Flowing Wells Road T09CM01750 Site Plan (1st Review) TRANSMITTAL DATE: July 15, 2009 COMMENTS: Please resubmit revised drawings and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed. 1. This site plan was reviewed for compliance with the City of Tucson Development Standards (D.S.) and Land Use Code (LUC) for full code compliance for the area of expansion only. 2. Based on current aerial photos and a site visit there are numerous discrepancies between the site plan and what is on site, i.e. distances shown; between the north east corner of the existing building to the property line, between the metal structure and the existing building, between the southeast corner of the existing building and the south property line, between the metal structure and the northeast property line. There is an existing landscape area along the front of the building that is not shown on the plan. The fence along the northwest corner of the building is not shown correctly. There is no striping for parking existing on site. There is a fence that divides the parking area in the rear of the building that is not shown on the plan. 3. D.S. 2-02.2.1.A.2 Provide a legal description on the site plan. 4. D.S. 2-02.2.1.A.5 Provide bearings for all property lines. 5. D.S. 2-02.2.1.A.6 Provide the heights for all structures on site. 6. D.S. 2-02.2.1.A.8 Provide a parking space detail for both standard and handicapped vehicle parking spaces. 7. D.S. 2-02.2.1.A.11 Provide a dimension for the access gates shown on the plan. 8. D.S. 2-02.2.1.A.11 There is a two-way parking area access lane (PAAL) shown along the southwest side of the metal structure that does not meet the minimum 24'-0" width. 9. D.S. 2-02.2.1.A.25 If applicable show any existing and/or proposed site lighting on the plan. 10. D.S. 2-02.2.1.A.28 Provide the zoning for the parcels located south of Flowing Wells Road. 11. D.S. 2-02.2.1.A.31 Provide an existing use based on uses within the Land Use Code. 12. D.S. 2-02.2.1.A.32 Show the refuse container on the site. 13. D.S. 2-02.2.2.A Once an existing use is provided all calculations can be verified. 14. D.S. 2-02.2.2.A.3 Provide a floor area ration on the site plan. 15. There is no parking layout, no accessible parking spaces and no accessibloe route to the non existance accessible parking space. 2. For 161 parking spaces provided, a total of six accessible parking spaces is required by the 2006 IBC, Section and Table 1106.1. Please provide for these six accessible spaces in the new parking lot layout plan. 3. Engineering Division does not recommend approval of the plan sets at this time. The following items need to be addressed: SITE PLAN COMMENTS: 1) DS Sec.2-02.2.1.A.5: Revise the site plan to label the bearings for the dimensions provided for the property boundaries. 2) DS Sec.2-02.2.1.A.5: Clarify on the site plan that all dimensions from property lines to buildings are correct. Per aerial and field measurements it appears that the dimensions from the property line to the existing building (55') and from the existing building to the proposed metal building (81'4") are incorrect. Revise all dimensions on the site plan to reflect current conditions on the site. 3) DS Sec.2-02.2.1.A.8: Revise the site plan to dimension the minimum 24-foot PAAL widths at all locations on the site plan. The PAAL adjacent to the proposed metal structures must show the minimum width at 25-feet; 24-feet for the 2-way PAAL plus an additional 1-foot for setback from building to PAAL. 4) DS Sec.2-02.2.1.A.8: Revise the site plan to dimension the minimum required entry widths for all existing PAAL access points from Flowing Wells Road. 5) DS Sec.2-02.2.1.A.8: Provide a detail for all proposed parking spaces. A typical parking space detail shall be provided for both standard parking spaces and those for the physically disabled. Refer to DS Sec.3-05 for design criteria for parking spaces and access. 6) DS Sec.2-02.2.1.A.8: Clarify on the site plan all parking spaces that will require wheel stops to prevent vehicles from encroaching into any pedestrian access points, adjacent property boundaries or landscape areas. If the parking spaces are proposed at 18-feet then wheel stops will be required to allow for the required 2.5 foot overhang at these areas. 7) DS Sec.2-02.2.1.A.10: Revise the site plan to label and dimension the sight visibility triangles for all PAAL access points at the street. Provide the dimension for both the near and far side of the triangles per DS Sec.3-01.5.3. 8) DS Sec.2-02.2.1.A.12: Refer to comments from Ron Brown, RA Structural Plans Examiner for all onsite handicap and ADA requirements that apply to this project, if applicable. 9) DS Sec2-02.2.1.A.16: Provide flow arrows on the site plan to verify flow patterns across the site. 10) DS Sec.2-02.2.1.A.19: Revise the site plan to label Flowing Wells Road as public. 11) DS Sec.2-02.2.1.A.19: Revise the site plan to label the shown right-of-way for Flowing Wells Road as "Existing." Flowing Wells Road is a future MS&R Collector route with a future right-of-way width of 76-feet, due to the small size of the project the future right-of-way does not need to be labeled however for future clarity the existing ½-30-foot right-of-way does need to be labeled. 12) DS Sec.2-02.2.1.A.19: Revise the site plan to label and dimension the existing right-of-way for the existing un-paved area for Flowing Wells Road. 13) DS Sec.2-02.2.1.A.32: Revise the site plan to provide the refuse location along with a detail and dimensions for the required refuse containers. Refer to DS Sec.6-01 (Figure 3) for all required refuse enclosure dimensions and construction details. 14) DS Sec.2-02.2.1.A.32: Verify the maneuverability, label and dimension the required 36-foot and 50-foot radii for the refuse container; clearly label these in plan view. Provide the required 14-foot by 40-foot clear approach and verify the maximum allowed back up distance for maneuverability. Refer to DS Sec.6-01 for all refuse requirements. 15) Be advised that further comments may be forth coming on resubmittal of the site plan. BUILDING PLAN COMMENTS: 16) Engineering could not verify that the building plan was in compliance with a stamped approved site plan (T09CM01750). Please submit two copies of the stamped approved site plan, landscape, and NPPO plans with the next building plan submittal. 17) Engineering will re-review the building plan on the next submittal to insure compliance with the approved and stamped site plan. Additional comments may be forthcoming. GENERAL COMMENTS: Please provide a revised site plan that addresses the comments provided above. Include a comprehensive response letter addressing in detail responses to all of the above comments. Enclose "redlines" with the resubmittal package.
