ACTIVITY #: T09CM02285

Background:
This project had originally been permitted for an addition to the structure with floodplain area determined to be within an X-Shaded 500 year area.

Recently owner came back proposing to do more improvements to this structure and counter staff saw that the area was labeled as an 100-year floodplain. It was acknowledged that even if there had been an earlier error in determination of flood status, a floodplain use permit would be needed for further development at this site. With the existing basement and cumulative improvements, the jurisdictional flood limits and substantial improvement assessment by an engineer would need to be submitted.

Flood elevation determination:
PCRFCD contacted COT PDSD 26AUG10 regarding Shaded Zone X areas along Arroyo Chico, in particular for area around 133 S Cherry. The GIS map for this area may have a tag error for labeling 100-yr / 500 yr floodplain area. PCRFCD could not find a duplicate effective model for this reach of Arroyo Chico therefore BFEs from the FIRM panels were used. PCRFCD calculated BFE at leading edge of the structure at 133 S Cherry to be 2420.9 (NGVD-29). PAG topo indicates an approximate ground elevation of 2428 (NAVD-88. Using BFE 2420.90 ft (737.89 meters), and using VERTICON at this address with Latitude: 32.220601, Longitude: 110.947811, the NGVD 29 BFE is 737.89, with a Datum shift (NAVD 88 minus NGVD 29): 0.660 meter. Converted to NAVD 88 elevation of 738.550 meters, then converted to Feet: 2423.06 (NAVD88) with an approx. adjacent grade of 2428 (NAVD88), the building appears to be almost 4 feet above the RFE.

Summary:
Based on recent PCRFCD BFE determination and the City's confirmation 26AUG10, this set of proposed improvements, including interior wall reconstruction, balcony addition, and patio enclosure, PDSD Engineering recommends approval.
