TRANSMITTAL DATE: September 8, 2009 COMMENTS: Please resubmit revised drawings along with redlines and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed. This plan was reviewed for compliance with the Site Plan Content and Specifications 2-02 and applicable development standards which include but is not limited to sections 2-05, 2-08, 2-09, 3-01, 3-05, and applicable LUC development criteria. 1. Label applicable sections corners as redlined on sheet A1.0. DS 2-02.2.1.A.4 and DS 2-05.2.1.D.3 2. All existing and proposed buildings and structures, including location, size, height, overhangs, canopies, and use will be drawn and identified on the site plan. Label the dimensions of the canopy area and the slab area keynoted as no. 8. Label the use proposed for the canopy and slab areas. DS 2-02.2.1.A.6 3. Label the proposed distance (setback) between the building, canopy and slab area from the east property line. While there is no requirement for a building setback for this use in the I-1 zone, it is important to have a referenced location for the building and any use areas. DS 2-02.2.1.A.7 4. As of this review it is not clear what the specific principal use for this site is going to be. The proposed use listed on sheet A1.0, Site Info note 3 indicates Field Office and Storage Yard. The parking requirement cannot be verified at this time and will be reviewed on the next submittal once a principal use is listed. Revise the parking calculation based on the actual principal use. If multiple uses are proposed for this site list all uses and include the relevant development data associated with each use. DS 2-02.2.1.A.8 5. The number of required bicycle parking spaces cannot be verified at this time until the principal use is listed correctly. Ensure that Off-street bicycle parking, including materials for lighting, paving, and security; fully dimensioned layout; location; specific type of rack and the number of bicycles it supports; and the location and type of directional signage. Include a bicycle parking calculation based on the requirement for class on and two facilities or as required based on the use. DS 2-02.2.1.A.9 6. Existing and future sight visibility triangles must be drawn and labeled on the site plan sheet. Draw and label the existing and future sight visibility triangles correctly and based on existing and future curb locations. See DS 3-01 for correct placement of SVT's. Consult with the DSD engineering reviewer for the locations and requirements. DS 2-02.2.1.A.10 7. Provide some form of barrier to keep vehicular traffic off unimproved dirt areas. All PAALs must be covered with asphalt or a minimum of double shot Chip Seal. If this site is going to be experiencing traffic of large vehicles it is suggested that chip seal not be used. If storage is to occur on any portion of the site the area used for the storage must be improved with pavement. Again all paved areas must be provided with some form of barriers to keep traffic off of unimproved areas on the site. Barriers can be vertical curbing, bollards with chain or cable a maximum of 6 to 8 feet a part etc. DS 2-02.2.1.A.11, DS 3-05. 2.3.C.1 8. As noted in comment 7 all vehicular areas must be paved. Draw, label and dimension any additional areas that would be accessed by vehicles such as forklifts, trucks etc. A continuous pedestrian circulation is required from the street sidewalk or the from the property line (if there is currently no sidewalk or requirement for a street sidewalk) to all structures on the site. The minimum width for any required sidewalk is four (4) feet. The sidewalk must be physically separated from the all vehicular use areas. Separation may be provided by a raised concrete sidewalk, vertical curbing, permanent bollards with chain or cable a minimum of 6 feet a part etc. All sidewalks must be constructed of concrete a minimum of four (4) inches thick. The required path must also meet ADA or ANSI accessibility requirements, see Ron Brown's comments with regards to accessibility. Chip seal or pavement is not acceptable for the pedestrian circulation. In addition, all public access areas on the site must be connected as noted in DS 2-08.3.1. This section excludes required concrete sidewalks if there is no public access beyond the main office building. In cases where the public is not allowed access to certain areas such as the canopy, slab etc a striped employee path of pavement is allowed. The path must be a minimum of four feet wide. DS 2-02.1.A.12 9. Draw and label the bicycle parking facilities and add the required dimensioned detail drawings for class one and two facilities. DS 2-02.2.1.A 12 10. Draw and label all locations, types, size, and height of existing and proposed signage. DS 2-02.2.1.A.13 11. Depending on the actual principal use the size of the loading zone may change. A follow up comment will be made on the next site plan review. Ds 2-02.2.1.A.14 12. Draw, label and dimension the future curb and sidewalk on Irvington Road based on the future roadway requirements. All easements of record must be graphically shown on the plan together with recording docket and page reference. DS 2-02.2.1.A.19 and DS 2-02.2.1.A.21 13. All easements of record must be graphically shown and dimensioned on the plan together with recording docket and page reference and purpose for the easement. Label the recordation information for the existing easements on the site. If new easements are proposed the easements must be recorded prior to approval of the site plan and all recording data must be labeled on the plan next to the proposed easements. DS 2-02.2.1.A.20 14. If applicable draw, label any proposed lighting layout and type. Provide a detail drawing of the proposed light pole and label the height. Ds 2-02.2.1.A.25 15. Gated entries must be approved by Traffic Engineering, DSD Engineering and Zoning. The proposed gated entry doe not meet the gated entry draft standards. Please call and discuss the proposed gated entry with Jose Ortiz with COT Traffic Engineering. All screen walls must be drawn and labeled on the site plan. Indicate the proposed height of the walls. Ds 2-02.2.1.A.27 16. Contact Andy Vera of Environment Services with regards to the proposed refuse location and enclosure requirements. DS 2-02.2.1.A.32 17. The following items must be listed on the cover sheet, DS 2-02.2.2.A.1-.6 -Principal use and development designator, -Parking ratio with the number of spaces required and spaces provided which include required - Disabled parking spaces, -Floor Area Ratio (FAR) allowed and proposed, -Bicycle parking spaces required and proposed (class one and two), -Loading zones required and proposed and size based on the principal use, -Total lot area, -Correct Building setbacks - interior and street setback requirements, (Street setback is incorrect), -Building heights allowed and proposed, -Building square footages and outside use areas associated with the use, A. The following calculations are required on the site plan, including the methodology. If there is not enough space on the site plan to include these calculations, another plan sheet is used. 1. Gross and net lot area. 2. Floor area for each building. 3. Percentage and area in square feet of building and accessory building coverage. 4. Vehicular and bicycle parking spaces required and provided, including handicapped. 5. Number of loading spaces required and provided. 6. Percentage of building or lot area expansion. If the building(s) or lot area has been previously expanded, those calculations shall be included. 18. Notes 32 and 36 appear to be incorrect. Please revise with the appropriate information and jurisdiction. 19. Indicate on the plan how all buildings or work areas will comply with the AEZ requirement for the NCD 65 Ldn (NCD-65). 20. Review redlines on the site plan copies and make any applicable changes or revisions to the plans as necessary. All green lines are zoning related. 21. Check with PARKWISE for the new parking fine amount. I think the amount has gone up to 118 dollars and may have gone up once again. Engineering Division does not recommend approval of the site plan at this time. Please address the following review comments prior to the next submittal. Please include a response letter to the comments along with the corrected copies of the Site Plan. Site Plan: 1. Please provide project address per D.S. 2-02.2.1.3. 2. DS Sec.2-02.2.1.A.4: Revise the project location map on Sheet 1 of 3. The map should cover approximately one (1) square mile, be drawn at a minimum of 3" = 1mile, and provide the following information: section corners. 3. Label existing and future sight visibility triangles accurately per D.S. 2-02.2.1.10. Note that the stem of sight visibility triangle is from edge of driveway and pavement or curb to curb. 4. Identify and label egress and ingress include locations and width including dimension of driveway and parking area access lane (P.A.A.L.) per D.S. 2-02.2.1.11. 5. DS Sec.2-02.2.1.A.11 & DS Sec.3-01.3.2.C: Depict and label radii concrete curbs per City of Tucson/Pima County Standard Detail 213 (PC/COT SD 213) at the driveway entrance along Irvington Rd. 6. Indicate curb returns for MS&R and call out radius on plans. 7. Please label all vehicular, bicycle, pedestrian, and handicapped circulation clearly identified per D.S. 2-02.2.1.12. 8. DS Sec.2-02.2.1.A.12: Revise the site plan to show the required 6-foot wide sidewalk with curb along the street frontage of Irvington Road. Per the adopted Mayor and Counsel policy all sidewalks along MS&R right-of-ways for arterial and collector streets require 6-foot wide sidewalks. 9. DS Sec.2-02.2.1.A.12: Revise the site plan to show the required pedestrian circulation path that is required from the proposed buildings to the required pedestrian circulation path located along Irvington Road. 10. Fully dimensioned loading space(s) and maneuvering area(s) per D.S. 2-02.2.1.14. DS Sec.2-02.2.1.A.14: Provide (label and dimension) the required onsite maneuvering area for the loading zone that is shown adjacent to the proposed building. Refer to AASHTO for the national standards for turning radii. 11. Please provide Drainage patterns and finished grades per D.S. 2-02.2.1.16. 12. DS Sec.2.02.2.1.A.16: Provide drainage arrows and locations of all concentration points. Specifically show roof down spout locations for buildings at pedestrian circulation areas. If scupper is provided, a detail for the dimension of the proposed scuppers used will be needed for collecting onsite roof drainage at all pedestrian sidewalks, refer to City of Tucson details. Any scuppers proposed under the sidewalk will be designed and constructed to convey the 10-year flood flow. Drainage statement should show scupper calculations that demonstrate that the 10-year flood flow is contained under the sidewalk. 13. D.S. Sec.2-02.2.1.17: It appears that cut and fill will not be occurring for the proposed site. However, as part of the site submittal requirement estimated cut and fill quantities are required to be indicated on the plans so that it is clear to the inspector that no cut in fill is to be taking place. If not cut and fill is taking place indicate the quantity of zero (0) on the plan. Estimated cut and Fill: Cut = 0 and Fill = 0 will suffice. 14. Label dimensioned right-of-way, including any applicable Major Streets and Routes (MS&R) Plan right-of-way per D.S. 2-02.2.1.19. Indicate and label existing and future right-of-way if existing and future right of way label existing/future.. 15. DS Sec.2-02.2.1.A.18: Revise the site plan to call out Irvington Rd as a (MS&R). 16. Provide a note on plans stating that the site plan is in conformance with the MS&R overlay zone criteria. 17. For any development with 50 cy of cut or fill will require grading plan and for any site with area of disturbance of one acre or greater a Stormwater Pollution Prevention Plan will be required. It looks from aerial that grading has taken place on site already. "A grading permit and Stormwater Pollution Prevention Plans (SWPPP's) will likely be required for this project. In the event that they are needed, Submit 3 sets of grading and (2) SWPPP's with text, upon completion and submittal of a grading permit application. A grading permit may not be issued prior to site plan approval. Subsequent comments may be necessary, depending upon the nature and extent of revisions that occur to the plans". 30. Per site visit on 10/15/09 grading appears to be all the way to the property line. There is a minimum 2' setback from property line to tow of fill. Provide note on site plan indicating that minimum 2' setback will be met. Show positive drainage to retention/detention basin. 31. Provide cross section for basin and show spot elevations of basin bottom, sides and top of basin. In addition, provide second cross section for area rip rap area identified by keynotes 14 and 15. 32. Specifically show spot elevations at the property line of driveway to show drainage is being kept on site. 33. Addition comments may be forthcoming. Drainage Report: 1.
