Engineering Division does not recommend approval of the site plan at this time. Please address the following review comments prior to the next submittal. Please include a response letter to the comments along with the corrected copies of the Site Plan. Site Plan: 1. Complied. 2. DS Sec.2-02.2.1.A.4: Revise the project location map on Sheet 1 of 3. The map should include labeled section corners. 3. Label both existing and future sight visibility triangles per D.S. 2-02.2.1.10. If existing and future sight visibility triangles are the same, label both existing and future right of way. 4. Complied 5. DS Sec.2-02.2.1.A.11 & DS Sec.3-01.3.2.C: Depict and label radii concrete curbs per City of Tucson/Pima County Standard Detail 213 (PC/COT SD 213) at the driveway entrance along Irvington Rd. 6. Indicate curb returns for MS&R and call out radius on plans. 7. Must comply with all zoning comments regarding pedestrian access. 8. In the event that they are needed, Submit 3 sets of grading and (2) SWPPP's with text, upon completion and submittal of a grading permit application. A grading permit may not be issued prior to site plan approval. Subsequent comments may be necessary, depending upon the nature and extent of revisions that occur to the plans". 30. Per site visit on 10/15/09 grading appears to be all the way to the property line. Address the following: a) There is a minimum 2' setback from property line to tow of fill. b) Provide note on site plan indicating that minimum 2' setback will be met. c) Call out slope between 2' setback and top of fill. d) Show positive drainage to retention/detention basin. 31. Provide cross section for basin and show spot elevations of basin bottom, sides and top of basin. In addition, provide second cross section for area rip rap area identified by keynotes 14 and 15. 32. Specifically show spot elevations at the property line of driveway to show drainage is being kept on site. 33. Addition comments may be forthcoming. Drainage Report: 1. Off site drainage along Irvington does not appear to be addressed. Provide additional information in hydrology section addressing the off site flood conditions in Irvington. 2. Include floodplain limits on plan for any 100 year flows that are on site and show how the proposed design considers any impact from jurisdictional floodplain. 3. Include all weather access design if floodplain limits encroach onto property. 4. Show existing and proposed flows entering and exist the site at all boundaries of the lot. 5. Not that grading design will need to be in compliance with revised hydrology. Please address hydrology prior to submitting grading plan to prevent duplication of comments. 6. TRANSMITTAL DATE: November 3, 2009 COMMENTS: Please resubmit revised drawings along with redlines and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed. This plan was reviewed for compliance with the Site Plan Content and Specifications 2-02 and applicable development standards which include but is not limited to sections 2-05, 2-08, 2-09, 3-01, 3-05, and applicable LUC development criteria. It was requested that the previous plans or redlines be resubmitted with the revised set of drawings. This was not done please ensure that the redline copy of the plans are resubmitted with the next submittal of the site plan. 1. This was not addressed. The sections corners info was requested for the location map. Previous Comment 1: Label applicable sections corners as redlined on sheet A1.0. DS 2-02.2.1.A.4 and DS 2-05.2.1.D.3 2. The use has been clarified per your response and some of the notes. The issue still remaining is the storage areas proposed. The numbers do not add up. a. Clearly define the storage areas and label them appropriately with distance and square footages. b. I can verify on the plan by keynotes 19 the two areas that are considered outdoor storage which total 22, 279 square feet. c. Keynote 7 indicates that two 8'x40' Storage containers will be placed on the existing concrete slab just north of the proposed building. The slab area is annotated as 2,393 square feet of storage area. Which is correct? Is the entire slab area going to be used for storage in which case the total square footage would be greater than the two proposed containers? Revise the notes and make it clear what is proposed for this area. d. Keynote 8 indicates an existing concrete pad, is this pad to be used for storage as well or what is the use for the concrete pad? Dimension and add list the square footage of the pad. e. The areas around the storage areas have been annotated with keynote 9. What is the proposed use for this area? It is not clear what is the intended use is for this area with gravel, 2" screened rock, asphalt millings. Previous Comment 4: As of this review it is not clear what the specific principal use for this site is going to be. The proposed use listed on sheet A1.0, Site Info note 3 indicates Field Office and Storage Yard. The parking requirement cannot be verified at this time and will be reviewed on the next submittal once a principal use is listed. Revise the parking calculation based on the actual principal use. If multiple uses are proposed for this site list all uses and include the relevant development data associated with each use. DS 2-02.2.1.A.8 3. Once the overall storage areas have been determined, which in turn will determine the number of required/provided vehicle parking spaces can the number of bicycle parking based required be determined. (I don't believe that more than bicycle parking spaces will be required unless a substantial amount of vehicle parking is added.) The information related to the information and detail drawing(s) was not provided on the plan as requested per my last comment. Previous Comment 5: The number of required bicycle parking spaces cannot be verified at this time until the principal use is listed correctly. Ensure that Off-street bicycle parking, including materials for lighting, paving, and security; fully dimensioned layout; location; specific type of rack and the number of bicycles it supports; and the location and type of directional signage. Include a bicycle parking calculation based on the requirement for class on and two facilities or as required based on the use. DS 2-02.2.1.A.9 4. The future sight visibility triangles have not been depicted on the plan. The future roadway curb has not been depicted on the plan. Verify with transportation where the future curb is proposed and drawn and label the future SVT's as required. Previous Comment 6: Existing and future sight visibility triangles must be drawn and labeled on the site plan sheet. Draw and label the existing and future sight visibility triangles correctly and based on existing and future curb locations. See DS 3-01 for correct placement of SVT's. Consult with the DSD engineering reviewer for the locations and requirements. DS 2-02.2.1.A.10 5. The location of the sidewalk from the property line is not acceptable as shown. The portion of the sidewalk in front of the dumpster must be located around the back of the enclosure area or relocate the sidewalk entirely. (It is suggested that the sidewalk be relocated and aligned with the Access Aisle next to the Disabled parking space.) Also, the portion of the sidewalk that is parallel with the parking spaces (with the exception of the disabled access aisle) closest to the street property line is not physically separated and may not be asphalt or chip seal. The sidewalk must be constructed of concrete and raised above the pavement or may be flush with the pavement and constructed of concrete and can be physically separated with extruded curbing or bollards. A portion of previous comment 8: A continuous pedestrian circulation is required from the street sidewalk or the from the property line (if there is currently no sidewalk or requirement for a street sidewalk) to all structures on the site. The minimum width for any required sidewalk is four (4) feet. The sidewalk must be physically separated from the all vehicular use areas. Separation may be provided by a raised concrete sidewalk, vertical curbing, permanent bollards with chain or cable a minimum of 6 feet a part etc. All sidewalks must be constructed of concrete a minimum of four (4) inches thick. The required path must also meet ADA or ANSI accessibility requirements, see Ron Brown's comments with regards to accessibility. Chip seal or pavement is not acceptable for the pedestrian circulation. In addition, all public access areas on the site must be connected as noted in DS 2-08.3.1. This section excludes required concrete sidewalks if there is no public access beyond the main office building. In cases where the public is not allowed access to certain areas such as the canopy, slab etc a striped employee path of pavement is allowed. The path must be a minimum of four feet wide. DS 2-02.1.A.12 6. This comment was not addressed as with the requested details and information. Previous Comment 9: Draw and label the bicycle parking facilities and add the required dimensioned detail drawings for class one and two facilities. DS 2-02.2.1.A 12 7. The previous comment was not addressed in full as requested. Specifically the first sentence. Previous Comment 12: Draw, label and dimension the future curb and sidewalk on Irvington Road based on the future roadway requirements. All easements of record must be graphically shown on the plan together with recording docket and page reference. DS 2-02.2.1.A.19 and DS 2-02.2.1.A.21 8. Has Andy Vera confirmed the location of the dumpster enclosure? If so this comment can be disregarded. Provide a copy of the confirmation. Previous Comment 16: Contact Andy Vera of Environment Services with regards to the proposed refuse location and enclosure requirements. DS 2-02.2.1.A.32 9. Not all the items listed in this comment were added to the cover sheet. Review the list and ensure that all items are addressed and added to the plans sheets. Previous Comment 17: The following items must be listed on the cover sheet, DS 2-02.2.2.A.1-.6 -Principal use and development designator, -Parking ratio with the number of spaces required and spaces provided which include required - Disabled parking spaces, -Floor Area Ratio (FAR) allowed and proposed, -Bicycle parking spaces required and proposed (class one and two), -Loading zones required and proposed and size based on the principal use, -Total lot area, -Correct Building setbacks - interior and street setback requirements, (Street setback is incorrect), -Building heights allowed and proposed, -Building square footages and outside use areas associated with the use, A. The following calculations are required on the site plan, including the methodology. If there is not enough space on the site plan to include these calculations, another plan sheet is used. 1. Gross and net lot area. 2. Floor area for each building. 3. Percentage and area in square feet of building and accessory building coverage. 4. Vehicular and bicycle parking spaces required and provided, including handicapped. 5. Number of loading spaces required and provided. 6. Percentage of building or lot area expansion. If the building(s) or lot area has been previously expanded, those calculations shall be included. 10. This comment was not addressed and yes the AEZ affects this property. Previous Comment 19: Indicate on the plan how all buildings or work areas will comply with the AEZ requirement for the NCD 65 Ldn (NCD-65). 11. Please review the previous redlines and green lines and address any remaining comments. Previous Comment 20: Review the redlines made on the site plan copy and make any applicable changes or revisions to the plans as necessary. All green lines are zoning related. 12.
