain permission for any off site landscaping.

3. Fifty (50) percent or more of the street landscape border area must have shrubs and vegetative ground cover per LUC 3.7.2.4

4. Indicate square footage of all landscaped areas and calculation of the percentage of vegetative coverage per DS 2-07.2.2.2.g.

5. One (1) canopy tree must be provided for every thirty-three (33) linear feet of landscape border per LUC 3.7.2.4.

6. A 30" continuous screen along entire street frontages for vehicle use area must be provided per LUC Table 3.7.2-I.

7. The area between the right-of-way line and sidewalk and the area between the sidewalk and the curb, if not covered with vegetation, shall be covered with an appropriate inorganic ground cover, such as decomposed granite.

8. A vehicular use area must be provided with post barricades or wheel stop curbing designed to prevent parked vehicles from extending beyond the property lines; damaging adjacent landscaping.


9. Add the following notes to the landscape plan:

10. DS 2-06.6.0 MAINTENANCE STANDARDS.

a. Any plant material in areas of required landscaping that does not survive will be replaced with an equivalent size and species within thirty (30) days.

b. Plant material will be pruned as necessary to control size but not to disrupt the natural growth pattern or characteristic form of the plant except as necessary to achieve height clearance for visibility and pedestrian passage or to achieve a continuous opaque hedge if required.

c. Clipping and pruning of the plant material are required to allow maximum shading while preserving surveillance opportunities and preventing obstructive overhang into walks, curb areas, drives, and line of sight triangles. For general guidelines on height clearance of tree canopies, refer to Sec. 2-06.3.6.D, Sec. 2-06.3.6.E, Sec. 2-06.3.6.F, and Sec. 2-06.3.7.D.

d. All dead or removed plant material will be replaced with plant material acceptable under the requirements of the xeriscape landscaping regulations. Replacement material will be a minimum fifteen (15) gallon size for trees and five (5) gallon size for shrubs.

e. Regular landscape maintenance should ensure water efficiency and include, but not be limited to, pruning, mulching, weeding, and litter removal.

11. All landscape areas will be depressed to accept water flow from roofs, PAAL, and parking areas. Show by detail on landscape plans how areas will accommodate water harvesting.

12. The site plan and landscape plan must show identical site layout to avoid conflict between the two plans. Ensure that all changes to the site plan are reflected on the landscape plan.
